Position Summary & Job Purpose:  
Tetra Tech ES, Inc., a subsidiary of Tetra Tech (Nasdaq: TTEK) is dedicated to improving the energy sector of developing economies. We are recruiting for a Technical Advisor to be based in Senegal to support the implementation of the USAID-administered Scaling Up Renewable Energy II (SURE II) from November 2021 to October 2024. The Country Coordinator must have the ability to legally work in Senegal. The position is full-time, and hiring is contingent upon USAID approval. Tetra Tech values a diverse workplace and strives to achieve gender equality. Qualified women and men are strongly encouraged to apply.

Position Responsibilities:

  • Support SURE II interventions related to technical assistance, investment facilitation, enabling environments, gender, and environmental sustainability for Senegal-based innovators/grantees
  • Advises Senegal and US-based SURE II and USAID staff on relevant aspects of relationship management and technical activity.
  • Support grantmaking process including reviewing applications, coordinating document collection from prospective grantees, drafting portfolio overview documents
  • Identify needs for delivery of technical assistance interventions to grantees; support the development of relevant scopes of work, work plans, associated performance indicators, request for proposals/quotations; and assist with the source of technical assistance service providers
  • Deliver technical assistance both in person and remotely to selected grantees
  • Assist with grantee onboarding, including drafting or completing pre-award checklists and other documents for USAID’s review and approval
  • Provide insight into local value chains, policy and regulatory environments, and other Senegal-specific frameworks relevant to SURE II nexus technologies
  • Provide updates on grantee project progress and assistance provision
  • Support the collection and review of performance-based milestones
  • Support the development of knowledge products, collection of performance indicators and preparation of communication pieces
  • Perform other duties as assigned

Essential KSA’s Required (experience, skills, education, certification, etc.):

  • Master’s degree in international development, management, business administration, finance, natural resources, renewable energy, or related field
  • 5+ years in advising small and medium enterprises in business development and operations in Senegal
  • Experience in developing relationships between companies, donors, financial institutions, and organizations in the energy, water or agriculture sectors in rural Senegal
  • Ability to work independently and with multiple team members
  • Strong oral and written communications skills to be able to build relationships with the  innovators/grantees
  • Fluency in English and French (reading, writing and presentation skills)
  • Prior working experience in Senegal

Valued but not required KSA’s:

  • Technology development or start-up experience directed at low-income or Base of the Pyramid customers
  • Familiarity with the impact investing industry
  • Understanding of enabling environment activities for a conducive private sector-driven ecosystem
  • Business acceleration experience
