RTI International is seeking M&E officer candidates for the USAID/Senegal Integrated District Health activity. The purpose of Senegal IDH is to focus on achieving sustainable improvement and effective utilization of the Senegalese healthcare system by addressing key causes of maternal and child morbidity and mortality, protecting communities from infectious diseases, and strengthening health systems. The position will be based in Dakar, Senegal.

Responsibilities:

  • Organize, implement, and enforce correct data collection policies and methods
  • Give proper training to employees to be able to perform data collection independently and effectively
  • Make sure that data collection procedures are in line with all relevant rules and guidelines
  • Support the collection, processing and analysis of data generated by the project.
  • Provide technical assistance to staff in aspects related to Monitoring and Evaluation, including the use of ICT in the collection of program data.
  • Support the performance of a quarterly audit of the quality of data generated by the implementation of the project on site.
  • Ensure the centralization of the data generated by the project ensure the security of the source.
  • Support the planning of project interventions: support the development of the annual workplan
  • Develop the monthly monitoring program for the implementation of program interventions
  • Provide technical assistance to the MERLA officers in regional offices
  • Ensure the physical and electronic archiving of the originals of activity reports
  • Builds the capacity of stakeholders to seek, analyze, and utilize data for evidence-based planning and decision making. Help District Health Offices to test and use new technologies to improve the availability and use of data for decision making.
  • Works with the HMIS to provide technical assistance related to improved program M&E at the national level and for Senegal IDH’s M&E.
  • Carry out, within the framework of his competences, any other mission and activity according to the needs of the project entrusted by the MERLA Director

Qualifications and experience:

  • Have at least a higher diploma of BAC + 4 level in mathematics, statistics, computer science, demography, social science, or related field
  • Have at least 3 years of experience in the design and implementation of M&E and data management
  • Strong computer skills and ability to use necessary databases and statistical software such as STATA, SPSS, R
  • Demonstrated capacity to use data collection software such as ODK collect, KoboToolBox, Cs Pro, etc.
  • Experience with data visualization tools preferred (Tableau, Power BI, etc)
  • Able to compile and organize statistical information retrieved and present findings to management
  • Experience in building individual and institutional capacity in governmental organizations and NGOs around disease surveillance data management, analysis and use.
  • Experience developing and maintaining project database for monitoring implementation of project activities. Technical expertise in data collection, processing and analysis, and feedback mechanisms is required; expertise in the use of mobile technologies for data reporting and collection preferred.
  • Experience providing technical assistance to maintain regional databases and quality information systems.
  • Demonstrated capacity to solve data issues and build the capacity of others within the health system to ensure data quality.
  • Strong organizational, interpersonal and management skills.
  • Must be fluent in French and written communication skills in English
