Principales Responsabilites
Participer dans la sensibilisation de la communauté au début du projet et au cours de la mise en œuvre selon les normes de travail et conformément à la proposition du projet et autres régulations existantes du gouvernement.
Assurer une sélection appropriée et précise des Bénéficiaires de la distribution des vivres conformément aux critères standards acceptés avec des erreurs d’inclusion et d’exclusion minimums ou nuls.
Assurer une inscription appropriée en utilisant la technologie de LMMS de tous les ménages bénéficiaires qui recevront des vivres.
Assurer que la documentation des transactions des vivres est tenue qualitativement, les requêtes des vivres sont faites à temps et soumettre régulièrement les rapports aux FAIRO ou tout superviseur qui vous le demandera.
Produire des plans mensuels précis de la distribution des vivres avec les listes des bénéficiaires qui doivent être utilisés pour recevoir la nourriture.
Suivre les activités de mobilisation et de distribution y compris la vérification des listes de bénéficiaires à tous les FDPs au cours ou après de la mise en œuvre du projet et s’assurer qu’ils sont à jour selon le nombre inscrit de participants.
Assurer une génération précise des listes finales de distribution de Cash/vivres en utilisant les LMMS produits en capturant des informations au niveau du site de distribution.
Suivre toutes les activités de réduction de risques de catastrophes telles que les formations et l’élaboration des plans de préparation de catastrophes de la communauté
Suivre les plaintes de la Communauté et assurer que l’agent du M&E (Suivi et Evaluation) est informé à temps.
Produire et Soumettre des rapports narratifs mensuels et des rapports de données en conformité avec le Manuel de Partenariat/FPMG de WV au superviseur hiérarchique et au temps recommande.
Former et organiser les comités de Gestion des Vivres/Cash et assurer une meilleur participation des comités lors de séances de distribution au FDP.

Qualifications : Education/Connaissance/Compétences Techniques et Expérience
- Qualification minimum requise:
- Diplôme minimum: Bac+2 en agronomie, elevage, en Economie, Finance de Comptabilité, Sciences Sociales.
- Expérience : avoir un minimum de deux ans d’expérience sur le terrain
- De préférence : Une expérience dans le travail humanitaire de préférence en distribution de nourriture et de cash. Un suivi et une évaluation précise et à temps des transactions de nourriture et de non nourriture.
Compétences techniques et habiletés :
- Etre capable de travailler en équipe
- Doit avoir un permis de conduire de motos
- Doit être disposé à travailler et vivre dans un environnement exigeant/comportant beaucoup de défis
- Une expérience acquise dans le travail avec les ONG et particulièrement avec World Vision serait un avantage.
- Etre familier avec les différents ministères au Mali et surtout avec le système de travail de la Sécurité Alimentaire.
- De grandes capacités d’écoute et la capacité à observer et analyser des situations complexes.
- Connaissance en informatique (MsWord, Ms Excel, etc…) serait un avantage supplémentaire
- Capacité à parler, lire et écrire le Français et l’Anglais

Un(e) Assistant(e) Audit
Placé sous la supervision du Responsable du Département Audit, vous aurez pour mission :
Assister le Responsable de l’Audit interne dans la réalisation du planning annuel d’audit des unités de l’IMF.
De manière plus spécifiques, vos responsabilités majeures seront de :
- Participer à l’audit des opérations avec la clientèle;

Purpose of the position
World Vision is the Principal Recipient (PR) for the Global Fund Malaria grant in Central African Republic (CAR), with a total budget of Euro 64,883,732 over 3 years including New Funding Mechanism (NFM)3 Malaria and Health Systems Strengthening (HSS) as well as COVID response. The grant is performance-based and the program is delivered through the CAR Ministry of Health (the SR) and other partners.
The Chief of Party (CoP) for the Global Fund (GF) Malaria program will be responsible for the overall leadership and oversight of the program. The CoP will have a keen understanding of the unique political dynamics and work carefully and collaboratively with The Global Fund, Country Coordinating Mechanism (CCM), Local Fund Agent (LFA), The National Malaria Control Sector, other key government institutions/agencies, the UN and non-governmental stakeholders, as well as ensuring effective coordination with the PR for HIV/TB grant.
The incumbent will have overall responsibility for ensuring that: (1) the program’s strategic objectives and targets are fully aligned with the highest technical quality standards for malaria control and case management and that the targets are met per the Performance Framework; (2) contractual obligations agreed to with the donor are met in a timely and cost-effective manner; (3) quality, timeliness, and efficiency of all products and activities generated under the grant; (4) sub-grants to the sub-recipients are well managed; (5) World Vision performs as an excellent Principal Recipient with other stakeholders in CAR and the donor; (6) the evidence of impact of the program on the health outcomes of children is tracked, documented and shared with relevant stakeholders; and (7) the Global Fund programs are appropriately integrated within the overall World Vision CAR’s Country Strategy and Program and
The incumbent will be based in the CAR capital city, Bangui, and will manage a team of 40 staff located throughout the country.
Program Technical Leadership and Oversight (40%).
- Provide overall management, strategic direction, and leadership to the malaria program to achieve expected program results within budget and timeframe.
- Ensure the program results are delivered, monitored and adjusted based on feedback and lessons learned.
- Provide ongoing guidance and technical oversight to members of the Program Management Team, sub-recipients, and other stakeholders to familiarize with the agreed program design and targets per the performance framework and plans.
- Build and strengthen their capacities while monitoring their performance on an ongoing basis.
- Ensure the World Vision International (WVI) CAR, GF Program grant making documentation package is developed to the highest quality. The GF Program is both disbursement ready and implementation ready by leading and coordinating the essential documentation package (including but not limited to Performance Framework; Detailed and Summary Budget; Health Product Management Template and Implementation Arrangement Map) is developed in timely manner and to the highest quality as per the Operational Policy Notes; that the Program’s strategic objectives, targets and budget are fully aligned with the highest technical quality standards for the program implementation.
- Lead team of 40 in ensuring proper coordination among sub-recipients, national level Technical Strategy Groups, and other key stakeholders.
- Lead risk management efforts including periodic risk assessments and management of related policies and protocols; make recommendations and supervise implementation of modifications and improvements.
Financial and Grant Management, Contractual Compliance (20%)
- Direct the timely development of the Global Fund grant program detailed budget and monitor its execution on an ongoing basis
- Ensure the compliance with WV’s contractual obligations is maintained over the entire period of the Program implementation. Ensure the GF’s and WVCAR financial policies and procedures are complied with by all implementing partners, including by SR’s.
- Ensure overall budget management oversight through control of expenditures, regular monitoring of the project burn rate and making necessary adjustments to keep the program on course.
- Confirm that program implementation follows WVI and Global Fund’s latest administrative, regulations, and operational procedures and policies.
- Oversee all procurement and supply chain management activities to make sure they are well coordinated with national partners and implemented systematically in compliance with WHO, The Global Fund, and national protocols and guidelines.
- Develop and submit in a timely manner quality and accurate Program Update/Disbursement Requests (PU/DR) to the Global Fund.
Representation and Networking (10%)
- Represent WV as Principal Recipient before The Global Fund, Country Coordinating Mechanism (CCM), Local Fund Agent, other key government, UN and non-governmental stakeholders.
- Represent the project at regional, national, and international forums, including technical conferences, policy briefings, as applicable
- Closely coordinate and collaborate with the Local Fund Agent (LFA), Country Coordinating Mechanism (CCM), the Global Fund Country Team, and implementing partners, as appropriate.
- Ensure positive and trustful relationships are built and maintained with all key stakeholders.
Reporting and Documentation (20%)
- Develop and review in a timely manner the annual, semi-annual, and quarterly work plans for Program implementation.
- Sustain regular, timely and quality reporting of grant implementation progress as per the grant Performance Framework and the Program Implementation Work Plan;
- Oversee that the program’s monitoring and evaluation system is developed and well aligned with the national M&E system, and ongoing data analysis is conducted to measure grant implementation performance.
- Ensure program-monitoring tools and systems are in place to support high quality implementation by partners.
- Ensure that lessons learnt and best practices are well documented and disseminated among stakeholders both in CAR and internationally
- Provide regular updates and recommendations related to Program implementation to the Country Director and WVI CAR Senior Leadership Team as appropriate.
- Ensure monitoring and evaluation data is shared and integrated with the overall WVCAR evidence and impact reporting framework
- As per the donor and the WVI CAR Country Director’s determination, any additional tasks are completed effectively and in a timely manner.
Coordination with relevant external stakeholders, WVI entities and WVCAR country portfolio (5%)
- Ensure high level of coordination and synergy with other Malaria programmes in CAR.
- Nurture relationships with the Global Fund to Fight AIDS, Tuberculosis and Malaria (The Global Fund), Country Coordinating Mechanism (CCM), Local Fund Agent (LFA), Ministry of Health (MoH), other related Government departments and stakeholders, including partner organizations.
- Participate in and represent World Vision at relevant country strategic forums and activities
- Establish and maintain effective working relationships and communication with various departments of the WVI CAR Country Office, WVI Regional Office, WV Support Offices, as well as the WV Global Center.
- Ensure staff deployed in the field are properly integrated with existing WVCAR programme structures
- Coordinate with Deputies for implementation and quality to ensure the program is well linked and contributing to the overall country program
Human Resources Management and Development (5%)
- Ensure a high performing and motivated Program Management Team is sustained with clear objectives, implementation strategies, and Key Performance Indicators (KPIs).
- Meet staff support and professional development needs for improved staff performance.
- Conducted periodic individual and team performance reviews to ensure they meet WVI’s standards, policies and procedures, and technical quality implementation while meeting World Vision contractual obligations.
- In collaboration with Human Resources, WVI CAR, and WV Support Offices, ensure optimum quality service delivery through recruitment of competent staff for the Program Management Team.
- Lead and mentor staff to ensure high level of motivation, commitment, capacity, and teamwork are in place.
- Lead the Program Implementation Team in fulfilling WVI’s core policies including Child Protection, safeguarding, gender equality, as well as health and safety.
- Supervise team and provide necessary guidance to ensure that program targets are met.
Qualifications: Education/Knowledge/Technical Skills and Experience
- A minimum of a Master’s degree in Public Health and/or a Degree in Medicine, and/or project management or a post-graduate degree in a similar related field.
- At least 10 years’ experience in the management of or in the administration of complex health projects (Global Fund experience preferred) at the national level; minimum eight years in a management position, supervising senior staff, in an international or multicultural environment at the national level.
- At least 10 years’ experience in managing a malaria project /program at the national or international level. Hands on experience and thorough knowledge of implementing LLINs distribution (both through mass campaign and continuous distribution) is required.
- Familiarity with Global Fund programs, their history and development; mastery of Global Fund regulations governing such programs is an asset.
- Knowledge of development issues, especially related to the health sector, trends, challenges, and opportunities and implications to community development. Proven ability in the management of large integrated grant-funded projects in developing countries.
- Demonstrated ability in child wellbeing development and Child Protection.
- Good knowledge of disaster management, emergency preparedness, monitoring and evaluation, sphere standards are added advantage.
- Ability to work in cross-cultural and diversity context.
- In-depth technical knowledge of malaria transmission, prevention and treatment, and strategies for prevention and case management in malaria. Knowledge of integrated community case management and community systems strengthening would be an added advantage
- Demonstrated experience in and knowledge of financial management
- Demonstrated experience as development professional in planning, implementing, monitoring and evaluating programs and managing pool of technical support.
- Knowledge of gender, and human rights issues in health programming.
