Cross-Country Project Manager (CCPM)

Role Purpose The Cross_Country Project Manager will establish and maintain coherent project management standards and processes across the six countries (Benin, Burkina-Faso, Guinea, Guinea Bisseau, Serra Leonne and Togo) and the regional level, drawing on the collective experience, capacity, tools and methodologies of the consortium members. He/She will lead in supporting country teams to resolve any issues arising in coordination and implementation of the project, working with all available resources and teams to find solutions.
Key Results and Typical Responsibilities

 

  • Set up, manage and facilitate key project governance mechanisms, such as the Cross-Country Coordination Unit (CCCU) and the Project Steering Committee (PSC) as well as various project management and technical committees
  • Set up and manage effective communication channels, both internal and external, including the CCCU and PSC and the Plan International Regional Hub for West and Central Africa.
  • Finalize and implement the project Communications and Visibility Plan (CVP)
  • Develop and continuously manage risks and problems registers for the project, in coordination with the CCCU and PSC
  • Lead and facilitate cross-country learning around project planning, implementation and monitoring
  • Support the Cross-Country Monitoring & Evaluation Coordinator in developing and maintaining a coherent M&E system across the six countries, that includes guidance, training and support provided to country teams on M&E systems and data management
  • Support the Cross -Country Finance Manager in developing and maintaining consistent financial management and reporting standards and processes for country teams to implement and adhere to.
  • Analyse and feedback on quarterly and annual country level reports (narrative, logframe and financial), and consolidate into global reports.
  • Perform regular visits to project implementation areas to support country teams
  • Support country teams as well as the regional level partner in regularly revising project progress and in making appropriate, feasible and acceptable adjustments to project activities in response to an analysis of monitoring and reporting data, assessments and lessons learnt, within the possibilities of contractual compliance requirements
  • Oversee successful project close out, including disposal of assets and equipment, financial reconciliations, and sustainability and continuity planning for services and program activities.

Knowledge & Experience

 

  •  Master level II degree in social sciences, child development, social work or other related sectors
  • Ten (10) years minimum experience in Program/Project management
  • Experience managing complex, large project budgets (> €10mil)
  • Experience managing complex, multi-country and/or multi-agency programs or projects
  • Experience managing complex relationships with senior management and technical staff of INGOs
  • Basic understanding of best practice and standards in programming and advocacy on Comprehensive Sexuality Education and Adolescent and Gender Responsive SRH services
  • Good understanding of gender-transformative programming and feminist leadership
  • Experience in setting up and implementing M&E systems and processes for large projects, including results-based management, baseline, mid-term and end line assessments
  • Experience in at least some of the intervention countries would be an asset.

Skills & Behaviour

  • Fluency in English & French is essential, Portuguese language skills an asset
  • Skills in participatory assessment, particularly with children; Skills in managing qualitative and quantitative data collections
  • Skills for data base management (design, entry, analysis)
  • Strong analytical skills ; Good presentation and solid writing skills (report writing, concept paper writing etc.)
  • Ability to work effectively both independently and as a part of a team
  • Computer proficiency (MS Word, Excel, PowerPoint, SPSS and other statistical analysis software, data base software) and excellent mastery of remote collaboration tools (MS Teams, sharepoint etc.)
  • Works with trustworthiness and integrity and lives Plan International’s values in the daily work
  • Demonstrates honesty and transparency in holding self and others to account to deliver on agreed goals and Plan’s standards of behavior
  • Able to operate effectively under extreme circumstances including stress, high security risks and harsh living conditions. Has a capacity to make accurate self-assessment particularly in high stress and high security contexts.
  • Demonstrates (self-)awareness and sensitivity to gender and diversity as well as clear respect to all and especially children and women without discrimination
  • Demonstrates inter-cultural competence and the ability to live and work in diverse cultural contexts in a culturally appropriate manner.
