Since 2018, CHAI has been working closely with Mali’s Ministry of Health and Social Development on the design, budgeting, and implementation of health system strengthening projects funded by GAVI and the Global Fund, particularly on the renovation, accreditation, and governance components of Community Health Centers (CSCom).

Context

In Mali, community health centres (CSCom) form the main front line of the health system and are the first point of contact for most patients seeking care. Despite this, the quality of care offered in many of these health facilities is deficient.

Good governance practices coupled with good management of community health facilities are essential to providing quality care. However, many Community Health Associations (ASACO) are not fulfilling their basic functions: only 35% of ASACO meet the recommended female involvement in the board of directors, and 84% of ASACO are considered “non-functional” as they do not hold regular board meetings. Many of the actors responsible for the governance of the CSCOM have little or no specialized training and do not have the tools to do their work effectively and transparently. On the other hand, some of the ASACO have found innovative ways to engage the community and invest in the quality of care provided, and these ideas should serve as inspiration and be scaled up.

About the position

 

CHAI is seeking a Team Lead to lead a project to improve quality primary health care in Mali, specifically targeting the strengthening of the management and governance of ASACO and CSCOM.

The Team Lead will work closely with key decision makers in the Ministry of Health and Social Development, as well as its partners, to develop a rigorous in-depth analysis plan to identify bottlenecks and a process for accompanying targeted activities to address them. The objective is to have a tangible impact on the management and governance of health facilities at the community level and to generate knowledge.

The successful candidate will be supervised by the CHAI Country Manager for Mali and will work closely with the Global Fund/GAVI Health System Strengthening Implementation Unit (UMRSS) and other CHAI colleagues and teams in Mali and internationally. As CHAI’s programs are relatively new in Mali, the Team Lead will need to be entrepreneurial, comfortable operating in an environment where everything is not defined and will play a key role in the development of future projects around health system strengthening.

CHAI is seeking a Team Lead with experience in public health in Africa/Mali, as well as management experience and strong analytical skills to provide quality technical support to the Ministry of Health and Social Development. The Team Lead will be based in Bamako and will interact with key government actors, donors, and the rest of the local and international community in Mali. This person must therefore be fluent in French and have excellent communication and interpersonal skills with senior ministry and government actors. This person must be able to work independently with minimal supervision and have a strong commitment to excellence with a keen eye for detail.

Expériences / Formation

  • A Master’s degree with at least 5-7 years of experience in a demanding environment, ideally in public health, including strategy consulting or management of complex technical projects, with increasing levels of responsibility and leadership.
    • Experience in training/research/capacity building, particularly focused on action research and development of pedagogical training modules or quality improvement is an asset.
  • Excellent organizational and management skills, including time management and project management. Ability to multi-task and prioritize and manage projects under pressure.
  • Strong quantitative analytical skills and the ability to analyze systems holistically.
  • Strong presentation and writing skills, including proficiency in MS Excel, Power Point and Word.
  • Previous experience in public health in Sub-Saharan Africa. Experience in primary and community health is preferred.
  • Excellent relationship management skills, including experience in developing and managing government relationships.
  • Self-starter with proven experience in launching new projects or initiatives and a strong analytical mind.
  • Strong ability to build consensus among diverse multi-stakeholder groups and ability to work in a multi-cultural environment.
  • A strong work ethic, humility, integrity.
  • A strong command of French (written and oral) and a minimum level of intermediate English. Knowledge of Bambara or other local languages is an advantage.
  • Ability and willingness to travel domestically.
