La mission du programme de l’OMS pour les urgences sanitaires (WHE) est d’aider les pays et de coordonner les actions internationales pour prévenir, préparer, détecter, réagir rapidement et se remettre des épidémies et des urgences. Dans le cadre de ce programme, le Département de la préparation des pays aux urgences sanitaires et le RSI sont responsables du suivi et de l’évaluation de la préparation des pays aux urgences sanitaires et humanitaires, de la planification et du renforcement des capacités nationales pour acquérir les capacités essentielles et du Secrétariat du Règlement sanitaire international (2005). Le Département a adopté une approche globale du risque et implique les trois niveaux de l’Organisation. Le Département accorde la priorité au soutien des plus vulnérables et des pays à faible capacité.
OBJECTIVES OF THE PROGRAMME
The mission of the Health Emergencies Program (the EPR Programme) is to assist countries and provide international action not only to prevent disease outbreaks and emergencies, but also to respond to them. prepare, to detect them, to respond quickly and to recover.
DESCRIPTION OF DUTIES
Under the supervision of the EPR Team Leader, the incumbent supports the prevention and control of diseases with high pandemic and epidemic potential by coordinating forecasting, outbreak investigations, characterization of infectious diseases and /or risks, and the implementation of evidence-based strategies to manage outbreaks and risks. The incumbent collaborates with the Ministry of Health, other sectors and partners. He or she facilitates the adaptation of the guidelines to meet specific requirements for all potential disease outbreak control activities. More specifically, the incumbent will have performed the following tasks: 1- Provide advice on the development, implementation, monitoring and evaluation of national strategies and plans for the control of diseases with high pandemic potential and epidemic, and ensure compliance with WHO guidelines and standards as well as the One Health approach; 2-Monitor and support early detection, assessment of verification and investigation of outbreaks, risks, and making available means of prevention and control including zoonoses; 3-Adapt global infectious risk management policies, concepts, tools and strategies and manage their implementation at the country level in the fight against epidemic-prone diseases; 4-Collaborate with partners to improve approaches and methods to fight against epidemics in different epidemiological situations in a multisectoral approach; 5-Prepare periodic reports on activities relating to infectious risks, provide support for the building of information systems and facilitate integration with national health information systems, including zoonoses as appropriate; 6-Contribute to the monitoring and analysis of risks related to infectious diseases; participate in the activities carried out by the rapid intervention teams mandated to quickly investigate alerts, assess risks on the ground, detect threats and act promptly; 7-Ensure that messages relating to risk communication are correct from a technical point of view and adapted from a socio-cultural point of view in order to involve and empower stakeholders in the prevention, mitigation and control of infectious risks; 8-Issue recommendations and provide guidance on relevant lines of action in affected and unaffected areas in order to prevent and/or stem excess morbidity and excess mortality; 9-Provide technical assistance in areas such as vaccination, strengthening of surveillance, infection control (including personal protection, improved sanitation and hygiene, increased water and/or nutrient supply, prepositioning of drugs and medical supplies, vector control, etc.), in close collaboration with other technical teams; 10-Provide analysis of public health risks, needs and capacities and offer advice on interventions priorities for WHO and partners, including challenges and adjustments to the focus of operations, as appropriate; 11-Documenting lessons learned from the field; 12-Fostering multidisciplinary and cross-cutting approaches and activities to facilitate full engagement within WHO, outside the Organization and with key partners; 13-Perform other related tasks entrusted to him.
REQUIRED QUALIFICATIONS
Education
Essential: A university degree in medicine, nursing, environmental health, or other health-related fields.
Desirable: A doctoral degree in medicine and specialized training in infectious diseases, a Master’s degree or an MPH in field epidemiology.
Experience
Essential: – At least two years of relevant experience in the planning, development and implementation of the infectious disease control program, including the prevention and control of epidemics, the management of infectious risks and / or agents dangerous pathogens. – Relevant experience in inter-agency mechanisms to coordinate preparedness and response to health emergencies.
Desirable: At least five years of relevant experience in the planning, development and implementation of the infectious disease control program, including the prevention and control of epidemics, the management of infectious risks and / or pathogens dangerous.- Experience at WHO and/or in an institution of the United Nations system, with partners in the Health Sectoral Responsibility Group or in humanitarian organizations would be an asset.

• Demonstrated knowledge of infectious diseases, particularly in areas essential to promoting a public health perspective and approach, such as infectious disease epidemiology, prevention or control, clinical management and important practices.

REMUNERATION
Remuneration comprises an annual base salary starting at XOF 16,379,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
