Poste 1 : Programme Assistant Trainee

The Danish Refugee Council assists refugees and internally displaced persons across the globe: we provide emergency aid, fight for their rights, and strengthen their opportunity for a brighter future. 2. Background

DRC has been operating in West Africa since 1998 and in North Africa and Latin America since 2011. The DRC West-North Africa & Latin America (WANALA) Regional Office is based in Dakar, Senegal, and covers several countries. Led by the Regional Executive Director, the DRC WANALAC oversees, supports, and provides strategic directions for DRC’s Country Offices within the above-mentioned regions. It includes Burkina Faso, Cameroon, Central African Republic, Mali, Niger, Nigeria, Algeria / Tunisia, Libya, Colombia, Venezuela, and Mexico.

3. Purpose

Based in the DRC West and North Africa & Latin America (WANALA) Regional Office (hereafter: WANALA), the Program Assistant Trainee will support the follow up of grants and the development and quality review of donor proposals and reports covered by the regional office. He/she will also contribute to assist in the organization of regional internal and external program events and support communication initiatives. The Trainee will work intensively with the Program Department and will have interactions with the Support services and Country Offices in the region and HQ. It is a unique opportunity to join a well-known international organization and benefit from a support adapted to the practical application of academic teaching.

Under the traineeship programme, trainees will have 10% of their time allocated to learning objectives they will define according to their interests and possibilities offered by DRC.

4. Responsibilities

Under the management of the Regional Head of Program, the Program Assistant Trainee will have the following activities and tasks:

  • Assist in the review and/or development of concept notes, proposals, budget and amendments, in coordination with the regional program teams and according to priorities defined with the RHoP
  • Assist in the revision of donor or program reports
  • Work with the Regional Head of Program to ensure concept note, proposal workflows and deadlines are followed by program teams.
  • Participate in the organization of kick-off and closure meetings for regional projects, regional annual reviews and external events.
  • Work with the Support services in the organization and coordination of workshops and internal events.
  • Draft and/ or review communication and advocacy products based on information from country and regional teams according to priorities defined with the RHoP
  • Develop regular external and internal products on DRC strategy and program
  • Ensure the compliance to DRC and Donors’ communication guidelines
  • Daily management of DRC regional twitter account
  • Support the flow of information within the regional office, and between HQ and country offices
  • Weekly watch of funding opportunities
  • Produce thematic maps for countries or regional team

All the tasks mentioned above will be primarily, for the DRC regional office. However, if manageable and only with the approval of the Regional Director, country offices may be included in the scope of the tasks ensured by the Program Assistant Trainee.

In addition to the above, the Program Assistant Trainee may be asked to carry out other duties requested by the Regional Head of Programmes.

5. Roles reporting to this position

No direct reports – technical line to Economic Recovery Coordinators and multi-country Program Managers in country.

6. Required Qualifications

  • Relevant degree from an internationally recognized university, or sufficient proven professional experience related to the sector;
  • Proven leadership skills and a competence in people management;
  • Proven operational management experience and capability;
  • Significant experience of grant management and understanding of institutional fundraising;
  • Significant experience in procurement and tender processes;
  • Excellent communication, interpersonal and influencing skills with a well-developed ability to motivate and persuade at high levels;
  • Full professional fluency in French and English; Spanish language is an asset
  • Understanding of the different contexts of the West Africa, North Africa and/or Latin America Regions;
  • Excellent Computer Skills (MS Office, Internet) and an advanced proficiency in Excel are required.

8.General Regulations

The employee shall follow :

  • DRC regulations on safety, health, COVID-19 norms and hygiene
  • The Code of Conduct and all ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
  • Rules for the use of the DRC guesthouse, which is a working accommodation

In addition :

  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request

Poste 2 : MMC Program Trainee

Background

The MMC is a global network consisting of five regional hubs (Asia, East Africa, Europe, West and North Africa, Latin America and Caribbean) and a central unit in Geneva. The MMC is a leading source for independent and high-quality data, research, analysis and expertise on mixed migration. The MMC aims to increase understanding of mixed migration, to positively impact global and regional migration policies, to inform evidence-based protection responses for people on the move and to stimulate forward thinking in public and policy debates on mixed migration. The MMC’s overarching focus is on human rights and protection for all people on the move. The three overall objectives of the MMC are:

  • To contribute to a better, more nuanced, and balanced understanding of mixed migration (knowledge)
  • To contribute to evidence-based and better-informed migration policies and debates (policy)
  • To contribute to effective evidence-based protection responses for people on the move (programming)

 

The MMC is part of and governed by DRC. MMC regional hubs are hosted within DRC regional offices, but part of the global MMC network. While its institutional link to DRC ensures MMC’s work is grounded in operational reality, it acts as an independent source of data, research, analysis and policy development on mixed migration for policy makers, practitioners, journalists, and the broader humanitarian sector. Mixed Migration

Mixed migration refers to cross-border movements of people including refugees fleeing persecution and conflict, victims of trafficking and people seeking better lives and opportunities. Motivated to move by a multiplicity of factors, people engaged in such movements have different legal statuses as well as a variety of vulnerabilities. Although entitled to protection under international human rights law, they are exposed to multiple rights violations along their journey. Those in mixed migration flows travel along similar routes, using similar means of travel – often travelling irregularly and wholly or partially assisted by migrant smugglers.

 

The West and North Africa Region

Since May 2022, MMC West and North Africa form one region under the direct supervision of the MMC Regional Manager for the WANA region based in Dakar, Senegal. This reorganization is an opportunity to further streamline data collection and analysis across regions and along the mixed migration routes. MMC WANA is currently directly collecting data in several countries in North and West Africa through its 4Mi project. The MMC is a key research reference engaging with policy makers, (I)NGOs, CSOs at both country-level and through regional mechanisms.

 

Key research themes include Children and Youth in mobility, smuggling of migrants (SoM), urban migration, use of social media, Returns-Reintegration-Remigration, and climate change and migration. Other thematics might arise and MMC research remains agile to respond to pressing needs for evidence-based programming and policy development.

 

The MMC regional team is positioned across two offices in Dakar and Tunis, to follow closely activities in each sub-region, engage with key relevant stakeholders, and capitalise on the visibility and credibility gained in past couple of years at the sub-regional level. The MMC regional manager sits in Dakar, along with the Mixed Migration Research Coordinator, the 4Mi Project Manager for West Africa, and the Senegal Research Specialist, and the MMC Program trainee while in Tunis, the 4Mi Project Manager for North Africa works with a team of one Information Management Specialist, the Tunisia Project coordinator, and one Research Specialist. In addition, MMC has staff hosted by DRC country offices where the 4Mi project is operational. The Trainee will be based in Dakar and

 

The first part of the year will focus on the development of MMC QMMUs, desk research on mixed migration-related latest developments in the region, support to coordination of the deployment of qualitative research in 5 countries, and support to launch of key projects in the WANA region.

 

Responsibilities:

Research and Analysis

  • Supports the drafting of high-quality research outputs on mixed migration in the region (ie QMMU)
  • Keep abreast of new developments and ongoing debates on migration data and actively propose new areas of research for the region.
  • As needed: support the development of research tools; supports the training of national coordinators on research tools and methodology
  • Analysis and data interpretation; draft, contribute to, and present analysis in visuals, presentations, and written reports; ensure regular and timely production of analysis and monitoring of trends.

 

Communication support

  • Support internal communication: The Trainee will provide team coordination support, creating systems that ensure coordination across countries and offices is efficient (keeping track of external engagements, meetings note, etc.), coordination of team meetings etc.
  • Support external communication: Supports dissemination of research products to inform programming and policymakers. Support the preparation of external engagement meetings, identify key fora at regional and national level relevant for the MMC WANA, prepare presentations in PPT with up-to-date content, etc.

 

Administrative and Project management support

  • The first part of the year will see the launch of key new projects that will require support from the Trainee for set up; internal launch etc.
  • The Trainee will support grants management aspects of projects, as well as maintaining up to date administrative platforms.
  • The trainee will support the implementation of projects (link with consultants and between the teams, ad hoc operational support, when necessary, note taking…)
  • The trainee will make sure the team Sharepoint is up to date and well used across the team.

 

Tasks might evolve according to needs and projects.

 

 

Required Qualifications: (include years of experience)

  • A degree in social sciences, political science, international relations, development or a related field of study. A focus on migration is considered an advantage;
  • Excellent English and French written skills
  • Strong organizational and multi-tasking skills;
  • Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint);
  • Excellent attention to detail ;

 

Desirable:

  • Affinity with issues relating to migration (mixed), forced displacement and humanitarian/development work
  • Previous experience of working or interning with international or UN NGOs in the development or humanitarian aid sector, preferably in a project assistant or project management role;
  • Experience in data collection methods or database management;

Education:

Relevant degree from an internationally recognized university, or sufficient proven professional experience related to the sector.

Languages:

  • Fluency in English and French, both spoken and written preferably with academic or professional writing experience
