Le Conseil Norvégien pour les réfugiés (NRC) est une organisation humanitaire indépendante qui aide les personnes obligées à fuir.

Country context / background 

Burkina Faso is facing a multifaceted and complex crisis due to increased activities by armed groups, inter-community tensions, chronic food and nutrition insecurity, floods, and epidemics. The population displacements that began in 2019 continue to increase as the security situation worsens, with an increase in incidents and spatial progression.

As of 31 March January 2022, Burkina Faso recorded 1,850,293 IDPs. The largest number of IDPs is found in Centre-North, Sahel and North regions. In Sahel Region, which accounts for 31% of IDPs, around 57,000 are settled in sites in Dori, Gorom-Gorom, Djibo, and Bani. This situation is having a serious impact on fragile livelihoods and people’s ability to support themselves and is challenging already weak basic social services.

NRC has been working Sahel since 2020 with a site management project supported by UNHCR funding. Nevertheless, the conditions of access to water, sanitation and hygiene of these populations remains precarious. NRC response in Sahel aims at contributing to improve the overall framework of ensuring the protection of the displaced persons. Specially, NRC initiated a WASH Project to support communities in Sahel to deal with the challenges posed to their households, communities and institutions.

The organisation is therefore looking for an experienced WASH Project Manager, who will able to implement a challenging project in a complex area. The candidate should be in position to generate lesson learnt from this project and the context thereof to enable programme development.

Roles and responsibilities

  1. Line management for project staff
  2. Adherence to NRC policies, guidance and procedures
  3. Contribute to the development of Country, Area and WASH strategy, initiate and participate in the development of relevant WASH projects
  4. Coordinate and manage WASH implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  5. Implement technical direction and ensure high technical quality of projects
  6. Provide regular progress reports to the Area Manager and the CC Specialist
  7. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  8. Develop and manage project budget (in cooperation with Cs) and coordinate across CCs
  9. Ensure capacity building of project staff and transfer key skills
  10. Liaise and collaborate with relevant local authorities and other key stakeholders

Competencies

  • Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery context
  • Minimum 2 years of WASH expertise (as Project Manager or similar responsibilities)
  • Master’s degree or similar in relevant field of civil engineering, rural engineering, hydrogeology, hydraulics, environment or related field of expertise
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in French and English, both written and verbal

Context/specific skills, knowledge and experience:

  • Knowledge of the Sahel region
  • Demonstrated experience in team capacity building
  • Experience in emergency projects is required
  • Previous experience with old OFDA or BHA is an asset
  • Technical knowledge and experience of the behaviour change process in a humanitarian context
  • Technical knowledge and experience of the community engagement process in a humanitarian context.
  • Experience with borehole construction and management in complex hydrogeological context is desired
  • Experience with alternative WASH in a humanitarian context an asset
  • Understanding of SPHERE Minimum Standards is required
