CHILD SAFEGUARDING:
Level 3: √ the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Communication consultant role is a key position meant to ensure that quality and timely communication products are produced for internal and external communication of Save the Children’s activities and brand.
As a key member of the West and Central Africa (WCA) regional team, you will be responsible for developing and leading the implementation of communication strategies for Save the Children in WCA. You will provide oversight of regional communications to better internally and externally profile the situation of children in West and Central Africa in both the humanitarian and development contexts, as well as Save the Children’s Programmatic response. You will play an important role in support strategic communications to advance our Campaign priorities.
As part of your role in managing overall communication opportunities in the region, you will help develop key communication materials and identify innovative communication approaches – both internally and externally- to help advance our campaign and advocacy vision. Alongside this, you will play an important role in supporting and building the capacity of key communications and digital / social media focal points in our country offices across the region.
The communication consultant will act as a key focal point for all communication requests from programs managers and members. This will be achieved by regular coordination and liaison with the WCA Head of Advocacy, Campaigns, Communications.
The role will be ideally based in Dakar, Senegal, but could be flexible to other locations where Save the Children is present, ideally within the West and Central Africa region.
SCOPE OF ROLE:
Reports to: Panafrican Director Advocacy, Campaigns, Communications and media (ACCM).
In order to organise the work and be aligned with priorities, the consultant will be required to attend
- the weekly team call with the ACCM RO team,
- regular call with countries offices
- and any had hoc calls if needed.

Role Dimensions: this is a demanding role which requires the candidate to support and manage a large volume of internally and externally-facing communication to a wide range of audiences. The role works across the development and humanitarian context and requires you to work across in a large, complex, networked structure across Save the Children globally
Strategy Development and Implementation:
· First priority is to work with and support country offices on developing and implementing national communications strategies. This means to work with the regional office, country programmes, Save the Children International (SCI) centre, members and technical advisors to develop and implement an effective communication strategy across the region in both the humanitarian and development context. The communications vision must be in line with and contribute towards SCI strategic objectives in West and Central Africa and must be compliant with SCI policies and procedures, including strengthening our collective approach to children’s rights in communications and child safeguarding policies.
Effectively showcase the situation of children and the impact of our work with children across the region as well as across the organisation using internal communications channels
· Ensure that stories reflection the situation of children, key programmes and campaign and advocacy stories are developed and shared across key internal channels and platforms. In support of this, directly develop or support the development of high quality communication products (including but not limited to infographics, factsheets, e-newsletter, brochures etc).
- Work closely with our country office communication focal points to ensure that the branding and communication guidelines of Save the Children are uniformly and consistently followed across the region.
- Manage information and communication flows between all in-country programs and a variety of internal and external stakeholders showcase stories through traditional and digital channel
External Communications (with link to Media and digital):
· Directly develop or support the development of high quality communication tools, materials and content, which represent the situation of children in West and Central Africa and reinforce our programme and campaign work and vision in the region (including key advocacy moments).
· Directly disseminate or support the dissemination of communication products to a range of external and internal audiences (in both humanitarian and development contexts at a local, national, regional and international level). Use innovate approaches to ensure that stories which relates the impact of our work are told in a convincing way and increase public engagement, the visibility of the Save the Children brand and programmes to external audiences within and outside the region. The strategic communication has an important role in increasing reinforcing our campaign messages and amplifying the voices of children.
- develops the regional digital strategy that complements the global strategy, especially delivering it during key global moments
- Support country offices to develop and implement an effective strategy for strong online presence, including on our website and social media channels. Focus on amplifying the voices of children on digital platforms.
- Ensure that Child Safeguarding procedures are strictly followed across the region when children are involved in SCI internal and external communications activities
Capacity Building:
To work with country programmes and regional technical advisors to develop and implement an effective capacity-building strategy including leading and developing specialized training workshops, coaching, mentoring and apprenticeships for, child-centred communication and working with the media and social media

QUALIFICATIONS
Master’s degree is desirable in communications, international relations, development, political science, law or relevant field. Bachelor’s degree is essential.
EXPERIENCE AND SKILLS
- Experience managing a communications team, including: oversight of strategic development; development of quality written, photographic and video material; quality editing skills for internal and external audiences; strong understanding of marketing and branding and its role in communications; ability to maximise media opportunities and respond effectively to media inquiries
- Proven track record of communications work and development of strategies, with experience to influence policy communications, and a strong understanding of the United Nations and multi-lateral systems.
- Experience working to build capacity in communications; demonstrated ability to deliver workshops, provide coaching and mentoring, and support the professional development of others
- Experience working in both humanitarian and development contexts, including some of Save the Children’s priority areas – children in humanitarian settings, child protection, child rights, education, health and nutrition, food security and livelihoods
- Demonstrated ability to think strategically, to analyse complex information and offer creative, practical and effective solutions
- Excellent written and verbal communications skills, and an ability to distil large amounts of information to a variety of audiences
- Strong experience of best use of social media
- A proven ability to build networks with diverse partners in pursuit of common goals
- Excellent influencing and negotiation skills, including an ability to deal with people at all levels with credibility, tact, and diplomacy
- An ability to work flexibly in a team, and to adjust work plan and priorities rapidly in response to external opportunities

- Ability to travel internationally
- Fluency in English French is essential
