Job Summary
The Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria has approved Niger’s proposal under the New Financing Mechanism (NFM3) for the malaria component. CRS Niger is the Principal Recipient (PR) of this grant, which covers a period of 03 years (through December 2023).
Under the authority and direct supervision of the Project Director – Malaria Global Fund Project, the incumbent will be responsible for the management of medical products and equipment acquired within the framework of the project financed by the Global Fund and the coordination of all logistical activities concerning the inputs of the said project in accordance with the conditions of the Global Fund grant agreements for the financing of programs to fight AIDS, Tuberculosis and Malaria as well as the directives of the Ministry of Public Health of Niger. He/she will be primarily responsible for all operations related to the procurement, transportation, storage, set-up and distribution of medical and pharmaceutical products as well as the management of the logistic management information related
Roles and Key Responsibilities
More specifically, the incumbent will perform the following tasks.
- Provide support on the development and strengthening of recommended Health Supply Chain Management processes, models, standard operating procedures, frameworks and tools for the end-to-end planning and implementation of agile supply chain systems
- Ensure the physical and accounting management of medical and pharmaceutical products (mosquito nets, rapid screening tests, and anti-malarial drugs) according to Global Fund and WHO guidelines and national regulations.
- Supervise the implementation of the PSM plan and more specifically the storage and distribution macro-plans throughout the supply chain, and support all personnel involved in achieving performance objectives.
- Design a qualitative approach to product management and serve as the interface for product management policy for the coordination of collaborative relationships with partner structures (PNLP, DPHL, UGS, ONPPC and Sub-recipients);
- Serve as the focal point for the placement of orders and contracts for the purchase of products, as well as the follow-up of the effective execution of these, enter all orders in the WAMBO system and follow them up;
- Monitor international deliveries and organize quality and quantity checks upon delivery and unloading. Track international deliveries and organize quality and quantity checks on delivery and unloading at central warehouse receipts; and pre-shipment inspections on product deliveries to users;
- Manage talent effectively and supervise. Manage procurement team dynamics and staff well-being. Provide coaching and mentoring to the team. Develop strategic development plans and conduct performance reviews for direct reports;
- Support the High-performance implementers initiative in Global Fund grants. Contribute to capacity strengthening initiatives for partners through learning material review and training strategies.
Basic Qualifications
- Bachelor’s Degree in Supply Chain or other relevant degree required.
- Minimum of 5 years work experience in supply chain/logistics/procurement management with progressive responsibilities, preferably with relief supply chain management.
- Knowledge of and experience with various public donors’ regulations. Understanding of the Federal Acquisitions Regulations (FAR), WHO regulations and Generally Accepted Commodity Accountability Principles (GACAP)
- Knowledge of national and international import/export legislation and common customs regulations.
- Staff management experience and abilities that are conducive to a learning environment.
- Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems. Experience with ERP systems is a plus.
Preferred qualifications
- Advanced degree and experience in the management of pharmaceutical and/or medical products, particularly malaria control products; health systems/operations.
- Experience in cold chain management, international logistics and mass distribution, with experience in analyzing complex storage and transportation issues;
- Good knowledge on donors requirements, in particular the Global Fund and the functioning of state and public organizations in Africa;
- Experience with Global Fund Policies, Procedures and Processes.
- Experience with the implementation of Global Fund grants at national or international level,
- At least 3 years of international experience in the management of nets and/or drugs in French-speaking country in Africa or in the sub-region
- Ability to work in a team with a sense of rigor and analysis.
- Experience in mentoring, coaching, facilitation and training applying adult learning principles and practices.
- Experience on data collection tools and methodologies, data analysis, and data presentation
- Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
- Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.
Required Languages – French fluency required, English fluency a benefit
Travel – Must be willing and able to travel up to 20%.
