RTI International is seeking Health Management Information Systems (HMIS) Specialist candidates for the USAID/Senegal Integrated District Health activity. The purpose of Senegal IDH is to focus on achieving sustainable improvement and effective utilization of the Senegalese healthcare system by addressing key causes of maternal and child morbidity and mortality, protecting communities from infectious diseases, and strengthening health systems. The position will be based in Dakar, Senegal.
Role Responsibilities:
- Support the project in the implementation of all interventions requiring the use of ICT solutions
- Assists the Ministry of Health to select and adapt mobile applications to facilitate survey data collection and supportive supervision.
- Assist the MoH to implement through a pilot an effective electronic health record system.
- Collaborates with the appropriate departments and outside vendors to develop and maintain a technology plan that supports organizational needs.
- Maintains competency in and thorough understanding of trends and technology futures in digital health. This would include interop-proper and also mobile apps, consumer devices, application programing interfaces and digital platforms
- Strengthens HMIS through effective use of GIS, mobile phone networks and devices (phone handsets, tablets, netbooks, laptops), digital health global goods, and open-source software.
- Works with HMIS stakeholders, partnerships and technical working groups to support the Ministry of Health (MSAS) and the Health and Social Information System Division (DSISS) to improve overall HMIS – data quality and use, reporting compliance and feedback mechanisms – at facility and district levels.
- Provide technical assistance to the project and all collaborating and implementing partners in health management information systems policy and the monitoring of improvement of existing HMIS information systems.
- Collect all the team’s user needs and translate them into a conceptual model to design or choose a suitable system.
- Develop internal solutions for the project management
- Support quarterly and annual performance reviews and the development of the annual workplan
- Provide technical assistance to the MERLA officers in regional offices
- Carry out, within the framework of his competences, any other mission and activity according to the needs of the project entrusted by the MERLA Director
Required Education, Skills and Abilities
- Master’s degree in public health, statistics, computer programming, computer science or a related field with at least 6 years of experience in the design and implementation of M&E, project management and provision of technical assistance in management information systems for the health sector in Senegal; or
- A Bachelor’s degree in the same fields above with at least 10 years of the related and relevant experience.
- Extensive knowledge of data enterprise software applications, integration, interoperability and information exchange standard practices.
- Technical experience with systems networking, databases, Web development, and user support.
- Knowledge of and experience with DHIS2 and related software platforms for surveillance.
- Experience in building individual and institutional capacity in governmental organizations and NGOs around disease surveillance data management, analysis and use.
- Extensive knowledge of data enterprise software applications, integration, interoperability and information exchange standard practices.
- Experience developing and maintaining project database for monitoring implementation of project activities. Technical expertise in data collection, processing and analysis, and feedback mechanisms is required; expertise in the use of mobile technologies for data reporting and collection preferred.
- Experience providing technical assistance to maintain regional databases and quality information systems. Proven experience in the development of data quality improvement tools and systems.
- Demonstrated experience in strengthening human resources information systems (HRIS) is an asset.
- Ability to develop effective working relationships with government counterparts at all levels, local organizations, and other program partners.
- Strong organizational, interpersonal and management skills.
- Must be fluent in French and local languages with strong oral and written communication skills in English.
