Winrock International is recruiting applicants for the position of a Deputy Chief of Party (DCOP) for the anticipated U.S. Agency for International Development (USAID) “Niger Basic Education Activity”. The project will target out-of-school adolescents and youth, particularly girls and those affected by conflict and crisis, who do not have access to safe, equitable and contextually relevant learning opportunities needed to strengthen their resilience and contribute to their communities. The purpose of the activity is to increase primary education completion, particularly for displaced and host community learners marginalized due to conflict and crisis conditions, with improved foundational skills and wellbeing, even in the face of shocks and stressors. The position is contingent upon receipt of donor funding.
The Deputy Chief of Party (DCOP) will assist and support the Chief of Party (COP) in management of the project, oversee and provide technical expertise in project planning and implementation; and handle administrative and supervisory responsibilities as specified by the COP. The DCOP will supervise selected personnel in the project. The Deputy Chief of Party (DCOP/O) will be responsible for the operations of the program leading administration, compliance and field offices implementation.
RESPONSIBILITIES :
Essential responsibilities include but are not limited to:
- Collaborates with the COP to provide leadership to the development and maintenance of a comprehensive needs-based strategy for programming in Niger and/or provincial-offices.
- Manages, implements, and monitors systems, services, staff, and budgets to achieve financial, administrative, and programmatic goals.
- Provides timely and accurate financial and programmatic reports to organizational management and donors as required.
- Prepares and monitors approved budgets for the project.
- Collaborates with Operations and cross functional groups on matters concerning staff development that leverages international staff to mentor local staff, to maintain project accountability and scale in the short term and fast track capacity building for the long term.
- Provide operations and administration leadership of project implementation and compliance, and capacity strengthening
- Support Chief of Party on operations and compliance needs and identify, manage and resolve risks.
- Ensure compliance with USAID and Winrock rules and regulations and systems.
- Develop, monitor, update program standard operating procedures which include human resources, operations, procurement, security and administration.
- Oversee project financials, financial reporting, and forecasting.
- Work with COP on annual workplan budgets and forecasting and monitoring annual spending to ensure compliance.
- Lead program contracting and procurement processes and approvals and work with the home office program team to ensure compliance.
- Contribute to knowledge management and sharing activities within the activity, with USAID, other implementing partners, and the government.
- Ensure that grants are supporting project goals.

Qualifications and Background :
Education :
- Bachelor’s degree in public administration, economics, finance, international development, business administration or related field.
Experience:
- Minimum 7 years of professional experience managing and implementing large scale donor funded international development projects, preferably with USAID funded projects in Vietnam or Southeast Asia.
- Minimum 5 years of professional experience in project management and administration with emphasis on budgeting, financial reporting, compliance monitoring on large multimillion dollar USAID or donor funded projects.
- Experience managing administration and operations teams for international donors; including training, capacity building, mentorship, and day-to-day management.
- Experience collaborating with vendors, partners, Government of Niger.
- Experience working in education, youth, health or human rights.
- Experience managing large scale projects including program operations units (Human Resources, Information Technology, Finance, Procurement, etc.).
Skills/Knowledge :
- Strong team management skills is preferred.
- Written and spoken fluency in English, and French proficiency.
Other :
- Ability to travel throughout Niger (in compliance with Covid-19 and safety and security restrictions).
