•Strengthen the functional and technical capacities of civil servants through the methodology of andragogy in the areas of change management and administrative governance, Results-based Management, advocacy and resource mobilization in a post-conflict context.
•Develop and validate an administrative and financial management procedure manual.

2 months as from the date of signature of the contract.
Duties and Responsibilities
The International Consultant will be expected among other duties to improve the performances of administrative services of the Ministry of Labour, Social Security et Continuous Learning.

Academic Qualifications: Hold at least a Master’s degree in social sciences, economics, international relations or other disciplines and qualifications equivalent to the profile sought.
Experience: •At least ten (10) years of progressive experience in the field of administrative governance preferably in a post-conflict context;
•Proven experience of at least five (5) years in (i) the development and implementation of an Administrative Reform Program/Strategy and (ii) the development of an administrative management procedure manual and financial;
•Extensive experience within government institutions at high levels of political or administrative responsibility;
•Previous experience of working or partnering with the United Nations and more specifically the ILO;
•Experiences acquired in the Central African region or in the Great Lakes region;
•Experience working with government officials, government officials, civil society organizations and public international organizations;
•Computer literacy, including working knowledge of MS Office products (Word, Excel, PowerPoint);
•Female candidacy strongly encouraged.
Language: •An excellent command of the French language is required;
•Knowledge of written and spoken English will be considered an advantage.
