Role Purpose The Head of Operations is responsible for leading, managing and developing a team of functional experts, including Finance, Procurement, Administration & Logistics and Information Technology, to support the delivery of quality and integrated programming in line with the organizational standards, frameworks and procedures.
Accountabilities Team development and people management

  • Staffing: hire, develop and retain qualified people in the positions of the operations unit as required to support the delivery of effective, efficient and high-quality programmes;
  • Team building and maintenance: establish, agree, communicate and monitor standard of performance and behaviours for the operations support unit. Team objectives, and Key Performance Indicators (KPI’s) are agreed annually, and monitored and updated quarterly;
  • Oversight and development of an excellent and high performing finance, Administration & logistic, and IT4D team within the country;

Strategic planning, reporting and support to programmes delivery

  • Strategic planning: Contribute to the strategic development and management of the country in line with the Country Strategy (CS), ensure that operations are an engaged and effective business partner for Programme departments to carry out quality programmes with excellent operational support;
  • Support to programmes; Budgeting and Reporting.

Financial resources management

  • Ensure full project costings, and maximising cost recovery from donors to ensure fully funded interventions;
  • Review of financial reporting prepared for submission to donors to ensure it is accurate and on time;
  • Support the Country in preparation of funding requests and communicating other business plans to the the regional office;
  • Ensure appropriate financial controls processes, procedures and systems are in place;
  • Ensure finance related audit actions are implemented and alternative actions taken as required to address weaknesses in financial controls and procedures identified in finance and other forms of audit reports.

Compliance and management of risks

  • Policies and procedures: ensure that systems and processes are in place to comply with Plan global policies, standards and procedures and legal requirements in the areas of finance, procurement, administration & logistics, IT4D;
  • Child Protection: ensure the compliance and coherence of Plan International’s Children and Young People Safeguarding Policy at all times to safeguard and protect children from all forms of abuse;
  • Audit and investigation;
  • Loss and Incident reporting;
  • Legal and regulatory;

Procedures, process and applications support

  • Applications and systems support;
  • oversee the rollout, including staff training, of global policies and procedures in the country;
  • develop and maintain up-to-date financial and administrative systems, policies, procedures and guidelines to support in-country operations and ensure compliance of Plan International’s global standards and donor requirements;
Skills, Experience

 and Knowledge

  • Master’s degree, or equivalent preferably in any of the following areas: programmes/projects development management, business administration, general management, social science, development studies, economics, agro economy and finance management etc.;
  • Strong business administration and finance management capabilities with a focus on results and an entrepreneurial flair, at least ten (10) years of relevant experience is desirable
  • Demonstrable knowledge as a result of education, training or practical experience on the key debates in development, particularly around child rights;
  • Practical knowledge of operations supports for development program;
  • Demonstrable knowledge of financial, administrative and business management;
  • Strong knowledge of Microsoft Office Suite (Word, Excel, PowerPoint), e-mail and the internet;
  • Fluency in French and strong working knowledge of English, spoken and written;
  • Practical knowledge in management of organizational changes is an advantage;
  • Knowledge of Togo, the geopolitical factors affecting child-poverty in the country as well as the political, social and economic opportunities for development are an advantage;
  • Leadership Skills and Behaviours demonstrated from experience;
  • Strategic thinking and innovation ;
  • Influence and communication.
