JOB SUMMARY

This position, reporting to the CD-Country Director, is a central position for CARE DRC efforts to strengthen the quality of its programming; and our ability to innovate, earn and adjust to continually changing realities in the country. The position will cover the full breadth of our programming, both development and humanitarian. The position will cover the whole program and project; designing and evaluating program frameworks, developing projects on the basis of the program frameworks; ensuring the systems are in place to monitoring and evaluate impact. The position leads a team of staff that drives improvements in MEAL, strategic partnership, advocacy and Governance, proposal development and reporting. The incumbent will focus on ensuring that our programs and projects address the underlying causes of poverty and vulnerability in line with CARE’s and industry standards and best practices.

 

The Program Quality Coordinator is responsible for the implementation of the country office accountability framework; manages impact measurement and knowledge management frameworks at CARE and promotes coordination across the Program leadership and is a member of the Senior Management Team (SMT), the key strategic and decision-making groups at CARE DRC, setting policy and direction for the future. She / he plays a key role in devising and implementing the Country Office Strategic direction and ensures that the CO’s progress against its strategic directions are measured, monitored and documented, and its strategy adjusted as appropriate to ensure that CARE remains relevant and effective within the DR Congo context.

 

RESPONSIBILITIES

1. Strategic Direction of CARE DRC Program quality and learning Function

To lead CARE DRC Program Quality and Learning function so that we continuously improve the effectiveness of our interventions in addressing the root causes of poverty & vulnerability; and contribute substantively towards national and international development efforts. Including but not limited to:

  • Leading the Program Quality & Learning team in keeping up to date on current thinking concerning poverty relief and societal transformation; scanning emerging research concerning the effectiveness of current theories of change
  • Engaging in debate, both within the CARE International community and the wider national and international development community in order to understand the root causes of poverty and vulnerability and to discuss potentially effective interventions
  • Leading the CARE DRC monitoring, evaluation, accountability and learning staff in developing and sharing tools to improve the quality and evaluate the effectiveness of current interventions both at the level of overall impact and at the level of specific strategies, methodologies and tools, encouraging a learning culture and a spirit of inquiry, analysis and reflection.
  • Leading the Program Quality Team to use the learning that has been gathered above to continuously develop new and improved strategies, methodologies and practical tools for use by CARE staff and partners …
  • Facilitating and working with the program coordinators to ensure use of standard monitoring, evaluation and learning tools, guidance and approaches are being applied and documented.
  • Ensuring that the Program and Quality team are equipped with the resources necessary for success and that resources are managed efficiently in accordance with CARE’s policies and procedures.

2. Systems Design and Implementation for MEAL

To design and oversee implementation of effective systems for impact measurement, knowledge management and internal accountability across all of CARE DRC’s programs and projects: Including but not limited to:

  • Liaising with the Program Coordinators, Program Managers, the Programme M&E officers, key donors and stakeholders and he wider CARE community to understand their requirements for impact measurement, knowledge management and accountability
  • Leading the team and key stakeholders in the ongoing development and implementation of effective and efficient systems for Impact measurement, knowledge management and internal accountability
  • Liaising with the Monitoring and Evaluation professionals ensuring that the project monitoring and evaluation plans are aligned with into the program impact measurement framework

3. Business development and new program design

To support the Program Coordinators in the continued development of CARE DRC’s program strategies aiming to maximize the extent to which our program interventions result in sustainable improvements in wellbeing for the impact groups concerned: Including but not limited to:

  • Support the Programme Coordinators in evaluating funding opportunities and facilitating the go – no go processes to ensure that there is an adequate filtering process that ensure that prospective projects / programs fit with the overall Country strategy
  • In collaboration with the Program Coordinators, identifying potential impact groups and conducting research to understand the root causes of poverty and vulnerability; ensuring that comprehensive situational analyses are conducted, including stakeholder analyses
  • Participating in or leading proposal development teams, providing technical input where required
  • Ensuring that CARE DRC’s various Program and Project Strategies complement and support each other, are aligned with, CARE International Global Program Strategy and comply with CARE’s Programming Principles.

4. Capacity development for CARE and partner staff

To lead the development and implementation of systems, methodologies, and tools for enhancing the technical capacity of implementation partners and CARE DRC staff. Including but not limited to:

  • Leading the Program Quality team in understanding their role as capacity builders and consultants to the program teams (rather than as directly responsible for implementation}; providing them with training and coaching to build the necessary skills to drive improvements in M&E, strategic partnership, advocacy and communications, knowledge management, strategy development and technical innovations in the areas of gender, protection and accountability.
  • On an ongoing basis, considering the implications of external research findings and internal M&E data for staff and partner learning and development needs; ensuring that appropriate interventions are developed as a result.
  • Liaising with the HR Department to ensure the development and implementation of harmonizing reporting structures for cross-cutting technical staff (including M&E}, and advancement of GED issues by supporting the internship program and implementation of child protection/PSEA/code of conduct for staff
  • Liaising with the HR Department to ensure that suitable Learning & Development opportunities are provided to staff (and partners if appropriate}; leading the Program Quality team in facilitating workshops and other learning events according to available expertise and identified needs

5. Managing technical Staff

To lead the Program Quality Team in a manner that empowers them to deliver high standards of work and to maximize beneficial outcomes for vulnerable women and children, partners, donors and other key stakeholders. Including but not limited to:

  • Communicating to the Program Quality Team and any consultants a clear and exciting vision for the work of CARE and for the role of the Program.
  • Ensuring that each member of the team fully understands the outcomes that are expected of them and that they are aware of best practice in program quality and learning.
  • Ensuring that work is planned and organized in a way which will meet the needs of CARE staff and partners in the most cost-effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.
  • Supporting team members to enable them to give of their best e.g. by encouraging and praising good performance, coaching, assisting staff to prevent or resolve problems, providing resources, tools and equipment.
  • Monitoring and reviewing performance and, in particular, conducting periodic appraisals, holding staff accountable for meeting success criteria and delivering any improvement goals which have been identified, taking decisive action in the case of poor performance.
  • Ensuring that staff are adequately trained and developed for their roles e.g.by analysing staff training

6. Promote Gender Equality and Diversity & Safeguarding Practices

As a CARE ambassador, the PQ Coordinator is required to ensure gender equity and diversity (GED) within the team and nurture CARE’s core values and code of conduct. This will require PQL Manager to support the recruitment of MEAL staff and those who will be engaged in MEAL work.  Practice behaviour that is consistent with CARE’s core values, and promotion of gender equity and diversity goals. Play a leadership role in identifying and implementing initiatives that enhance CARE’s commitment to gender and diversity. Ensure that CARE Safeguarding policies and procedures are adhered to by supervisees. Ensure that staff and related personnel in her/his team are familiar with key organisational policies and procedures and can identify when needed how these may have been breached; The CI Safeguarding policy, Protection from Sexual Harassment; Exploitation and Abuse and Child Abuse, The anti-discrimination and harassment policy; and The code of conduct and the organizations Values.

 

QUALIFICATIONS

• Bachelor’s Degree in International Relations/Development or Social Science or Development Studies

• Excellent skills in evidence-generation, policy and advocacy.

• Excellent Conceptual abilities, strategic thinking, analytical writing skills and knowledge.

• Leadership skills with proven experience in engaging, mobilizing and influencing people,

• Good communication, presentation, public speaking, discussion and negotiation skills.

• A minimum of 5 years of relevant experience with reputable organisations in similar roles

• 5 years’ experience in design of complex programs in a range of sectors, and monitoring and evaluation.

• A minimum of 5 years (of the 8 years) experience in senior level management, and leadership of professional technical staff of diverse expertise.

• Working knowledge of programming in chronically vulnerable, complex environments.

• Strong technical knowledge and understanding of program design, monitoring, evaluation, and reflective learning.

• Strong research, conceptual and analytical skills.

• Skills in qualitative and quantitative data collection, data management and analysis, including knowledge of computer software; MS Office applications and other information systems {e.g., MS Word, Excel, Power Point, statistical packages, etc.)

• Excellent writing, speaking, and presentation skills

• Firm belief in teamwork, gender equality and participatory approach and sustainable development

• Proven skills in diplomacy, motivation and networking.

• Highly developed communication skills, both verbal and written, including listening skills and the ability to build trust and credibility both in the village and at the policy table

• Familiarity with the main conceptual frameworks underpinning gender analysis, women’s empowerment, rights-based programming, and the underlying causes of poverty.

• Research skills including a solid understanding of statistical methods and social research techniques.

• Fluent in French and English
