These positions are located in the Engineering Section of the United Nations Multidimensional Integrated Stabilization Mission in Central African Republic (MINUSCA). The Engineering Technicians will be based in Bangui and Bria. They will report to the Chief Engineer through an Engineer.
Responsibilities
Within delegated authority, the Engineering Technician FS-5 will be responsible for the following duties:
Planning and assessment
•Plans, schedules and supervises implementation of engineering projects such as: construction, refurbishment, installation, and maintenance.
•Assesses requirements for the installation, repairs and maintenance of engineering equipment and/or buildings and infrastructure. On the basis of the assessment, drafts technical or assessment reports; determines work requirements, and issues work orders and work assignments to assistants and technicians.
•Diagnoses problems and develops solutions for malfunctioning or defective engineering equipment or systems and/or buildings and infrastructure.
• Provides logistical and operational support to mission clients in terms of allocation of stock within the warehouses;
•Carries out demand planning for construction material, prepares the plan for distribution and follows up shipping to the final destination.
•Provide input on mission requirements, procurement-plan and cost-estimates for budget and acquisition planning.
Operations
•Supervises and coordinates the installation, servicing, maintenance and repair of engineering equipment, in compliance with recognized standards and regulations pertaining to safety and installation codes.
•Supervises works carried by national, international junior staff assigned to the team and contractors in accordance with set schedules. Provides inputs related to their performance.
•Inspects and reports on construction, installation and maintenance projects carried out either by contractors or tradesmen and staff under supervision.
•Applies and ensures adherence to safety programmes related to the safe operation of engineering equipment and power tools.
Administration
•Identifies resource requirements for his/her a rea of responsibility in connection with budget pre pa rations.
•Assists in technical evaluation of bids and proposals for engineering projects and equipment.
•Secures equipment, materials, supplies and spare parts for supervised works.
•Reads and interprets specifications and technical drawings for construction, installations and upgrade of infrastructure.
• Prepares bills of quantities and costing for engineering projects.
•Supervises the maintenance of records relating to i inventories, work orders and general correspondence.
•Reviews and approves work orders and assigns tasks to tradesmen and technicians being supervised.
•Verifies progress or completion of engineering projects and recommends to the Chief of Section for partial or final payments.
•Follows up on correction of defects i n material or workmanship of contractor’s work d u ring the warranty period of the contracts
•Assist in monitoring and analyzing contract performance to ensure compliance with contract terms, schedules, and cost objectives.
•Supports technical evaluations of offers and assists in analysis of bids/offers and technical studies.
•Provides expert technical advice on technical/solicitation documents and overall policies, procedures, and guidelines pertinent to mission activities, considering quality management and risk management best practices.
•Perform other duties as required.

Education
High school diploma or equivalent is required.
Job – Specific Qualification
Technical certification/diploma or other supplemental academic qualification in the field of logistics, supply chain management and/or engineering is desirable.
Certification in MRP (materials Requirements Planning) and/or ERP (Enterprise resource planning), e.g. SAP ECC (ERP Central Component), SRM (supplier relationship management) or similar in support of scheduling, procurement, and/or logistics process is desirable.
Certification on Business Intelligence for ERP systems or similar is desirable.
Work Experience
A minimum of eight (8) years of progressively responsible experience in Logistics Operations, Supply chain management, Engineering or construction or a related field is required.
Experience and knowledge of Microsoft Office applications – Word, Excel, Outlook, PowerPoint and SAP Enterprise Recourse Planning (ERP) software is required
A minimum of four (4) years of experience with support services and logistics/supply management with a large organization is desirable.
Experience in a similar capacity working in a complex, volatile, conflict or post-conflict setting is desirable.
Experience in preparation of scope of works and technical specifications; project document is desirable.
Experience in acquisition planning, procurement and contract management is desirable.
Experience in maintaining records or database to monitor expenditure on specific logistics support to supported entities against budgeted funds is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in English (both oral and written) is required;
