POSTE 2 : Senior Humanitarian Coordinator  (220007YR)

 

TITLE: Humanitarian Senior Coordinator

TEAM/PROGRAMME: PDQ

REPORTS TO:Humanitarian / Operations

LOCATION: Dakar, Senegal (WCA Regional Office) including field missions to COs across the region

GRADE:  National 3

CONTRACT LENGTH: 12 months – renewable depending of funding availability and performance

CHILD SAFEGUARDING: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: The Humanitarian Senior Coordinator will provide additional operational capacity for Preparedness and Response support to large categorized humanitarian response outside of the country response team. This capacity will support the country offices teams with the following main functions:

• To provide and/or identify support needed for a categorized response,

• To ensure quality, including adherence to Save the Children standards and procedures as well as application of processes and decisions agreed through the management line,

• To aid coordination and information flow, ensuring that the right information is passed between the response team and the wider organization while minimizing the demands on the response team.

While the primary responsibility for response implementation lies with the Humanitarian focal points reporting to Directors of Program Operations, backstops are expected to support WCA Head of Humanitarian with the management line in holding the Humanitarian and Operations teams and relevant Country Director(s) accountable by flagging key issues and risks through the management line and through being delegated to support the response team in ensuring implementation of agreed decisions. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to (Line Management): The Regional Head of Humanitarian or delegate will lead overall preparedness and humanitarian enhancing capacity to respond according to SC humanitarian quality benchmark by providing preparedness and response strategic planning and implementation support; ensure adequate sourcing, allocation and induction of the needed sourcing the response, including securing the funding and any additional resources necessary; supporting humanitarian staff and partner in terms of humanitarian response management, strategic thinking and preparedness; providing gap filling support in-country for COs with active responses when needed and financially possible.

Coordination with (Matrix Management): ROMs on the overall operational management and monitoring, Regional Strategic Analyst (CAFU) and Humanitarian CB PM for preparedness related issues.

Annual Salary Level: XOF 18,000,000 to XOF 22,000,000 (offer will be based on experience/internal equity and financial availability. SCI offers a competitive benefits package outside of salary).

KEY AREAS OF ACCOUNTABILITY:

The Regional Humanitarian Senior Coordinator will be the primary responsible for the following tasks:

Strategy & Coordination:

• Provide feedback and support the Country Office in improving its humanitarian structure and monitoring their humanitarian issues tracker

• Support country response team with strategic guidance for emergency preparedness and response planning processes.

• Collect, input into and disseminate key information such as needs assessments, appeal documents, SitReps etc. as necessary.

• Chair quarterly response update calls, participate into categorisation calls, regular update calls with Head of Humanitarian

• Ensure humanitarian coordination updates on a monthly basis.

Funding, Grants and Awards:

• Ensure dissemination of key funding information across members for efficient allocation of appeal and institutional funding

• Ensure communication of funding opportunities to/from members 

HR and Deployments:

• Work in close collaboration with SCI/RO/Member HR teams to ensure the response is appropriately and adequately staffed

• Work in close collaboration with SCI and Member HR teams to ensure tracking of staffing and deployments

Programme design and Quality:

• Provide support to ensure output trackers are in place and submitted on time together with the monthly SitRep

General:

QUALIFICATIONS AND EXPERIENCE

Essential

• Significant relevant experience of working in the in-country humanitarian teams/programmes and/or being deployed to humanitarian responses in other countries

• Degree or equivalent field experience

• Previous experience of managing a team

• Previous experience of programme and project management

• Demonstrable project budget management experience

• Management experience of single site and multi-sector programme

• Experience of identifying advocacy issues at field level, or supporting efforts at national level

• Ability to write clear and well-argued assessment and project reports

• Excellent communication skills

• Politically and culturally sensitive with qualities of patience, tact and diplomacy

• A high level of written and spoken English

ROLE PURPOSE:

The Director of Programs will be responsible for the technical oversight of the project and is specifically responsible for project implementation that relates to community, OVC and families, and ensures strong linkages with facility level and other service delivery points. He will report directly to the Chief of Party (COP) and will advise and support the COP in providing technical direction to project implementation and ensure the project meets stated goals, expected results and reporting requirements. He will take a technical leadership role in coordination with government, local community organizations, and other partners. He will be knowledgeable about evidence-based and state-of-the-art social service delivery approaches.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

The Director of Programs will work closely with the Technical Team to achieve the strategic objectives of the project – focusing on HIV prevention, care and support as well as supporting cross-cutting themes and integration efforts across the project with other areas of OVC programming, including Household Economic Strengthening and Nutrition. Key responsibilities will include:

  1.  Provide technical leadership in the development and implementation of strategies, interventions and activities that address the holistic needs of vulnerable children, including their health, education, psychosocial well-being, protection, and economic strengthening needs.
  2. Ensure that project strategies and activities addressing children and adolescents are evidence-based and in line with state-of-the-art, globally recognized best practices; as well as aligned with Government of Nigeria legislation and policies.
  3. Strengthen the linkages between community-based care activities and health facilities providing HIV care and treatment towards ensuring a continuum of care.
  4. Promote integration across a range of services for children to take a holistic, family-centered approach to improving their wellbeing.
  5. Ensure the project addresses the needs of highly vulnerable sub-groups of children, such as children living with HIV, Children of Key Population, Survivors of Violence Against Children, adolescent girls, and children living with disabilities.
  6. Support the development and management of relationships with key stakeholders at the national, state and LGA levels.
  7. Provide technical leadership and oversight for high quality implementation of the household economic strengthening components of the project.
  8. Facilitate linkages with government safety net programs and other stakeholders to ensure that activities complement other economic strengthening initiatives and adhere to country and global standards.
  9. Ensure all child-focused strategies are gender-sensitive and promote equitable programming.
  10. Improve the capacity of implementing CSOs in effective programming for vulnerable children and their families, HIV prevention awareness creation, community mobilization for HIV counselling and testing, PMTCT and Early Infant Diagnosis (EID), and improving referral and counter-referral systems between communities and facilities.
  11. Promote approaches that support integration and maximize country and community-ownership.
  12. Coordinate and maintain close liaison with project partners and relevant stakeholders in the focus state
  13. Take a leadership role in the development and timely submission of work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and evidence.
  14. Work closely with the MEAL team to deliver project quality benchmarks, baseline, monitoring, evaluation, and key lessons learned.
  15. Comply with Save the Children’s child protection policies, security procedures and other staff policies.

QUALIFICATIONS 

  • Advanced degree in public health, social sciences, development studies or related field.

SKILLS, EXPERIENCE AND EDUCATION

Essential

  1. A first degree in medicine (MBBS or equivalent) with postgraduate qualifications in public health, social sciences, development studies or related field
  2. Minimum of five years of experience implementing OVC programs in a development context, specifically PEPFAR, with five of these years in Sub-Saharan Africa, preferably Nigeria. During this period, he should have been involved with socioeconomic services for vulnerable children and or public health, project design, clinical program implementation, system strengthening, reporting and evaluation, including experience working in evidence-based economic/livelihood projects for vulnerable groups, such as OVC or graduation programming.
  3. Familiarity with current thrusts of PEPFAR programming in Nigeria, especially on OVC and continuum of care for PLHIV
  4. Demonstrated state-of-the-art experience at a mid- or senior level in at least four of the following areas: child protection, household economic strengthening, social protection, education, health and nutrition including HIV/AIDS care and support; quality improvement; social service systems strengthening, including social services workforce development; M&E; and operations research.
  5. Demonstrated ability to work effectively with government and civil society partners and communities as well as transfer knowledge to diverse audiences through workshops, training and meetings using participatory methods and adult learning principles.
  6. Proven leadership and inter-personal skills for effective teamwork; as well as the ability to work independently on a frequent basis, taking initiative, managing a variety of activities concurrently, and delivering outputs on schedule.
  7. Demonstrated ability to support partners working at a distance to achieve results against program objectives/targets.
  8. Demonstrated skills in project design, implementation, and reporting, preferably for USG funded programs.
  9. Experience with monitoring, evaluation, and reporting TB/HIV Care & Treatment activities as well as OVC.
  10. Good knowledge of Government of Nigeria OVC programming terrain, HIV Care and Treatment and experience working with Ministry of Women Affairs and Social Development and other relevant entities.
  11. Strong writing and presentation skills about program activities, outcomes, and impact.
  12. Excellent English oral and written communication skills; Working knowledge of Hausa language.
  13. Excellent analytic, organizational and computer skills; proficient in MS Office including Word, Excel, Outlook, and PowerPoint. Experience with SharePoint a plus.
  14. Familiarity with data analysis and visualization and the use of data for evidence-based programming decision making.  A strong interest in research and publication will be an added advantage.
