About the Analysis & Evidence Unit in the ICRC
The ICRC supports the needs of individuals, households and communities affected by armed conflict by helping them to cover their essential needs and maintain or restore sustainable livelihoods. Acknowledging the need of better data and stronger analysis for its programmes to be more effective and evidence-based, the ICRC set up the global Analysis & Evidence (A&E) team. The A&E Unit is a technical lead for evidence-based programming, supporting the organization on all matters related to situation monitoring and early warning, multidisciplinary needs assessment, targeting and beneficiary management, operational information management, thematic analysis, monitoring, evaluation, accountability and learning.
About this role
The Regional Analysis & Evidence Specialist understands the strategic analytical needs of the ICRC delegations in his/her area of coverage and enables evidence-based decision-making across the Region, with a special focus on supporting Protection work in the field. S/he acts as the strategic lead of the GIS and Evidence-Based Protection functions in West Africa. In the region, the job holder focuses on building capacity in relation to evidence-based programming, fostering exchange between delegations, disseminating updates and new institutional directions defined at global and regional level, and contributing to / advocating for the strategic development of the GIS and Protection analysis file in each context. S/he allows a better anchoring with external actors working in the region. Globally, s/he contributes to the development of the institutional files and Analysis & Evidence (A&E) and thematic strategies timely implementation.
What you’ll do
Act as strategic lead of the GeoData & Analytics and Evidence-Based Protection (EBP) functions in West Africa:
- Support the development and contextualization of the A&E Unit’s strategy and priorities in West Africa, and lead on its implementation
- Enable evidence-based decision-making across the Region, notably through the development of geospatial analysis and production of maps, and contributes to the reflection and development of analysis to support Evidence-based approaches to Protection work
- Contribute to the development of regional situation monitoring systems and geospatial analysis aiming at informing the region of developing trends, gaps and emerging issues
- Take part in forums, meetings and workshops, represents the ICRC to relevant authorities and organizations working in the same field of expertise.
Provide direct operational support to Delegations: Engages in short term gap filling ; Engages in capacity building and on-boarding of the teams in delegations, and provide technical support in the provision of their services
Contribute to Institutional files: Develop guidelines, tools and training modules ; Oversee the development and testing of new methods and tools, collect lessons learned and identify good practices that can be replicated within and beyond the region
Manage a team : Manage the regional GeoData & Analytics assistant and functionally manages the GeoData & Analytics specialists and A&E Protection specialists in delegations
Knowledge, skills, and/or experience
Certifications/Education Required: Advanced University degree in Economics, Statistics, Social Sciences, GIS, Political Science, or another related field; Fluency in both English and French; High computer proficiency
Professional Experience Required
- 5 years of professional experience in data analysis, GIS and statistical methods applied to humanitarian settings, assessments methodologies and conflict analysis
- Relevant humanitarian experience in ICRC, Red Cross/Red Crescent Movement, UN agencies or INGOs
- Experience in early warning, geo-analysis and familiarity with software applications associated with them.
- Proven understanding of statistical analysis and coding languages like SPSS, STATA, R, SQL, Python.
- Experience and abilities using Geographical Information Systems such as Geodatabases, ArcGIS software, and other operational mapping tools;
- Experience with automated collection and storage of data retrieved through web APIs (Application programming Interface) is an asset.
- Experience in the development and implementation of assessments through mobile data collection tools
- Storytelling ability through visually clear reports and dashboards, both dynamic and static
- Experience in analysing, interpreting and presenting information for decision making.
- Very good written and communication skills
