Focus of the Role
The Government of the Democratic Republic of Congo (DRC), through the President and the Ministry of Agriculture, has embarked on an ambitious accelerated agriculture and food systems transformation program. The aim is to promote sustainable industrialisation from agricultural production and value chain development.
The National Strategy and Development Plan, which lays the foundation of the DRC’s economic development on a gradual industrialization plan, also includes the development of agro-industrial parks in various production basins, with a focus on supply chain development, value addition and job creation.
To help accelerate the delivery of this agenda, TBI is recruiting an Agribusiness Advisor to work closely with relevant government institutions and development partners.
Key Responsibilities
The key responsibilities are as follows:
1. Strategic support to the national agriculture agenda
- Conduct bespoke strategic analysis to support the implementation of the national agriculture and food systems transformation agenda.
- Facilitate knowledge sharing and outreach activities to identify relevant good practices and encourage greater cross-country collaboration.
- Support efforts to improve the policy framework, enabling environment and business ecosystem in transformative value chains with potential to contribute to economic growth.
- Facilitate the development and implementation of delivery systems and tools to ensure effective planning and implementation of adequate resources and measures.
2. Value chain development and commercialisation
- Assist in analysing and prioritizing value chains with the potential to reduce dependence on imports of agriculture-based products and improve the country’s export potential.
- Support efforts to address key challenges to attract investment, improve access to markets for DRC agriculture produce, and strengthen local agribusiness SMEs in priority value chains.
- Assist efforts to attract world-class investors and operators by developing compelling business cases for bankable projects opportunities.
3. Support the development of flagship agro-industrial parks
- Develop concepts and action plans for commercialisation in selected agro-industrial parks and support the development of export promotion strategies.
- Facilitate stakeholder outreach and engagement, including relevant government officials, financial intermediaries, public-private collaboration platform, and agribusiness entities.
- Support the development and implementation of suitable operating models for selected parks that are based on securing and enhancing small-scale production.
4. Other areas
- Explore opportunities for technology and innovation to accelerate productivity and commercialisation in the DRC’s agriculture sector.
- Identity new opportunities and strategic partnerships for TBI to promote sustainable agriculture development and environmental protection in the DRC.
- Contribute to other TBI activities and support overall project performance and reporting.
Person Specification
We are looking for an outstanding individual with a proven track record of delivery in the public or private sectors. The successful candidate will thrive in an environment where the importance of personal initiative coupled with teamwork is critical. Above all s/he will build effective relationships, win trust, and help shape and influence change in Government.
- At least 7-10 years of relevant experience working on government delivery applied to economic development, agriculture transformation, or investment promotion in emerging markets, especially in Africa or similar contexts.
- Relevant experience in market systems development, public-private collaboration, export development, value chain development, or investment promotion related to agriculture.
- Proven capacity to build and manage effective relationships at senior levels, including the ability to navigate and build trust a complex political environment.
- Experience of identifying and resolving project implementation bottlenecks with demonstrable capacity for follow through and delivering of results.
- An ability to work independently, think strategically and translate objectives into realistic delivery plans, with emphasis on attention to details.
- Excellent analytical, organizational, communication and management skills.
- Excellent inter-personal skills and ability to work in a multi-disciplinary and diverse team.
- Self-starter, motivated and proactive with solutions.
- English and French language written and verbal proficiency.
Above all, we are looking for individuals with high levels of enthusiasm, resilience, and a can-do attitude. Experience of living and working in developing countries is desirable but not essential.
