Dimensions du rôle

Soutenir le cycle de vie de la gestion des subventions, de la sollicitation et de la sélection des bénéficiaires à la clôture, en assurant la conformité et le soutien technique aux bénéficiaires.

Évaluer l’admissibilité, le niveau de maturité et l’intérêt des bénéficiaires à l’aide des différents outils d’évaluation du rendement des organismes communautaires décrits dans le Manuel général sur les moyens de subsistance économiques

Identifier les difficultés ou problèmes liés à l’application, à l’approvisionnement, à la conformité et aux exigences de déclaration du point de vue des demandeurs et identifier les adaptations ou simplifications potentielles.

Effectuer un suivi financier par le biais d’audits documentaires, de visites sur le terrain et d’évaluations des risques.

Collaborer avec les partenaires du Consortium pour faciliter le déploiement des activités de subsistance du volet 3A dans le cadre du projet d’autonomisation des femmes du Libéria (LWEP), déclenchant ainsi le décaissement des fonds.

Appuyer le processus de sélection des bénéficiaires en élaborant un cadre transparent et inclusif, notamment en apportant un soutien à la demande de subvention, au plan d’affaires, au plan d’approvisionnement et à la budgétisation.

Effectuer des vérifications préalables au versement afin de garantir l’éligibilité des bénéficiaires et de minimiser les risques de mauvaise attribution ou de fraude.

Effectuer des évaluations préalables approfondies, y compris l’analyse des besoins, des vulnérabilités et des risques, en veillant à leur alignement avec les objectifs du projet.

Mettre en œuvre des mécanismes robustes de documentation et d’archivage pour garantir la redevabilité et le respect des engagements pris envers les donateurs.

role PURPOSE

Plan International is actively engaged in 54 developing countries across Africa, Asia, and the Americas, operating with an annual budget of approximately 1 billion euros. The organization’s Global Strategic Goal is to reach 200 million girls, particularly those situated in fragile contexts who are confronting injustice or experiencing crises. Through the implementation of high-quality programs, Plan International aims to deliver lasting benefits to this vulnerable population.

Under the leadership of Plan International Liberia, the Liberia Women Empowerment Project (LWEP) is implemented through a coordinated approach involving multiple specialized partners. It is a comprehensive initiative designed to foster gender equality, prevent gender-based violence (GBV), enhance access to basic services, and promote resilient livelihoods for women and girls across six counties in Liberia: Rural Montserrado, Grand Gedeh, River Cess, Gbarpolu, Grand Cape Mount, and Bomi. With a total budget of US$36.6 million. Sub-component 3B of the Liberia Women Empowerment Project (LWEP) will provide $18 million in small grants to support the growth and expansion of women-led businesses. The Grants Officers will assist the Grant Manager in providing strategic oversight and management of the Livelihoods ESLG grant disbursement, ensuring that the grants align with and positively impact the technical and programmatic objectives of the Liberia Women Empowerment Project (LWEP).

Dimensions of the Role

  • Support the grant management lifecycle, from solicitation and selection of beneficiaries to closeout, ensuring compliance and technical support to beneficiaries
  • Assess to determine beneficiaries’ eligibility, maturity level, and interest level utilizing the different community organization performance assessment tools outlined in the Economic Livelihood Grand Manual
  • Identify any challenges/issues with the application, procurement, compliance, and reporting requirements from the applicants’ perspectives and identify any potential adaptations or simplifications
  • Conduct financial monitoring through desk audits, field visits, and risk assessments
  • Collaborate with Consortium partners to facilitate the rollout of Component 3A livelihood activities under the Liberia Women Empowerment Project (LWEP), triggering fund disbursements.
  • Support the beneficiary selection process by developing a transparent and inclusive framework including supporting with grant application, Business Plan, procurement plan and budgeting.
  • Conduct pre-disbursement verifications to ensure beneficiary eligibility and minimize risks of misallocation or fraud.
  • Perform thorough due diligence assessments, including needs, vulnerability, and risk screenings, ensuring alignment with project objectives.
  • Implement robust documentation and record-keeping mechanisms to ensure accountability and donor compliance.
  • Supervise the grant-making process, including preparing Grant Application, Business Plan, Procurement Plan and budget for Beneficiaries, pre-award examinations, and contracts.
  • Ensure grants align with the technical and strategic priorities of the livelihoods project.
  • Ensure compliance with Bank regulations and other relevant funding policies.
  • Coordinate with other project teams and partners to integrate grants into broader livelihoods and climate resilience activities.
  • Ensure project proposals/Business Plan funded by grants adhere to best livelihood programming practices.
  • Provide weekly progress updates to the LSP Grant Manager
  • Provide timely reporting, risk management, and effective administration of the ESLG program.
  • Provide technical capacity-building support to beneficiaries regarding programmatic concerns and application processes.
  • Monitor beneficiaries’ performance, fiscal management, and reporting requirements regularly.
  • Ensure compliance with donor guidelines, both financial and programmatic.
  • Maintain accurate and up-to-date grant records, agreements, and processes.
  • Facilitate accurate and monthly financial and programmatic reporting by beneficiaries through monthly supportive visit to beneficiaries to assist in completing reporting templates
  • Provide technical assistance and capacity-building support to beneficiaries on programmatic aspects.
  • Attend meetings relating to grants management and general coordination of the project base on request by Grant Manager

Accountabilities

  • Provide support to partners to conduct trainings, focusing on Component 3B (Grant Readiness, Grant Compliance, Grant Eligibility/Terms & Conditions).
  • Lead due diligence assessment involving the County Gender Coordinators, reaching each applicant on site in the respective communities.
  • Conduct routine monitoring of grant recipients, proving guidance to beneficiaries on proper record keeping, expense tracking and documentation.
  • Maintain a comprehensive database of grant applicants, beneficiaries, grant disbursement in tranche by batch location and fund received.
  • Safeguard against duplication of entries and promptly report any attempted, actual act of fraud.
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Technical expertise, skills and knowledge

  • Familiarity with financial oversight of livelihood training programs, especially those aimed at women’s economic empowerment.

Essential

  • Education: Bachelor’s degree in Finance, Accounting, Business Administration, or a related field (Master’s degree preferred).
  • Experience: A minimum of 5 years of experience managing grants for international development projects.
  • Donor Compliance Knowledge: Familiarity with World Bank Group financial management and compliance requirements, particularly in relation to women’s empowerment and GBV projects.
  • Project Management Experience: Experience working with consortiums or large-scale projects in Liberia or the West African region is preferred.
  • Financial Management Skills: Understanding of financial management for programs targeting economic empowerment, GBV prevention.
  • Technical Skills: Proficiency in Microsoft Suite, including other financial management tools.
  • Interpersonal Skills: Strong interpersonal and communication skills, with the ability to work independently and collaboratively with diverse project teams and consortium members.

Desirable

  • Motorbike Operating: Ability and willingness to operate a motorbike in rural communities
  • Technical Skills: Proficiency in Microsoft Excel and related financial management tools.
  • Familiarity with financial oversight of livelihood and facilitating trainings, especially those aimed at women’s economic empowerment.
  • Fluency in English, with strong writing and reporting skills.
  • Monitoring, coaching and capacity-building experience of local NGOs and community-based organizations including Village Savings and Loan Association (VSLAs).
