Tetra Tech International Development Services is currently accepting expressions of interest from qualified candidates for a Director of Administration and Finance on a USAID-funded activity in Senegal.
The purpose of this activity is to increase sustainable access to improved sanitation and water services while increasing consumer demand for sanitation and water services, building on experience from USAID’s 2016-2022 Assainissement, Changement de Comportement et Eau pour le Senegal (ACCES) activity.
The Director of Administration and Finance (DAF) will have the primary responsibility of ensuring the timely provision and delivery of all required project financial, administrative, compliance, and procurement support to Tetra Tech in the execution of the activity.
Responsibilities
- Administer and manage personnel according to the Personnel Policies and Procedures handbook and local labor law. .
- Ensure compliance of project operations with USAID, Government of Senegal, and Tetra Tech Home Office administrative policies and guidelines.
- Ensure full compliance in maintaining the legal status of registration in-country at all times during the life of the project.
- Manage all aspects of the project financial accounting system, including performing sound accounting and financial control, managing cash flow, tracking expenditures relevant to operating budget, and preparing and reconciling monthly financial reports.
- Manage the preparation and submission of the monthly expenditure reports.
- Prepare financial reports of local expenses by category (labor, transportation, equipment, supplies, etc.) as requested.
- Perform other accounting, financial management and administrative tasks consistent with the overall scope of this position assigned from time to time by the Tetra Tech Home Office.
Qualifications
- Possess a bachelor’s degree in Business Administration, Finance, Accounting, or other relevant field; Master’s degree, preferred.
- Must have at least 10 years of relevant professional experience and demonstrated experience working on USAID or donor-funded projects with increasing responsibility.
- Advanced proficiency in accounting software such as QuickBooks.
- Must be computer literate in Microsoft Office applications such as Excel, Word, and PowerPoint.
- Fluency in written and spoken French and proficiency in English is required.
- Experience working in Senegal ideally.

Poste 2 : Chef de parti adjoint

The purpose of this activity is to to increase sustainable access to improved sanitation and water services while increasing consumer demand for sanitation and water services, building on experience from USAID’s 2016-2022 Assainissement, Changement de Comportement et Eau pour le Senegal (ACCES) activity.
The Deputy Chief of Party (DCOP) will report to the Chief of Party (COP) and provide technical leadership and activity oversight across several areas of anticipated focus for the project. Tetra Tech seeks candidates with expertise in the areas of USAID management, water service delivery, sanitation, fecal sludge management (FSM), engineering, and institutional strengthening.
Responsibilities
- Supervise project startup and closeout activities, working with the COP and home office team.
- Work closely with technical and administrative staff, in coordination with the COP, to ensure the integration of all technical areas as well as strong collaboration with donors and local counterparts.
- Provide technical assistance to the project in one or more specific technical areas, in accordance with the contract statement of work and approved work plan.
- Communicate/work with key stakeholders at regional, national and municipal levels.
- Provide quality control of products prepared by the team and provide technical guidance to partners.
- Assist the COP with the preparation of work plans that define the activities to be carried out under the project, of progress reports that update the client on project implementation, and of all other major project deliverables defined in the contract.

Qualifications
- Master’s Degree in in engineering, WASH, or a related field.
- At least 10 years of technical experience in water or sanitation service delivery, water or sanitation service chain development, fecal sludge management, training and capacity building, community engagement, or pro-poor approaches to WASH access .
- A demonstrated track record of progressively responsible experience providing leadership to donor projects with similar complexity; USAID project experience preferred. At least five years must be in a management position.
- Proven leadership, organizational and writing skills.
- Must be computer literate (in Microsoft Office applications such as Excel, Word, PowerPoint, etc).
- Demonstrated experience overseeing teams across multiple geographies, ensuring appropriately tailored and synchronized activities.
- Knowledge of West Africa WASH sector. Experience in Senegal preferred.
- Professional Fluency in French and English is required.

The purpose of this activity is to to increase sustainable access to improved sanitation and water services while increasing consumer demand for sanitation and water services, building on experience from USAID’s 2016-2022 Assainissement, Changement de Comportement et Eau pour le Senegal (ACCES) activity.
Responsibilities: Technical Advisors will provide technical leadership and activity oversight across several areas of anticipated focus for the project. Tetra Tech seeks candidates with the following expertise:
Fecal Sludge Management/Sanitation: Proven experience advising or managing activities related to the development of fecal sludge management and sanitation solutions in urban, peri-urban, and/or rural settings at both the household and municipal level. Prior experience with market-based sanitation and/or community-led total sanitation preferred.
Drinking Water Service Delivery: Demonstrated experience working with public and/or private drinking water service providers to develop strong management systems, tariff setting and collection, operations and maintenance of small- and medium-sized water systems, non-revenue water, etc.
Hygiene: Demonstrated skills or experience working with households, community organizations, and government officials on hygiene promotion, behavior change, and awareness campaigns.
Civil Engineering (Water Resources): Technical experience with drinking water infrastructure design, operation and maintenance for drinking water systems, and construction management.
Private Sector Development Specialists: Technical experience supporting entrepreneurs, small businesses, and other private sector enterprises with business development planning, product development and marketing, customer engagement, and accessing finance and credit. Experience working with women and youth-led enterprises and/or WASH enterprises preferred.
WASH Governance: Track record of leading or delivering technical assistance to national and local public sector institutions to strengthen WASH planning, financing implementation, and oversight.
Gender, Youth, and Social Inclusion (GYSI): Experience leading a program-level GYSI approach, developing innovative approaches to gender integration and gender equality in WASH decision-making, and providing training and capacity building to public and private-sector entities.

The MEL Manager will report to the Chief of Party (COP) and provide leadership and monitoring and evaluation oversight across activities. Tetra Tech seeks candidates with expertise in the areas of monitoring and evaluation, learning and knowledge management, and water, sanitation and hygiene (WASH).
Responsibilities
Collaborate with the Chief of Party, the Deputy Chief of Party and technical team members on annual planning, definition of outputs, outcomes and results and coordinate the preparation of quarterly and annual reports, as well as other deliverables involving WASH sector-related data and indicators;
Ensure compliance with Monitoring, Evaluation, and Learning Plan (MELP) and rigorous review and update the MELP each year;
Ensure data quality, rigor and relevance for all approved indicators and preparation/validation of detailed indicator reference sheets;
Support formulation and implementation of project-level collaboration, learning and adaption efforts;
Collaborate with the Chief of Party, Deputy Chief of Party and technical team members in the design of evidence-based research and data collection activities focused on water and sanitation service delivery;
Engage professionally with relevant government, academic, and policy-oriented organizations in support of evidence-based research and data collection concerning water and sanitation service delivery;
Support creative and high-quality project communications;
Support staff, partners, and grantees in collecting reporting, and verifying that data and indicators meet Tetra Tech and USAID quality standards.
Qualifications
- Bachelor’s Degree in related field, Master’s Degree highly preferred;
- At least 5 years of demonstrated leadership of MEL tasks and teams. Familiarity with academic research methodologies and data collection, as well as theory of change;
- Demonstrated ability to make recommendations and provide guidance to senior management through holistic analysis;
- Experience with organization development, performance management strongly preferred;
- Experience in MEL with donor funded projects; USAID funded project preferred;
- Demonstrated ability to generate creative and impactful data displays preferred;
- French and English language fluency (oral and written) is required;
