POSITION SUMMARY:

Winrock International is seeking a Finance and Administration Manager (FM/A) for the Department of State -funded US-Cote d’Ivoire Child Protection Compact (CPC) Project. The purpose of this CPC Partnership is to advance and strengthen the efforts of the Government of the Republic of Cote d’ Ivoire and civil society organizations in Cote d’Ivoire to combat child trafficking in a victim-centered, coordinated, sustainable, and multi-sectoral approach to support an effective system of justice, prevention, and protection. This includes the implementation of a victim -centered prevention strategy that addresses targeted risk factors, promotes high-quality comprehensive victim protection, and investigates, prosecutes, and convicts perpetrators of child trafficking.

This position is contingent on receipt of donor funding.

The FM/A position has the overall responsibility to establish, implement, and manage proper accounting policies and procedures in ensuring that the activity is within budget.

Qualified Ivorian nationals are strongly encouraged to apply, especially those residing in Cote d’Ivoire.

POSITION RESPONSIBILITIES:

  • Oversee the project’s portfolio and processes for administrative and financial management, human resources, and procurement
  • Develop and administer project budget with the team while closely monitoring budget pipeline
  • Provide timely and accurate financial reporting processes to and in accordance with Department of State and Winrock Rules and Regulations
  • Manage internal and external project finance audits and conduct due diligence to ensure that USG funds are not diverted from their development purpose
  • Track and analyze all costs incurred and oversee preparation and timely submission of monthly financial statements and reports
  • Stay abreast with donor policies, procedures, rules, and regulations; compile and update applicable local policies; and train the project staff in these policies
  • Ensure that all project financial management, procurement, and human resource practices are following Winrock’s policies and U.S. government regulations
  • Ensure that expenditures are within budgets and in compliance with commitments made in grants and work plans
  • Maintain financial controls and procedures for the management of funds and sub awards/contracts
  • Prepare information as needed to provide the Project Director with a financial overview to support effective decision-making
  • Coordinate and oversee program tendering and procurement activities in country
  • Develop and implement office administrative and personnel systems
  • Oversee and lead all administrative, logistical, and financial management and operations for project
  • Liaise with project staff to ensure that smooth financial processes are upheld
  • Develop and monitor systems to mitigate risk, fraud, and waste
  • Develop capacity of implementing partners to apply appropriate Finance and Administrative practices within their organization
  • Other duties as assigned

POSITION QUALIFICATIONS:

Education: Certified Public Accountant or equivalent certificate required

Work Experience:

  • Minimum of eight years of experience the financial and operations processes of donor funded projects, with progressively increasing levels of responsibilities
  • Experience in the application of a competitive procurement processes, especially regarding consultants and service providers
  • Experience building the capacity of staff in a broad range of areas related to finance and operations
  • International donor experience is required, including experience with US Government-funded projects
  • Experience in Cote d’Ivoire is highly desired

Skills/Knowledge:

  • Demonstrated capacity to implement and enforce US Government procedures, rules, and regulations
  • Strong skills in financial management 
  • Strong analytical and computer skills, especially with accounting software, spreadsheets, and financial analysis
  • Knowledge of US Government rules and regulations required 
  • Ability to work independently and manage a high-volume workflow
  • Computer literate in word processing, spreadsheet, and presentation software (Microsoft)
  • Fluency in French and a good command of English is required.
