ChildFund, en collaboration avec Abt Associates, recrute des candidats qualifiés pour des postes dans le cadre d’une opportunité financée par USAID en Guinée, Activité de renforcement des systèmes de santé locaux (LHSSA).

LHSSA will focus on supporting the Ministry of Health in the delivery of quality health services and strengthening the health system. LHSSA embodies strategic evidence-based strategies for malaria control and prevention, ending preventable child and maternal death, advancing to Sustainable HIV Epidemic Control, using data to make informed decisions and building local capacity to implement integrated health programs.

Under the supervision of the Deputy Chief of Party (DCOP), the Sr. Service Delivery Advisor will serve as a member of the project’s senior management team, based in Conakry, Guinea, with frequent travel. The Sr. Service Delivery Advisor will be responsible for providing technical and programmatic guidance on all health service delivery aspects and will supervise and collaborate with a technical team of advisors in service delivery improvement; reproductive, maternal, newborn, and child health; family planning; malaria; and social and behavioral change.

Specific duties and responsibilities include the following:

  • Provide technical leadership and oversight of project activities related to service delivery and improving access to quality health services with an emphasis at the community level, including for women and marginalized groups.
  • Advise the DCOP and COP, serve as subject matter and technical expert.
  • Supervise and collaborate with technical experts in service delivery, RMNCH, family planning, malaria, gender-based violence, prevention, prevention of infectious diseases and social and behavioral change
  • Develop recommendations and strategies toward establishing and/or reinforcing referral mechanisms and a service provision plan to help achieve key activity goals, integrating with other engagement and capacity building strategies as needed.
  • Advise changes to improve the content, quality, and supervision of community-level services in collaboration with the MoH, local stakeholders and support implementation.
  • Design or strengthen mechanisms for health care providers, local authorities, community members, and other key stakeholders to identify both clinical and behavioral service delivery issues that impede access to care and uptake of services.
  • Participate in all relevant meetings organized by the Ministry of Health at national, regional level and meetings related to health programming convened by peer INGOs.
  • Using a collaborative style of working, communicate effectively with other senior management team members, partners, and supervisors and contribute directly to monitoring and evaluation reports.
  • Contribute to reinforcing the national RMNCH data for decision making
  • Other duties as assigned.

Qualification requirements include the following:

  • Master’s Degree in public health, medicine, or other related field.
  • Strong knowledge of USAID rules, regulations, procedures and reporting requirements.
  • Minimum of 8 years of experience improving access to health service delivery.
  • Experience in senior technical or leadership positions including experience managing other staff.
  • Experience in planning and implementing programming that integrates gender equality and social inclusion highly desirable.
  • Experience facilitating trainings and workshops focusing on improving service delivery.
  • Experience supervising health care providers and health community workers
  • Knowledge of Guinea RMNCH and community health strategies
  • Professional experience interacting with U.S. Government agencies, host country governments, small NGOs, and other relevant stakeholders.
  • Excellent verbal, written, interpersonal, and presentation skills in French and working proficiency in English.
