Responsable du programme Sahel HEO

Job Description (Roles and Responsibilities)

The Sahel and Security Department hub in Dakar is looking for a passionate and motivated person to provide high quality programme management of our exciting new portfolio of programmes which is addressing key humanitarian and longer-term development needs in the G5 Sahel countries(Burkina Faso, Chad, Mauritania, Mali, Niger). This is a fantastic opportunity to ensure our programmes deliver results for people in the Sahel by ensuring excellence in programme, financial, risk and commercial management. The post requires the ability to build trusted and influential relationships with suppliers and partners to deliver effective programmes. Based in Dakar, this is a regional role requiring regular travel to the five Sahelian countries to do field monitoring.

Reporting to the Programme Delivery Adviser and Team Leader, the successful candidate is likely to be focusing on our social protection and humanitarian programming, working closely with Senior Responsible Owners and Lead Advisers to build strong relations with partners and ensure our investment delivers maximum value for money.

As part of a close-knit team, there will be opportunities to add value to programme management across the Sahel and Security Department’s portfolio and lead on workstreams to improve the way we operate as a department. The Sahel hub in Dakar is an integral part of the British Embassy in Senegal and the post holder will be part of the wider embassy team.

In this role you will be responsible for:

  • Managing all aspects of the project cycle for the programmes you are responsible for. Day to day this will involve leading on your programmes’ Delivery Plans to manage and track implementation, maintaining oversight of the overall programme delivery requirements, and anticipating and resolving issues as necessary. Specific duties will vary depending on the stage of the programme but may include engaging with specialist colleagues on procurement, developing Terms of Reference, drafting formalising agreements, participating in and drafting parts of the Annual Review or Project Completion Report, and managing the process and timeline for all these activities.
  • Providing effective financial management of your programmes to ensure value for money throughout the programme cycle, including through accurate forecasting, asset management, robust scrutiny of finical reports and Annual Audited Statements and timely payment of invoices. You will lead on engaging with programme partners to ensure sound financial management, challenging them to reduce variances and providing clarity on FCDO requirements for reporting and disbursement. The role will also support value for money analysis and track relevant financial information to meet corporate requirements.
  • Proactively managing programme risks, drawing on the FCDO risk management framework, due diligence guidance, counter aid diversion strategy and best practice, maintaining up to date records and escalating risks as appropriate. This role will include scrutinising and challenging partners to improve their risk performance, leading on reviewing and updating the programme risk registers, and taking an active role in cross office risk discussions.
  • Establishing and maintaining strong relationships with partners to build their understanding of FCDO processes, priorities and strategic objectives, working with them to adapt and improve programme implementation based on monitoring data and evidence. You will develop a good understanding of FCDOs policy objectives for the region and keep these front and center in your discussions with partners as you gather lessons and spot opportunities for influencing and disseminating departmental aims.
  • Delivering effective monitoring of programmes, including through field visits, timely reviews, ensuring adherence to reporting requirements and scrutinising performance reports. You will work with the team to track the implementation of our programmes and verifying partner information – by scrutinising reporting and conducting field visits – to raise confidence and assurance that the Sahel Department portfolio is delivering to its objectives. You will also support your programme teams with planning and logistics for monitoring visits, including Travel Risk Assessments.
  • Supporting wider team and / or cross office and British Embassy priorities. This will include supporting programme management colleagues on specific tasks and sharing lessons and good practice, helping to build the evidence base on what works. You will also have the opportunity to support cross office working including assisting with briefings, VIP visits and corporate returns.

Technical skills required for the job:

FCDO has developed a new Programme Operating Framework (PrOF) to standardise programme delivery across the orgranisation.

Candidates should be able to clearly demonstrate in their application examples of the following delivery competencies:

  • Managing programme cycle: This is about designing and maintaining project delivery plans to inform planning and task execution, implementing rules, processes and controls in high-risk environments at each phase of the programme cycle, and supporting monitoring and results reporting.
  • Financial Management: This is about monitoring project costs to ensure expenditure represents value for money, ensuring forecasts are credible and corrective action is taken e.g. reprofiling budgets, and making payments applying financial management rules and inputting relevant data on FCDOs systems.
  • Managing Risk & Issues: This means leading on due diligence assessments and follow up monitoring, identifying risks and exposure in the delivery chains and applying appropriate mitigation and escalation measures.
  • Monitor, learn, adapt: This means managing the programme monitoring plan, ensuring the relevant evidence is generated, using monitoring data to improve programmes, leading on programme management related aspects of the Annual Review process and identifying opportunities to share learning with others

Essential qualifications, skills and experience

  • Wide programme management experience in a development context
  • Proven financial and risk management capabilities
  • Able to work collaboratively, flexibly and adaptively with colleagues across the Sahel & Security Department and wider UK government, including as part of a virtual team in a range of locations
  • Able to build and maintain trusted and effective relationships with partners virtually and in person across the region and in the UK
  • Ability to take initiative and manage own workload

Desirable qualifications, skills and experience

  • Experience of working on development programmes in fragile and conflict affected states
  • Experience of working on social protection or humanitarian programmes, ideally with in-country experience

POSTE 2

Responsable de l’économie et du climat HEO

Job Description (Roles and Responsibilities)

Main Purpose Of Job

The Economic and Climate Officer helps deliver a resilient economic partnership between the UK and Senegal, Cape Verde and with Guinea Bissau which promotes inclusive and green growth, creates quality jobs, tackles poverty and inequality, and empowers women and girls. Working closely with colleagues from Department for International Trade and leveraging UK development programmes, the Economic & Climate Officer will also be responsible for helping Senegal realise its economic potential by improving the business climate, opening markets, encouraging transparency, and tackling corruption, whilst supporting UK companies to do business in the country. The Officer will also have lead responsibility for delivering UK’s climate objectives in Senegal, Cape Verde and Guinea Bissau.

Main Duties and Responsibilities

Economic (60%)

  • Monitor and analyse macro- and micro-economic developments and reforms in Senegal, Cape Verde and Guinea Bissau in order to provide advice to the Ambassador and wider UK government network;
  • Build a network within government, business and the international donor community in all three countries in order to identify opportunities to promote the economic partnership with the UK;
  • In Senegal, working closely with DIT, promote UK values of transparency and adherence to a rules-based international economic system coupled with a stable regulatory environment and respect for rule of law that encourages business;
  • Proactively liaise with UK Government colleagues working on central/regional programmes to identify opportunities to strengthen economic cooperation between UK and Senegal, and the UK and Cape Verde and Guinea Bissau;
  • Help arrange meetings of VIPs and other high-level UK government visitors coming to Senegal to take forward UK economic and climate objectives matters covered by Post, including the preparation of programmes, briefings and meeting records;
  • Represent the Embassy at external meetings and events as required and report on them.

Climate (30%)

  •  Monitor and analyse Senegal, Cape Verde and Guinea Bissau’s climate policies, including NDC implementation;
  • Promote international climate objectives, during UK’s COP26 Presidency and beyond, in Senegal, Cape Verde and Guinea Bissau, including engaging with government, business, civil society and non-government organisations;
  • Build a network with climate leads in the international community and represent the Embassy at external meetings and events as required and report on them;
  • Understand, map and improve access to climate finance funds to support delivery of our objectives.

Embassy leadership (10%)

As a member of the UK Embassy leadership team, the Economic & Climate Officer will be expected to make a strong contribution to the running of the embassy e.g. promoting learning and development. He or she will also be expected to take an active role in responding to any crisis, including taking on work outside the economic/climate portfolio where needed.

Resources Managed (Staff and Expenditure)

Essential qualifications, skills and experience

  • Ability to communicate clearly in writing and orally, in English and in French;
  • Ability to undertake macro- and microeconomic analysis;
  • Experience of forming strong relationships and influencing in an international environment;
  • Proactive person who can propose ideas and innovative ways of working and take personal responsibility for delivering results;
  • University degree in a related field (economic development; international cooperation; climate)

Desirable qualifications, skills and experience

  • Track record of having worked successfully in international organisations, civil society or government;
  • At least 5 years working experience in a related field.
  • Project management experience;
  • Climate policy or programming experience.
