Dimensions of the Role

This role will support the implementation of the Plan International Germany Sahel Programme. This 12.5 Mio EUR multi-country programme is based on Plan International’s Regional Sahel Strategy 2020-2025 and was developed in cooperation with the Country Offices of Burkina Faso, Mali, and Niger. It comprises the following intervention areas: 1. child protection, 2. food security, 3. socio-economic empowerment of adolescents and youth (YEE), and 4. conflict transformation/social cohesion.

To cover the four intervention areas, the programme will be financed using different funding instruments of the German Federal Foreign Office (GFFO) as well as the Ministry for Economic Cooperation and Development (BMZ). With this, Plan International aims to contribute to the strengthening of the Central Sahel region within the framework of the Humanitarian-Development-Peace Nexus.

The MEL Coordinator is responsible for the overall technical leadership and guidance in the area of monitoring, evaluation and learning in the context of programme implementation.

Accountabilities

More precisely, s/he holds the overall responsibility as follows:

MEL structure set-up

  • On the basis of the programme’s existing Results Framework, elaborate and maintain a complete M&E framework (including Indicator Matrix, Data Flow, Indicator Tracking Table, MEL activity plan and reporting schedule);
  • Elaborate and maintain a Learning Agenda indicating key moments of feedback and review sessions as well as dissemination activities on both country and programme level;
  • Establish an overall communication structure between the programme’s MEL Coordinator and the country-based M&E specialists (including time management);
  • Ensure the integration of M&E and learning activities in the overall project detailed implementation plan (DIP);
  • Ensure the integration of the MEL communication and reporting structure in the overall programme communication system;
  • Ensure that Plan’s International MERL standards are taken into account in all the MEL activities and formats used in the three countries of the Sahel Region.

Data collection

  • Revise indicators on the different results levels, where necessary;
  • Select pre-existing tools and/ or draft new tools to collect indicator data;
  • Support the testing of (new) tools in the different regions of intervention and monitor their subsequent adaptation/ contextualization, if necessary;
  • Draft ToR for key monitoring activities, i.e. for baseline, midline and endline data collection on indicators and ensure quality control of the country-level adaptation of the ToR;
  • Support the country-based M&E specialists during the baseline, midline and endline data collection process in the countries (and/or the external consultants conducting the data collection);
  • Analyze and interpret data gathered on country-level together with the country-based M&E specialists;
  • Draft ToR for key evaluation activities, i.e. external final evaluation, ensuring quality control of the country level adaptation of the ToR. Manage the call for tender process, including interviewing and selecting evaluation experts, contract signature as well as the evaluation management process. Set-up of a separate RACI with time management for the external evaluation, including responsibilities for the setting-up of a management response and organization of dissemination workshops in the countries;
  • Carry out the quality control of data and information collected on country-basis and overall;
  • Oversee and ensure the timely feeding in of the country-specific indicator information into the overall M&E framework as per RACI/communication structure.

Capacity building

  • Brief and train the country-based M&E specialists to understand and use the M&E framework in general and on country-level;
  • Enable the access to existing online standard trainings to all staff working on the programme (using the Plan International Global Hub’s M&E trainings or based on other relevant existing trainings). If necessary, develop tailor-made online M&E trainings for the programme;
  • Enable the access to a M&E glossary and Wiki providing information and guidance on M&E terms and templates/ documents for Monitoring, Evaluation and Learning;
  • Draft specific guidance documents for M&E activities where necessary and if not covered by Plan International Global Hub guidance;
  • Provide on-the-job training to the country-based M&E specialists as well as to partners involved in the program and external M&E consultants, specifically on the use of the selected tools.

Learning & Feedback

  • Prepare and train on mechanisms and documentation systems to capture country-specific and programme-level knowledge;
  • Organize and facilitate sessions and workshops with multiple stakeholders to elaborate lessons learned;
  • Organize and conduct dissemination activities on both country and programme level and incorporate feedback received into the findings thereafter;
  • Suggest programme adaptions to Sahel Programme Manager and Plan International Germany Programme Specialist following findings from lessons learned;
  • Support the development and establishment of complaints and feedback mechanisms throughout the Sahel Programme in line with the Core Humanitarian Standard;
  • Prepares and facilitates programme specific MEL Sahel network meetings;
  • S/he makes sure that MEL practices used within the Sahel countries are shared with the regional MERL network.

Reporting

  • Provide reporting templates for country-specific MEL reports, according to donor or Plan International requirements;
  • Control the quality of the country-specific MEL reports;
  • Write programme-level reports on findings from (key) MEL activities, including progress of indicators against targets;
  • Ensure that MEL-related information is fed into the programme reporting formats in a timely manner, adhering to overall donor reporting deadlines;
  • Produce a quarterly report on the complaints and feedback collected for the Sahel Programme.

Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Technical expertise, skills and knowledge

  • Master’s degree in social science or equivalent (development or humanitarian studies);
  • At least 5-7 years of work experience in monitoring and evaluation functions including knowledge management;
  • Experience in designing/managing complex multi-country/multi-sector MEL frameworks;
  • Understanding of the international humanitarian system, international humanitarian standards (Sphere, Child Protection in Emergencies, Sexual and Gender Based Violence in Emergencies, etc);
  • Knowledge of theories of rights-based programming, child protection (programmatic and safe-guarding) and gender equality;
  • Knowledge of the Sahel Region context including trends, challenges, opportunities and implications to community development as well as social cohesion is an advantage;
  • Demonstrated experience as a development or humanitarian professional in planning, implementing, monitoring, and evaluating programmes;
  • Knowledgeable in age-appropriate participatory MEL tools;
  • Knowledgeable in design of qualitative and quantitative tools for data collection;
  • Experience in facilitation workshops with a variety of stakeholders;
  • Fluency in French and English;
  • Proven skills in data management in general (design, entry, cleaning, analysis);
  • Proven skills in using Microsoft Office and other software applications relevant to MEL (e.g. NVivo, ATLAS.ti, MAXQDA, SPSS, STATA, epi-info, CSPro or similar).

Physical Environment

The holder of the position will be working in an office environment at a Country Office and will frequently travel within the three Sahel Countries. The position will be based either in one of the three Sahel Countries (Burkina Faso, Mali, Niger) or be hosted in Togo.
