Objet du Rôle
Le responsable de la communication et des médias dirige la conception et la mise en œuvre de la stratégie des médias et des communications, en mettant l’accent sur la qualité et la fréquence des produits de communication internes et externes et de l’engagement des médias. Il / elle entreprendra, coordonnera et gérera la conception et la mise en œuvre des activités de communication médiatique, interne et externe de SCI RD Congo, y compris, mais sans s’y limiter, la production de bulletins d’information et de produits de communication autour des priorités de la campagne et du plaidoyer. Qualifications et Expériences
Essentielles
- Master ou Bachelor en communication, médias, communication de masse ou journalisme ;
- Minimum de 5 ans d’expérience de travail en gestion des communications ;
- Expérience de la direction d’activités de communication dans un environnement difficile ;
- Excellentes compétences en rédaction et en narration, capacité à synthétiser de grandes quantités d’informations complexes en contenu convivial pour plusieurs plates-formes, capacité à écrire pour différents publics ;
- Expérience antérieure de la rédaction de contenu pour et de l’utilisation de systèmes de gestion de contenu;

POSTE 2 : Advocacy Communications Campaigns and Media Director – (2300011Q)
The role
The Director of Advocacy, Campaigns, Communications and Media is a key role in the DRC CO, bringing strategic leadership on policy, advocacy and communications and raising the profile of the issues facing children in the DRC, and of Save the Children’s work in the country. S/he is a member of the Senior Management Team and will drive advocacy and communications to advance Save the Children’s policy positions and influence decision-makers, both at national level and internationally. In so doing, the Director of ACCM will shape and implement Save the Children’s efforts to influence and bring about change in the awareness, attitudes, behaviors and policies related to the rights of children in DRC.
Qualifications and experience
Essentials
- At least 7 to 10 years’ experience in a similar or equivalent position in an NGO or humanitarian organization;
- Good analytical and synthesis skills and high quality written and oral communication skills;
- Field experience working with local NGOs, associations and volunteers essential;
- Experience in organizing and conducting meetings at local and national level;
- Fluency in spoken and written English and French (knowledge of other national languages would be an asset);
- Proven ability to propose solutions to challenges of any kind (logistical, practical or strategic);

POSTE 3 : Head of MEAL –(2300011S)
The role
The Country Head of MEAL is a key position within the Country Office. S/he oversees the design and implementation of a quality, comprehensive and integrated MEAL System that meets SCI standards; MEAL staff management, mentorship, and development; strategic and annual planning, internal reporting, as well as programme development, Accountability and MEAL resources.
S/he directly supervises [inset which staff roles and how many]. The overall CO MEAL team consists of approximately [inset how many] staff, mostly based in field offices.
S/he is a member of the Program Development and Quality (PDQ) Senior Leadership Team and the CO National Management Team (ESMT).
Qualifications and experience
Essentials
- Minimum of 7 years of programming experience within the aid sector, preferably linked to one of Save the Children’s priority technical sectors (Child Poverty, Child Protection, Child Rights Governance, Education, Health & Nutrition), and with the majority of that time focused on overseeing comprehensive MEAL systems that ensure programme effectiveness and quality;
- Understanding of both emergency and development contexts, with a preference for experience in both contexts;
- Experience adhering to international quality standards (Red Cross Code of Conduct, Sphere, CHS) or equivalent;
- Experience and knowledge of monitoring systems, including robust and responsible data collection and use;
- Experience and knowledge of evidence generation and learning on what works (and doesn’t work) for children, including designing/commissioning, implementing and applying: needs assessments, baseline studies, evaluations and research, learning workshops and learning agendas;
- Experience and knowledge of systems for accountability to children and communities, including information sharing, participation of adults and children, and feedback and reporting mechanisms. Ability to prepare and facilitate technical MEAL trainings and workshops across countries in the region (including remotely). Direct experience working with communities in participatory activities;
- Proven success in building and managing a team and dedication to developing staff capacity through training, supervising, coaching and mentoring;
- Skilled at communicating and influencing across relevant teams and offices;
- Strong results orientation, with the ability to challenge existing mindsets;

POSTE 4 : Humanitarian Leadership Academy Regional Lead – (2300010B)

CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The purpose of this role is to drive forward the localisation capacity strengthening agenda both across the movement and as a critical stakeholder in the wider ecosystem in the respective region. This role will work with the Humantarian Leadership Academy’s Head of Regions in the development of the WCA regional capacity strengthening model ensuring that it encapsulates the current capacity and partnerships in place and will increase the profile and identify opportunities both across the movement and the wider sector in the accessibility and uptake of learning solutions at a national and local level. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. Role Dimension: This role will sit within the West and Central Africa (WCA) regional Humanitarian Unit and the Humanitarian Leadership Academy (HLA). The HLA is a newly formed team combines digital learning platforms, creative learning content and the delivery of quality accredited capacity strengthening in an exciting offer that is both unique and unmatched anywhere across the sector. Capacity-strengthening and user-centred learning is, and will continue to be, of increasing importance – a key area to ensure the sector is able to respond effectively and efficiently to crises. The new HLA enables SCUK to offer the most effective and impactful humanitarian capacity strengthening resource for both the Save the Children movement, the wider humanitarian sector and beyond.
ANNUAL Gross Salary Level: USD 50,000 to USD 58,000 (offer will be based on experience/internal equity and financial availability. SCI offers a competitive benefits package outside of salary).
KEY AREAS OF ACCOUNTABILITY
- Responsible for leading and setting the strategic direction of the regional capacity strengthening model and localisation agenda – this should include identifying the learning needs and opportunities across the region as well as identifying growth areas and ensuring coordination and complementarity of other capacity strengthening initiatives across the region with other stakeholders.
- Work with relevant regional leads including Head of Humanitarian, Head of Regions in Humanitarian Leadership Academy and L&D leads to identify, prioritise and implement capacity strengthening work.
- Lead a regional, cross sector capacity strengthening group to ensure greater coordination of efforts, develop emerging networks, information and knowledge exchange, identification of opportunities.
- Provide effective coordination of the different regional initiatives including a capacity building component to ensure different programs are aligned to the samestrategic direction of the regional capacity strengthening model.
- Represent SC in external coordination forums to ensure adequate coordination with other stakeholders working on humanitarian capacity building (INGOs, UN Agencies, donors and other relevant organisations and platforms).
- Lead regular communications and monitoring the evolution of SC strategic partnership with BIOFORCE.
- This role is part of the Extended Management Leadership Team (EMT) of the Humanitarian Leadership Academy, together with the Director and Heads of Team. The EMT feeds into team vision and strategic decision-making, work planning, prioritisation and resource mobilisation, and ensures coordination across teams and consistency in communications, in accordance with the EMT Terms of Reference.
- Accountable for developing the annual regional capacity strengthening plan for the SC movement which considers the learning needs and the learning solutions, products and services to meet these needs and how we can support the needs of other stakeholders in the region.
- Manage and develop staff within the WCA Humanitarian Leadership Academy Centre, ensuring that they have relevant, clear and achievable objectives, manageable workloads and appropriate professional development plans.
- Working closely with the PDQ team and the Humanitarian Leadership Academy’s Creative Partnerships and New Business Development Team in identifying and pursuing emerging partnerships and new business opportunities.
- Chair the WCA Humanitarian Capacity Building steering group with all SC stakeholders involved in capacity building for the region to ensure coordination and complementary of different actions.
- Representation on the HCBG [Humanitarian Capacity Building Group] including lead role in for the implementation and operationalisation of the HCBG workplan at the regional level.
- Contribute to supporting strong ways of working across the HLA, as well as taking individual responsibility for building an inclusive and supportive team culture.
