Job Description:

JOB DESCRIPTION

PURPOSE OF POSITION

To support the Response Director in ensuring that effective security measures for the Response Office programs are both appropriately planned for and addressed within the national context.  Lead in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security.

Strategy & Planning

  • Develop and implement the Response Office security strategy in alignment with WV security policy so as to ensure the operational priorities of the Response Office are appropriately supported.
  • Ensure Security Risk Assessments, Country Risk Ratings and Core Security Requirement standards, processes and procedures are completed in accordance with current Office of Corporate Security guidelines and training
  • Provide leadership/ management of the security team in country.

Response Office is aligned with all current World Vision security policies and strategies.

Security Operations

  • Work with the Response Director and Regional Security Director to carry out Security Risk Assessments as required/directed.
  • Country Risk Ratings are established and updated as required
  • Ensure Core Security Requirements are implemented in line with Country Risk Ratings
  • Provide input and support to management in crisis situations and critical incidents
  • Conduct security investigations when required.

Response Office is applying all current security requirements in accordance with World Vision security policy and procedures.

Fleet Management

  • Strengthen Standardization and enforcement of fleet management procedures, guidelines and processes;
  • Analyze and disseminate information from fleet management system for management decision.
  • Ensure that all organization’s motor vehicles and motorcycles are properly insured in accordance with the set policies.
  • Promote and spearhead safety driving /riding of motorcycles and motor vehicles in the organization.
  • Management of fleet and logistics related contracts for goods and services
  • Analyze vehicle status and cost upkeep, provide recommendations on vehicle disposal and replacement.
  • Support the implementation of the security management plan for the country program through providing adequate transport planning and support.

Response Office Fleet Management is well managed in accordance with World Vision Fleet policy and procedures.

Networking and External Liaison/Engagement

  • Represent WV at local NGO security network meetings and ensure information from these groups is disseminated to relevant staff.
  • Build ongoing networks for sharing security information and coordination with the UN agencies, the Govt and other relevant partners.

Security Relationships with other NGO’s and relevant partners are established and maintained.

Capacity Building and Technical Training

  • Coordinate the assessment, development and implementation of the Response office capacity building plan for security management based on local security risk assessments.
  • Seek to develop a culture of security awareness and monitor staff compliance.
  • Buy in a stronger organizational security culture by assessing staff security training needs.

Response staff are trained in alignment with the Office of Corporate Security and current international good practice standards.

Reporting and Documentation

  • Provide a regular security report to the Response Office, Region and Office of Corporate Security.
  • Ensure that all security incidents are reported in accordance with WV Security Policy.
  • Conduct performance reviews of the field-based security focal persons.
  • Collect, analyze and disseminate security information appropriately

All documentation is prepared in a clear and concise manner and disseminated in accordance with World Vision policies and procedures 10%

KNOWLEDGE, SKILLS AND ABILITIES

Education

  • Relevant Bachelor’s degree (Master preferred) in Security Management, Risk Management, Strategic Studies, International Relations or Emergency Management. Or 3 years equivalent field experience in organizational Security Risk Management.

Preferred

  • Previous experience in the professional security arena (INGO, Corporate, Military, Law Enforcement, or Emergency Services).

  • No previous criminal record or convictions

  • REQUIRED: Confirmed employment  of the security officer is contingent on him/her passing the HEAT training course within 90 days of employment (probation period)

  • At least 5 years’ experience in a proven security or emergency service field (public, private, and government or NGO sectors in military, security or law enforcement services).

Finalité de la position:

Mettre en œuvre dans les délais et avec précision les  activités en éducation des programmes  conformément aux standards  et approches en éducation  et apporter des conseils aux programs managers et un soutien technique  aux communautés pour le bien-être des enfants.

Responsabilités majeures

Promouvoir et défendre les valeurs et pratiques organisationnelles pour le bien être  de l’enfant, surtout les enfants vulnérables.

Travailler étroitement avec les collègues (programmes, coordinateur, spécialiste éducation et autres) dans la définition des stratégies adaptées au contexte des populations cibles afin de maximiser l’efficience, l’impact et l’intégration.

Appuyer les institutions locales partenaires, les collectivités locales et les techniciens de l’éducation exerçant dans sa zone de responsabilité dans la planification et la mise en œuvre au niveau communautaire des activités d’’éducation.

Collecter les données de l’éducation afin qu’elles soient intégrées dans le système de gestion des donnés de WV. Trianguler les données du parrainage avec les informations de l’éducation ; partager, analyser et exploiter ces données pour informer les programmes pour accroitre l’impact.

 Appuyer les inspecteurs de l’enseignement, les directeurs d’écoles, les enseignants dans la collecte, l’analyse et l’interprétation des données d’éducation la planification des activités en rapport avec les interventions définies dans le cadre des projets d’Education.

Appuyer les programs manager dans la planification, le suivi, le rapportage, et la capitalisation des  interventions définies dans le cadre des projets d’éducation des ADPs

Faciliter les relations entre acteurs de l’éducation au niveau communautaire dans le  cadre de concertation, dans la gestion (monitoring, gestion administrative et financière) du système éducatif dans la mise en œuvre des projets d’éducation.

Travailler en étroite collaboration avec les responsables de l’éducation à travers la participation aux réunions de suivi de la mise en œuvre (réunion de coordination avec les associations des parents d’élèves, des directeurs d’écoles etc) des activités d’éducation.

Accompagner les OBF et églises dans les activités relatives à la formation spirituelle des enfants, renforcer les activités de réseautage entre les leaders religieux pour le bien être de l’enfant et renseigner les rapports mensuels des programmes sur les activités de partenariat avec les églises & OBF.

Promouvoir le plaidoyer à tous les niveaux sur les problématiques de protection de l’enfant à travers la mise œuvre effective des stratégies en matière de plaidoyer dans les communautés

Qualification minimum exigée:

            Bac+2 en sciences de l’éducation ou un diplôme professionnel dans l’enseignement (BAC+2)

            Expérience de 2 ans dans un programme  d’éducation

Expérience d’élaboration de matériels de formation

Bonnes compétences en matière de communication (écrite et orale), capacités relationnelles

Bonne maîtrise de la langue locale et niveau fonctionnel en anglais

Très bonne capacité  d’adaptation en milieu rural et compétences en facilitation communautaire.

Poste 3 : Coordinator – DME (Ghana)

Key Responsibilities:

Purpose of Position

To assist Project Managers and officers to develop and manage Landscapes and Environmental Agility across the Nation (LEAN) and Farmer Managed Natural Regeneration Projects and other Land Restoration initiatives  effectively through monitoring & evaluation and research for high quality ministry

Major Responsibilities

Planning, Monitoring and Evaluation (10%)

  • Provide backstopping for the development of the Project MEARL framework aligned with the Project’s global and National Office (NO) frameworks, quality requirements/standards
  • Ensure the integration of the Project’s Monitoring, Evaluation, Accountability, Research and Learning (MEARL) System to the National Office MEARL System
  • Responsible for the design and review of the Project’s MEARL tools
  • Assist in the development, adoption and usage of innovative MEARL tools
  • Track project implementation
  • Lead in all project assessments such as project baseline, mid-term assessment and evaluation
  • Track project implementation and provide sound monitoring of all project indicators, and guiding implementation in alignment with the project implementation plan and design
  • Provide support for the review of the project’s Annual Plan and Budgets

Data Management, Research and Learning (40%)

  • Ensure all project databases are timely updated
  • Compile and refine project related data from a variety of sources including public domain, field observation, and existing data bases
  • Ensure regular quality control checks of project databases to ensure data integrity
  • Initiate, co-ordinate and ensure the success of project research, publications and learning events
  • Document all project implementation and management processing for learning and evidence generation that supports continuous stakeholder engagements

Data Analysis, Reporting and Learning Sharing (30%)

  • Prepare tables, graphs and written reports summarizing project M&E data
  • Collect, document, edit, analyze, and present all relevant project data for reports
  • Lead and ensure the preparation of project-related reports (monthly, quarterly, semi-annually, and annually), presentations, impact stories, publications, and other technical reports
  • Track and report all project interventions
  • Ensure regular preparation of tables, graphs and written reports summarizing project M&E data to demonstrate project performance for sharing and engagement with project stakeholders
  • Ensure that project data is collected, documented, validated, edited, analyzed and presented appropriately for reports
  • Participate and contribute to sharing and learning platforms related to the project sector to showcase best practices from the project

Technical Support and Capacity Building (20%)

  • Build the capacity of project team in data collection, data input in the database systems, ensuring high quality of data
  • Provide support to the NO and other entities on any project related needs
  • Provide support to partners, communities and government institutions for the development and implementation of project related M&E initiatives
  • Ensure project Lead, relevant technical team, and stakeholders receive timely and appropriate MEARL technical support needed to meet and exceed donor performance and compliance expectations
  • Ensure the consolidation of a learning culture – based upon evidenced based best practices and industry standards – to enable project staff to achieve and/or surpass established targets and standards
  • Ensure capacity building of project staff and partners on the project MEARL system, and all planning, monitoring and evaluation processes that support the project
