Conducted virtually from February 19 to March 6, 2021, a United Nations electoral needs assessment mission (NAM) was deployed in a socio-political context particularly marked by (i) the lack of confidence of political actors in the transition authorities; (ii) the lack of visibility around the electoral process (i.e. the absence of an electoral calendar); (iii) the lack of inclusiveness and transparency around the political process; (iv) the lack of consensus on major issues related to constitutional, institutional and electoral reforms; (v) growing insecurity, particularly in the northern and central regions; (vi) the significant delay in the implementation of the charter and the transition roadmap.
In its conclusions, the NAM recommended, inter alia: i). The continuation of integrated United Nations assistance for the organization of the electoral process in Mali; ii). The establishment by UNDP of a new project to support the electoral process; iii). Resource mobilization from donors, as well as iv). The establishment and management of a basket-fund to which donors could contribute.
In accordance with the said recommendations, the Transitional Government, the United Nations Development Programme (UNDP), the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) and UN-Women jointly formulated a Project Document to set up a new Basket-Fund aimed at providing technical, financial, material and logistical assistance to the Mali in the areas of reforms and elections.
This project is consistent with the framework of the UN technical assistance to the Malian government and also stems from the willingness of the donors to support Mali and the transition by contributing to the implementation of activities related to political and institutional, electoral and administrative reforms as well as the organization of transparent, democratic, inclusive and peaceful general elections as provided for by the Malian Transition Roadmap published on October 04, 2020. The technical, material, financial and logistical assistance envisaged, which is part of an electoral cycle comprising the pre-electoral, electoral and post-electoral phases running until 2024, will take place according to the three axes of intervention below:
- A first axis of intervention which targets support to national actors for the effective organization of political, institutional, electoral and administrative reforms. This axis will be implemented during the pre-electoral phase.
- A second axis of intervention which emphasizes support to the organization of a constitutional referendum and general elections, the presidential, legislative, regional, local and municipal elections, for exiting the transition. This axis, which will be implemented throughout the duration of the transition and beyond, will enable Mali to quickly equip itself with new constitutional and democratic institutions;
- A third axis of intervention which covers the entire post-transition phase, and which will focus on activities linked to the consolidation of democracy and participatory governance, through the medium and long-term capacity building of national actors, in particular the new institutions that will be put in place.
Position Purpose
Under the general supervision of the Resident Representative and the direct supervision of the Deputy Resident Representative/Programme, UNDP is looking for an experienced and dynamic Elections Expert to ensure the implementation of the UN technical and financial assistance to the current electoral cycle in Mali and provide technical and advisory support to the Transition Authorities, Elections Officials as well as other stakeholders. He/She shall work in close collaboration with MINUSMA Electoral Affairs Division and UN Women within the framework of the United Nations Integrated Elections Team (UNIET.
Contribute to the preparation and update of Project documents, annual workplans, results reporting by providing advice and analysis of programming areas, identifying potential risks, impacts, expected results, indicators, constraints, and opportunities;
- Monitor the project’s performance against the work plans and budgets
- Support the development of policy and programming advice to UNDP Resident Representative and all national counterparts on the design, management, implementation, monitoring, and reporting of the UNDP’s electoral assistance and its related activities.
- Support the development of contractual agreements with potential donors in the basket fund.
- Oversee and facilitate the day-to-day functioning of the Project. Manage the human and financial resources in consultation with the UNDP CO for achieving result in line with the outputs and activities in the project document.
Provide project’s national beneficiaries and partners with technical assistance based on UNDP projects’ activities, including in:
- managing and coordinating planning,
- establishing and developing contacts and external relations – i.e. between elections officials and political parties, candidates, observers, and other relevant actors.
- supporting the drafting of briefing packages, guidelines and developing communication tools.
- organizing trainings and supporting the coordination of campaigns.
- acting as a resource person on comparative experiences and advise project beneficiaries on the development of strategies pertaining to elections and political participation.
- Support the project’s communication
- Provide post COVID context specific support to the organization of elections within the context of COVID19, including preparation of appropriate policy and regulatory frameworks.
- Prepare Terms of Reference (TORs) for required inputs and oversee the recruitment of project staff and consultants as required.
Actively liaise with all national and international stakeholders involved in elections and political participation to effectively network with partners and seize opportunities to build alliances relevant to the UNDP’s mandate and agenda, including:
- Support the Technical Working Group on Elections that is co-chaired by the UNDP Country Office.
- Support the Resident Representative on liaising on a regular basis with the Steering Committee.
- Coordinating daily with the IEC and other project partners involved in political participation and elections.
- Participating in all regular meetings with the donor community
- Coordinating with all national and international organizations working on elections in Mali.
- Provide regular updates and draft reports and other documents according to Projects’ reporting framework as well as ad-hoc requirements.
- Coordinate and support UNDP’s overall engagement with the transition authorities and political parties to ensure coherent and coordinated programming and implementation within broad political processes
Supervisory /Managerial Responsibilities
- Organize the Project Management Unit;
- Manage, supervise and coordinate, technically and administratively, the staff of the Project Management Unit, including experts, consultants and local staff;
- Supervise and ensure the coordination of sub-projects of the common fund;
- Prepare and assist project evaluation missions Supervise the work of preparing the project audit;
- Execute at the request of the Resident Representative or his Deputy Programme, any other task falling within the scope of the attributions and mandate of the project.

- Minimum 10 years of professional experience in electoral assistance specifically and democratic governance broadly.
- Experience in electoral assistance advisory and project management at the international level (with the United Nations System a strong asset).
- Previous work experience in Africa, in general and particularly in West Africa (Mali is an asset).
- Good knowledge of the political environment, and administration of developing countries.
- Good Mastery of elections organization and management in developing countries.
- Good knowledge of IT tools (MS Word, Excel, Internet), and of online content management and publication tools;
- Strong ability to analyse and synthesize situations and to find solutions.
- Ability to work under time pressure and results with initiative, dynamism and proactivity
