Context

Established by the Economic and Social Council (ECOSOC) of the United Nations (UN) in 1958 as one of the UN’s five regional commissions, ECA’s mandate is to promote the economic and social development of its member States, foster regional integration, and promote international cooperation for Africa’s development. Made up of 54 member States and playing a dual role as a regional arm of the UN and as a key component of the African institutional landscape, ECA is well positioned to make unique contributions in addressing the Continent’s development challenges. The strategic objective of ECA is framed around delivering ideas and actions for an empowered, inclusive and transformed Africa in the framework of the 2030 Agenda for Sustainable Development and Agenda 2063 of the African Union through its three core functions, namely, its function as a think tank, its convening function and its operational function. For more information, go to https://www.uneca.org. These positions are in multiple offices of the Economic Commission for Africa. The incumbent will be stationed in one of the Commission’s Offices. The Programme Officer reports to the Director of the office.

Task description

Under the supervision of the Chief of Section Subregional Initiatives (SRI), the Programme Management Assistant will carry out broad program support functions including, but not necessarily limited to: •Provides assistance in support of planning and implementation activities/processes for, typically, a large and highly complex component of the Office/Subregional initiatives •Assists in the coordination of programme/project planning and preparation; monitors status of pro-gramme/project proposals; takes necessary action to ensure project documents are completed and submit-ted to relevant parties for approval. •Collaborates with the Office programme Officer on performance reporting; annual business plan, section work plan and prepares section contributions for a variety of periodic reports while ensuring completeness and accuracy of data submitted. •Drafts programme/project summaries, coordinates review and clearance process, and coordinates with editor, translation services, etc. on finalization and publication of report multiple languages. •Researches, compiles, analyses, summarizes, and statistical materials and basic information/data for use in preparation of reports, knowledge products, briefs, speeches, etc. •Designs, prepares and maintains, in collaboration with the other Office Section country profile/Scorecard for each country covered by the Office. •Prepares a variety of reports, in order to facilitate the in-depth analysis of the retrieved information by the supervisor and other users •Serves as focal point for coordination, monitoring and expedition of programme/project implementation ac-tivities, involving extensive liaison with a diverse organisational units/ external partners to initiate requests, prepare standard terms of reference against programme/project objectives, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements…. •work plan and budgets, revisions and other related issues, as well as •Drafts correspondence/ responds to advisory services request and communications related to all aspects of section program and provide complex information requests and inquiries (e.g. answers requests requiring file search, etc.). •Maintains liaison with the Executive Office and with senior officials in other units regarding on-going pro-grammes and other administrative matters; monitors processes and schedules related to the section’s out-puts, products, tasks, etc. •Develop, prepare and maintain internal database including detail contacts of Office/Sections partners and collaboratives units and entities, presentations, tables, lists, charts, data sets, and/or diagrams for infor-mation of a variety of Section reports and Office partners •Service Office meetings, training, event (e.g provide administrative and logistics support, attend meeting, assist the preparation of Office presentations using appropriate technology/software and prepares minutes, monitors follow-up activities) •Maintains calendar/schedules; monitors changes and communicate relevant information to appropriate staff inside and outside the immediate work unit. •Performs a variety of support to the section (manage calendar/schedule, maintain files, leave recording and follow up, processing administrative request •Performs other duties as assigned.

Living conditions and remarks

The recruited UNV will be based in Niamey and will work in UNDP-Niger. In Niger, the climate is harsh, ranging from extremely hot in April and May to dry and cool between November and February. Niamey is the capital of Niger. The candidate could easily find accommodation possibilities in this city. The spontaneous welcome and hospitality of Nigeriens are among the hallmarks of this West African country. Living conditions in Niamey are good, as is access to health services. Vaccination against yellow fever is compulsory and vaccination cards must be presented at the entrance. Vaccines against meningococcal meningitis and hepatitis A and B are also recommended. Basic medicines are available in pharmacies, but it is recommended to bring specific medicines. There are several banks in Niamey and decent clinics, including the United Nations clinic. The security level in Niamey is 3 (moderate) The selected Volunteer must follow from the start of his assignment all mandatory training for all United Nations.
