The Norwegian Refugee Council (NRC) is an international non-governmental organisation of Norwegian origin, present in more than 25 countries worldwide. NRC has been working in the Democratic Republic of Congo since 2001. Its programmes focus on the sectors of Education, Rapid Response to Population Movements (RRMP), Protection and Humanitarian Mediation, Shelter, EHA (Shelter/Wash), and Information, Counselling, and Legal Assistance (ICLA) in favour of populations forced to move. Role and responsibilities
The purpose of the Support Manager is to coordinate the support functions at Area Office level and off-load the Area Manager on support duties.
- Line management for support staff such as Finance, HR & Admin and Logistics and fleet /ICT
- Member of the Area Management Group
- Ensure compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
- Provide input on operational support to the Area Plan of Action, and to coordinate and align operational support with programme plans at Area level
- Responsible for ensuring quality support to project implementation
- Facilitate Area Support Budget – Master Budget, area level budgets, including support cost
- Responsible for developing regular reports on Area level to Country Office and AM
- Responsible for implementation of new country specific technical SOPs, guidelines, and tools in Area (HR, Logistic/ICT and Finance)
- Facilitate trainings for programme staff on finance, logistics and HR procedures
- Responsible for technical capacity building of support staff (HR, Logistic/ICT and Finance)
Specific responsibilities
- Work closely with the Area Manager (AM) and Area Programme Manager (APM) to ensure:
- Project procurement plans are accurate and developed before or at the start of the project and are consolidated at the area level from strategic planning on procurement.
- Spending plans are accurate and in the system.
- Budget monitoring is based on accurate financial information, including commitments.
- Budgets are spent out on time, on budget, and with quality.
- Budget versus Actual meetings are held each month and comments for over or underspends documented per project and reported to Country Office management
- Working closely with the Health, Safety and Security Officer (HSS O) and programme staff, ensure plans for transport, storage and distribution of items take into account risks
- Ensure the master budget for the support teams, bases, and fleet, is up to date and accurate.
- Ensure a watching overview of local market analysis within the area
- Working with Logistics Manager at CO level, establish or reinforce framework agreements for supplies and services within the Area to cover operational and programmatic needs.
- Ensure respect for SOPs and NRC values in all process : recruitment, staff care, supply, and payment
- Ensure Financial, Fleet and Warehouses report within deadline (monthly and annual)
- Develop local strategies for logistics and fleet to help easy operation within the area
- Oversee and follow-up recruitments reducing vacancies
- Manage needs in terms of trainees and daily workers for support components or department
- Run, analyse and share BvA with accurate figures including commitments and expenditures
- Ensure NRC representation in Logistics Cluster
- Ensure compliance in all process: Human resources, Logistics and Financial
- Ensure duty of care in facilities and vehicles according to the SOPs,
- Provide positive leadership to and promote high performance within support teams
- Deputise for the Area Manager as required.
What we look for
- Experience from working in management of operations, including in Finance, Logistics or Field Coordination in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Self-awareness: Willingness to change working hours and practices as necessary in keeping with the local security situation
- Fluency in English and French, both written and verbal
- Commitment to NRCs values, and willingness to abide by NRC’s rules and procedures
- Prior experience in Eastern DRC strongly preferred, or elsewhere in Central Africa an advantage.
- Prior experience with NRC preferredSwahili language skills a major advantage
