Poste 1 : M & E officer (Consultant)
Position: Monitoring and Evaluation Officer (Consultancy)
Experience: Four Years’ Experience
Location: Kano, Kaduna, Niger and Jigawa States
Duration: 8-months
Job purpose
The M&E Officer will serve as the main focal person for all monitoring and evaluation activities which include data validation, DQA, coordination meetings, capacity building in data quality and supportive supervisory visit to strengthen the data management system in SMC intervention in the state.
Key responsibilities:
- Plan and implement M&E activities related to SMC in the approved work plan under the guidance of the State Programme Manager
- Serve as the focal person for all monitoring and evaluation related work for the project within the state.
- Ensure high quality data are available on a regular and timely basis for programmatic decision making
- Manage the data collection and management processes before, during and after each round of mass SMC drug administration, including sentinel site monitoring
- Coordinate the documentation of SMC activities in form of reports and ensure proper archiving of such for easy access and reference
- Assist programe manager to develop robust monitoring plans for quantitative and qualitative reporting on project performance indicators
- Adapt and maintain a high quality database for distribution personnel at all levels
- Routinely monitor project performance against targets and prepare periodic reports on M&E activities for SMC intervention
Qualifications and experience:
- Degree in statistics, demography, mathematics or any other relevant quantitative relevant discipline
- Four-year post qualification experience
- Demonstrable contextual knowledge of local issues, community priorities, social and cultural constraints and realities related to community assessment, project design, evaluation and implementation Cognate experience in monitoring and evaluation of community-based interventions is highly desirable
- Experience in managing HMIS and CLMS as well as familiarity with Nigerian public sector health systems will be added advantages.
- Experience in survey design and implementation, development of data bases and analysis and write up of survey results

POSTE 2 : Supply Chain Officer (Consultancy)
Position: Supply Chain Officer (Consultancy)
Experience: Three Years’ Experience
Location: (Kano, Kaduna, Niger and Jigawa States)
Duration: 8-months
Job purpose
The Supply Chain Officer will work to ensure that all SMC drugs, commodities and materials received for the GF programme are properly documented, distributed and accounted for as per the signed agreements and in a timely manner.
Key responsibilities:
- Ensuring that the supply chain activities meet the needs of the programmes in a timely manner and does so in accordance with donor requirements, MC policies and procedures.
- Carry out regular stock status assessment of all SMC commodities at the state central medical store and report on the assessment to higher levels flagging issues needing action
- Coordinating SMC microplanning during which targets which form the basis for SMC drug quantification are determined
- Provide technical support to strengthen the procurement and supply chain management of malaria commodities at the assigned state. This is important because health facilities must be stocked with non-SMC commodities such as RDT and ACT to attend to referrals during SMC delivery
- Contribute to state level quantification of commodities as well as development of distribution plans using credible and verifiable data sources
- Support and assist in the management of SMC commodities at the assigned State Central Medical Stores (SCMS) and health facilities.
Qualifications and experience:
- Proven previous experience in Supply Chain and Logistics Management of Malaria or HIV/AIDS commodities
- Have a bachelor degree in Pharmacy with 3 years’ post–qualification experience
- The person must be familiar with the national supply chain system of MoH and LMIS, including MCLS
- Experience working with and engaging stakeholders at the state level
- Ability to engage with stakeholders on the supply chain management of public health commodities
- Good inter-personal, communication and planning skills
- Experience with good understanding of logistic management of public health commodities in Nigeria

POSTE 3 : LGA Cluster Supervisor (Consultant)
Consultancy Position
Position: Cluster Supervisor Consultant
Experience: Five Years’ Experience
Location: Kano, Kaduna, Niger and Jigawa States
Duration: 8-months
Job purpose
The job purpose is to engage consultants as Cluster Supervisors that will support a cluster of four/five local government areas (LGAs) in the intervention states to carry out SMC activities through the LGA Field Officers in those LGAs. The Cluster Supervisor will also have direct responsibility for implementation of SMC activities in an LGA within the cluster
Key responsibilities:
- Oversee SMC activities at cluster level and directly implement all SMC activities in the assigned LGA, including timely implementation of work plan, planning meetings, commodity distributions and monitoring to avoid any stock out, Community mobilization activities, supervision, monitoring and reporting.
- Ensure accountability of received commodities and supplies through tracking consumption levels and review of reconciliation reports
- Responsible for capacity building of field partners (LGA Field Officers, Supervisors, HFW, CDDs, and community mobilisers) through training, on-job support and quality supervision.
- Track program targets and timely implement the planned activities to ensure program meets targets and review reports from LGAs and HFW for accuracy and completeness prior to submission.
- Ensure implementation of activities is in line with the laid down protocols, by continuously monitoring and conducting supervision and on-job training of LGA, HFW and CDDs
- Maintain a good relationship and work jointly with – Public Health Officers and other partners to undertake home visits, meetings and to ensure health LGA’s ownership.
Qualifications and experience:
- Clinical Officer, nurse or Public Health or development-related qualification
- At least five years’ field experience in related field
- Fluency in English, Hausa and/or other local languages is required
- Experience working in drug/commodity supply management, ME and logistics
- Ability to communicate effectively with a variety of audiences including LGA staff, HFW and community leaders
- Experience of conducting quality supportive supervision and data use
