Agriculture has been the main driver to promote economic development in Africa by improving economic growth and poverty alleviation. Nascent groundwater development in Sub-Saharan Africa can help accelerate food production growth, grow rural jobs and also improve domestic and industrial water supplies. IFPRI is currently conducting a study using Integrated Assessment Models (IAM) that link hydrological with macroeconomic models to explore the potential of groundwater development to improve agricultural and economic growth, job creation and food and nutrition security.

Two country case studies of Senegal and Uganda have been chosen given the substantial potential of groundwater development in these two countries. This consultancy is for Senegal.

Scope of Work

To support this research activity, IFPRI is seeking a consultant located in Senegal to collect the following information:

  1. Current water use data by sector (as detailed as possible), by source (groundwater and surface water) and by region.
  2. Water tariff data by source and by region
  3. Amount of renewable water resources by source and by region
  4. Water Accounts data that are consistent with national accounts in both monetary and physical units published by government or international organizations (data table will be provided)
  5. Cost structure of groundwater extraction for agricultural and non-agricultural activities
  6. Information about policy initiatives committed by national and local government related to groundwater development
  7. Development of alternative groundwater exploitation scenarios, by sector
  8. Discussion of scenarios with relevant national ministries and agencies

Please provide evidence that shows your engagement in national groundwater topics in Senegal.

Duration of period: Approximately 20 days during June-September, 2022

Qualifications:

  • Advanced degree in hydro-geology, water resources or similar field
  • Demonstrated experience in conducting research in Africa, specifically on groundwater
  • Experience working with government and statistical institutions in African countries
