Role Purpose : The Cross-Country Monitoring & Evaluation Coordinator (CCMEC) is responsible for the technical leadership and guidance of monitoring, evaluation, reporting and learning activities in the project. He/She will ensure quality and standards in the implementation of project Monitoring Evaluation Research and Learning (MERL). The CC M&E Coordinator will be based in the Plan International Country Office in Togo and report to the CC Project Manager.
Key Results and Typical Responsibilities
- Leading the development of the project MERL framework, ensuring it is gender transformative, and supporting its’ appropriate set up and management in Plan MERL system (PMERL). Supporting country teams to adapt to their context and to set up and implement
- Developing guidance, with a gender and inclusion lens, for project baseline & needs assessment, mid-term review and end-line assessment and supporting country teams to adapt to their context and to prepare and implement
- Developing/updating standard tools for monitoring project indicators into a gender transformative toolkit in line with project MERL framework with and train country teams and consultants to apply consistently
- Developing and maintaining effective information database on the project for beneficiaries and participants, providing resource and necessary support for program inputs and outputs
- Training staff of country teams on MERL systems, tools and strategies, including feedback and complaints activities and learning strategies
- Performing regular visits to project implementation areas to support country teams in MERL activities
- Supporting country teams to facilitate implementation of project MERL related initiatives including, baseline final evaluation with the support of the external consultant recruited by Plan Børnefonden for this purpose
- Ensuring quality control of data and information collected, through the ongoing review of country level data collection processes and MERL systems
- Analysing and providing feedback on quarterly and annual country level reports
- Analysing and providing feedback on country level monitoring data, ensuring a gender and inclusion lens is applied.
- Performing any other tasks assigned by the Cross-Country Project Manager
Knowledge & Experience
- Mater degree in social sciences, statistics, economics or other related sectors
- Eight (08) years minimum experience in monitoring, evaluation, reporting and learning in programs and projects
- Experience working in complex, multi-country and/ or multi-agency programs or projects
- Solid experience in setting up M&E Framework and processes for large projects
- Experience in managing baseline and end line evaluations
- Experience in gender and SRHR related M&E, including Social Norms Change Measurement
- Knowledge of ethical principles and safeguarding standards for involving children in MERL activities
- Experience in at least some of the intervention countries
Skills & Behaviour
- Fluency in English & French is essential, Portuguese language skills an asset
- Skills in participatory assessment, particularly with children
- Skills in managing qualitative and quantitative data collections
- Skills for data base management (design, entry, analysis)
- Strong analytical skills
- Good presentation and solid writing skills (report writing, concept paper writing etc.)
- Ability to work effectively both independently and as a part of a team
- Computer proficiency (MS Word, Excel, PowerPoint, SPSS and other statistical analysis software, data base software) and excellent mastery of remote collaboration tools (MS Teams, sharepoint etc.)
- Works with trustworthiness and integrity and lives Plan International’s values in the daily work
- Demonstrates honesty and transparency in holding self and others to account to deliver on agreed goals and Plan’s standards of behavior
- Aware of own strengths, weaknesses and pro-active in using feedback and self-development
- Able to operate effectively under extreme circumstances including stress, high security risks and harsh living conditions. Has a capacity to make accurate self-assessment particularly in high stress and high security contexts.
- Demonstrates (self-)awareness and sensitivity to gender and diversity as well as clear respect to all and especially children and women without discrimination
- Demonstrates inter-cultural competence and the ability to live and work in diverse cultural contexts in a culturally appropriate manner.
