Description de l'emploi

SoCha, with sub-contractor Management Systems International, is the USAID/Sahel Regional Office (SRO) Implementing Partner for the Monitoring, Reporting, Capacity Strengthening Contract (MRCS). MRCS assists USAID’s staff, partners, and stakeholders to enhance monitoring and visibility of its programming in the Sahel region and to apply knowledge gained from evidence and analysis to improve development outcomes and ensure accountability for the resources used to achieve them.

 

Scope of Work

MRCS seeks short-term consultants to serve as enumerators for data collection during its field work for evaluations, studies, and third party monitoring (TPM). We are seeking enumerators based in each region of Niger; and who understand the respective regional language(s). They will be contracted on an as-needed basis depending on the scope and location of our respective activities. Field work for each activity is expected to take place over one to three weeks, and will cover subject matter including, but not limited to: livelihood/food security; health/nutrition; water and sanitation (WASH); and governance.

 

Roles and Responsibilities

The enumerators will support the team leader in undertaking the following tasks:

  • Support data collection planning, coordination, and logistics.
  • Review, translate and pilot tools, both quantitative and qualitative.
  • Gather and accurately record responses on qualitative and quantitative questionnaires.
  • Submit complete and accurate questionnaires, in format determined by the Team Leader.
  • Follow all ethics requirements for collecting data on human subjects.
  • Recognize and give account of problems in obtaining data and provide useful feedback.
  • Provide daily briefings to the team leader and other relevant staff, and support development of weekly reports.
  • For TPM, collect data on a tablet and upload it to the secure MRCS server daily.
  • Participate in regular check-in calls and debriefs with the MRCS staff.

 

Required Skills

  • Minimum of undergraduate degree in health, social sciences, or related fields from a recognized university.
  • At least two years of experience in undertaking qualitative and quantitative data collection.
  • Experience working with USAID projects preferred.
  • Strong French communication skills both written and verbal required; local languages beneficial.

 

Deliverables

The following deliverables will be required:

  • Feedback on data collection tool(s) and pilot.
  • Qualitative and quantitative datasets.
  • Daily briefing notes and transcripts.
  • Other items as required by the team leader.
  • For TPM, photos and direct observation of site visits.

 

Locations (multiple)

Niger Regions : Agadez ; Diffa ; Dosso ; Maradi ; Niamey ; Tahoua ; Tillabéry ; Zinder.

LOE or Contract Length

Contracts and LOE will be issued based on requests for MRCS services. Contracts will generally be for one to three weeks, with LOE between 7 to 21 days.
