The current Country Strategy (CS) for Plan International Mali 2018-2022 has come to an end and the new strategy coming up in 2023 for 5 years will have a country annual budget turnover of between 21 and 30 million Euros, a team of 250 staff, a caseload of 37,000 sponsored children and a large grants portfolio from bilateral and multilateral donors including (e.g. GAC, DANIDA, European Union/ ECHO, SIDA, UNICEF, WFP, UNFPA, Irish AID, Dutch MoFA, USAID/BHA, FCDO, DGD, Foundations and Corporations.
The Role
The Deputy Country Director – Operations (DCD-Ops) oversees the country program’s critical support functions: Budget and Finance, People and Culture, Information Technology, Supply Chain and Security, through the development and implementation of strategies to ensure adequate control of resources, transparency and optimal operational performance of Plan International Mali aligned with the Country Strategic (CS), local and global policies and the principle of accountability.
Since 2012 Plan International Mali has managed a level 2 Emergency Response (Orange 2) and the Deputy Country Director – Operations will manage partnership in high risk context. You will ensure that all the necessary systems, policies and procedures are updated, rolled out, understood, and implemented in all locations. The role is a member of the Country Leadership Team, reports to the Country Director and supervises the Supply Chain Manager, the People and Culture Manager, the Safety and Security Advisor, the Information Technology Specialist.
The DCD- Ops will be contribute to project budget design through taking the lead in the development and oversight of project support costs in collaboration with the CD, Country Finance Manager, and Business Development Manager, Head of Program Development and Quality and Head of Program Implementation.
The DCD-Ops will work closely with the Regional Finance Manager at WACA
Requirements
- Master’s degree in Accounting, Business Administration, Economics or closely related field i.e. in the areas of Project management, social sciences or a combined professional qualification.
- Full professional qualification in accountancy (e.g. CA/ACCA/ACA/CIMA/CPA)
- Extensive years of “hands-on” working experience in providing a whole range of financial services within a structured organisation, 7 years of which must be at strategic level in an INGO program work, including field experience and/or with institutional donors
- Proven ability to interpret financial procedures and standards and put them into practice and influence others in their implementation
- Practical knowledge of operations supports for development and emergency response;
- Experience managing campaign and long-term program budgets of over €21-30 million and reporting to relevant donors.
- Proven success of developing innovative solutions to resolve intricate problems that impact critical areas of an organisation’s work and ensuring the development of standards, procedures and practices to secure a stable and effective systems environment
- Ability to identify and plan for future needs; develop and disseminate best practices
- Critical focus on providing a superior service level to managers and colleagues and delivering agreed results within time and budget constraints and to expected standards
- Excellent communication skills (oral and written) and report writing skills
- Must be fluent in English and French
