En tant que membre de l’équipe de direction de l’Afrique de l’Ouest et du Centre (AOC), le directeur des campagnes, de la communication et du plaidoyer (ACCM) aura une responsabilité partagée pour le développement international et la programmation d’urgence de Save the Children dans la région d’environ 248 millions de dollars (2021) à travers une région employant environ 2 500 personnes. Le directeur de l’ACCM assumera la responsabilité partagée de la réalisation de l’ambition et de la stratégie de Save the Children pour 2030. Il/elle sera le visage public des efforts de la campagne de plaidoyer et favorisera l’excellence dans les médias et les communications concernant notre politique et nos plans de plaidoyer. Il/elle représentera Save the Children à un niveau élevé auprès des principales parties prenantes régionales.
Le directeur de l’ACCM assure le leadership global, la direction stratégique et la gestion des campagnes et du travail de plaidoyer de Save the Children dans la région de l’Afrique de l’Ouest et du Centre. Bien que la majorité des activités de campagne et de plaidoyer soient menées à l’échelle nationale dans les neuf pays bénéficiant d’un soutien spécifique (Nigeria, RD Congo, Mali, Burkina Faso, Niger, Côte d’Ivoire, Sénégal, Sierra Leone, Liberia), il existe des possibilités régionales de plaidoyer en faveur des droits de l’enfant auprès des organismes régionaux, ce qui nécessite une coordination étroite avec l’Unité de programmation régionale (UPR) de la région d’Afrique orientale et australe (AOA) et le Bureau de plaidoyer panafricain de l’UA.
Il/elle coordonne les efforts de plaidoyer, de campagnes, de communication et de médias au niveau mondial et gère l’équipe régionale de plaidoyer, de campagnes, de communication et de médias afin d’assurer une exécution de haute qualité des efforts de Save the Children pour influencer et provoquer des changements dans la prise de conscience, les attitudes, les comportements et les politiques liés aux droits des enfants en AOC. L’objectif est d’assurer le respect des droits de l’enfant et de contribuer au positionnement de Save the Children en tant que principale organisation de campagne et de plaidoyer axée sur les enfants.
His/ Her first responsibility will be to undertake advocacy, campaigns, communication and media work to advance Save the Children’s policy positions and influence decision-makers, at the national, regional and global levels. He/ she will support countries to shape and ensure the delivery of high quality outcomes for children including ensuring operational planning and resources are in place.
He/she is also responsible for creating an enabling internal environment for campaigning and advocacy by leveraging resources, building partnerships, strengthening capacity and capability of Country Offices and engaging with Save the Children Members. He/she supports the development and delivery of strong national advocacy and campaign plans backed by media and communication strategies. He/she ensures effective risk mitigation and safeguarding when we speak out boldly for children
Qualifications and experiences
- Master’s degree or equivalent in a relevant field
- More than 10 years’ experience in a senior management role
- Strong background in advocacy leadership at a senior level, including policy development and the ability to link programmes with advocacy work.
- Experience in engaging the public in campaigns, including the ability to identify “campaign able” objectives within the policy goals, and to plan and evaluate campaign activities
- Experience in leading the creation and implementation of a strategy, demonstrating the ability to identify the necessary steps towards an ambitious goal.
- Excellent written and verbal communication skills in French and English to motivate influence and negotiate both internally and externally.
- Sound understanding of the major economic, social development and poverty issues in Africa.
- Experience of building, leading and developing colleagues and staff with different backgrounds and expertise.
- Cultural sensitivity, with highly developed interpersonal and communication skills including influencing, negotiation and coaching.
- Experience of working within a complex and matrix organisation structure.
- Experience of building personal networks at senior levels.
- Commitment to Save the Children values.
- Experience of travel, and a willingness to travel in a broad range of African countries and more widely, sometimes at short notice
Contract length: 2 Years
Location: Dakar, Senegal with up to 50% travel.
