CONTEXT:
Côte d’Ivoire is considered a low-middle-income country and ranks 171st of 188 countries in the Human Development Index. It is subject to pervasive food insecurity, malnutrition and gender inequalities, which severely affect smallholder farmers as they struggle with issues of land access and frequent climate-related shocks. Côte d’Ivoire has a population of 25 million people, of which 48.4 percent are female1 and 46 percent live below the poverty line. It is ranked 155th on the Gender Inequality Index.
WFP’s Strategic Plan for Côte d’Ivoire (2019 – 2025) focuses on capacity strengthening with a view to shifting WFP-led programmes to government and community ownership. At the core of this strategic approach is the sustainability of the national school meals programme, in which WFP assists 613 schools, or 10 percent of the schools covered by the programme, as a platform for promoting education, nutrition and gender equality and stimulating local food production and rural economies. The country strategic plan constitutes an opportunity for WFP to support the Government in its fight against malnutrition, through its National Nutrition Multisectoral Plan (PNMN).
During the past years, WFP has positioned itself as a key technical partner of the Government of Côte d’Ivoire in developing a national rice fortification strategy and programme. WFP is promoting the use of fortified rice as part of its school meal programmes globally and has started the preparation work for its implementation in Côte d’Ivoire.
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Country Office (CO) is seeking an experienced National Officer to oversee the nutrition activities and maintain WFP’s position as a key actor in nutrition in Côte d’Ivoire. This will entail strong programme analysis skills, experience in design and execution of nutrition interventions with main stakeholders (government, UN agencies, NGOs, communities and beneficiaries). In addition to programme management, the Consultant will contribute to the development of the overall strategy and represent WFP at technical coordination fora at the capital and the field levels, building partnerships with key ministries, UN agencies and other development actors at all levels. Support for resource mobilization efforts will be essential to WFP Côte d’Ivoire agenda, by contributing to the development of funding proposals and donor reports.
MAIN ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Head of Programme, the Nutrition Officer will oversee the implementation of the nutrition pillar of WFP CSP focusing on the following priorities:
- Contribute to the development of nutrition projects and activities, plans and processes, ensuring alignment with wider nutrition policies and guidance.
- Provide project management support to specific and defined nutrition projects and activities, ensuring a co-ordinated approach with wider programmes/projects that complies with WFP standards and procedures.
- Develop and co-ordinate data gathering and monitoring/assessment systems ensuring that rigorous quality standards are maintained.
- Track and analyse data to provide input into reporting activities and contribute to the preparation of accurate and timely reporting on nutrition activities that enables informed decision making and consistency of information presented to stakeholders.
- Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency, and highlight potential risks to project delivery.
- Support the identification of potential partners and partnership negotiations to ensure a collaborative and holistic approach to meeting nutrition needs.
- Support the capacity building of WFP staff, partners and national government to prepare for and respond to nutrition needs for example the production and review of training materials.
- Guide more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
- Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE: •
- Experience and exposure to implementation of national/international development programmes.
- Experience working in public health/food security/ nutrition and fortification related activities.
- Experience identifying and defining nutrition issues/problems within a country.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS
- Education: Advanced University degree in Public Health Nutrition, Nutrition, Food Technology, Medicine or other relevant field
LANGUAGE
- Excellent verbal and written communication skills in English and French.
