role PURPOSE

The purpose of this position is to follow up, coordinate and be accountable for all grants activities at country level, by ensuring the achievement of country grant portfolios growth plans, quality and timeliness of communications with donors. As the focal point in the pursuit of current and future opportunities for all donors, the Grants and Business Development Manager will lead in collaboration, the development and implementation of the resource mobilisation strategy, forging strategic partnerships between Plan International and institutional donors. The Grants and Business Development Manager will identify and respond to funding opportunities and oversee the donor cultivation cycle. This will include monitoring the evolution of donor regulations, funding mechanisms, and application requirements to ensure the compliance and responsiveness of Plan International proposals.

Dimensions of the Role

  • The position will supervise a Resource Development Specialist and Grants Compliance Officer
  • The position will work closely with PIIA, Head of Program Implementation and Head of Program and Influence
  • Member of the Country Leadership Team, s/he will interact with all Country Leadership Team members
  • The position will
    • lead the charge for pursuing current and future opportunities for all donors
    • Develop/cultivate relationships with for-profit and other organizations to increase Plan International’s opportunities for partnering and consortia building for funding opportunities
    • Develop the Resource Mobilization Strategy for Plan International Mali
    • Work on Plan International’s readiness to respond including donor landscaping, studies and research; capacity statement development and concept notes development.
    • Write quality project proposals and concept notes

Key Responsibilities and Accountabilities

Resource Mobilization Strategy for Plan International Mali                                      

  • Facilitates the development and implementation of the overall long-term fundraising and marketing strategies intended to strengthen resource mobilisation to ensure adequate funding / income levels and partnerships needed to deliver the Country Strategy.
  • Responsible for organizing and regularly updating the Plan International Mali donor mapping, ensuring this reflects current dynamics in the funding sector
  • Monitor regulatory revisions, proposal guidelines, and application requirements for priority donors together with NO staff to ensure that new proposals adhere to them.
  • Support country program to develop appropriate and effective fundraising strategies involving donor research and intelligence, product development, marketing, cultivation, solicitation and stewardship. Marketing may include, but is not limited to, development of fact sheets on all Plan International Mali sectoral programming initiatives in coordination with relevant staff.
  • Develop/cultivate relationships with for-profit and other organizations to increase Plan International Mali’s opportunities for partnering and consortia building for funding opportunities.
  • Ensure Monitoring and Evaluation of the RMP
  • Provide adequate training to field staff on Specific Grants management skills (including proposal writing and report writing),

Development of quality project proposals and concept notes

  • Evaluate trends in the fundraising market and, in collaboration with Head of programme and Influence, technical program teams and Head of Program Implementation and PIAAMs, organize and design an appropriate mix of projects, events, and products that align with Plan International Mali’s programme approach for maximum impact at scale.
  • Identify projects suitable for grant funding in collaboration with the HPDI, HPI and PIAA Managers to ensure grant activities are well integrated within program domains and in agreement with Mali Country Strategy and Plan’s principles.
  • Help to assemble bid development teams when needed, provide effective bid coordination and management of proposal development processes in country, and undertake quality assurance of donor proposals to ensure high quality competitive proposals that successfully secure institutional donor funds.
  • Oversee the analysis, monitoring, evaluation and review of all fundraising and marketing campaigns and shares that analysis regularly with the Country Leadership Team within Plan International Mali
  • Support the implementation and periodic review of an innovative and ambitious fundraising strategy with clearly articulated targets.
  • Coordinate processes and provide direct technical assistance to staff for timely submission of high quality and winning concept notes and proposals that are responsive to and compliant with donor requirements and with Plan International technical application and cost application standards.
  • Develop goals for quality in all aspects of grants and ensure these are implemented, monitored and evaluated on a countrywide basis,
  • Support and guide the identification of local and international partners and negotiation of Plan International ’s role on proposal consortia, ensuring a competitive position for Plan International that adheres to the agency’s partnership principles and strategic directions.

New Business Development & Grant Management                                                                                   

  • Pro-actively identifies, assesses and tracks funding opportunities, including scoping new consortium partnership opportunities with local stakeholders in a systematic manner and in line with Plan International values and partnership principles.
  • In consultation with CLT, agree on fund-raising targets to be met for the organization through both public and institutional fundraising, including among others, individuals and corporate (public and private sector).
  • Identify and foster potential partnerships, coalitions, consortia and affiliate engagement that may result in joint programme funding opportunities.
  • Prepare and share with the Country Director regular updates on income status of the country office in terms of secure income on a monthly, quarterly, bi-annual and annual basis, short, medium and long-term income projections as well as quarterly overview of funding pipelines.
  • Regularly advise the Country Director and the program team to ensure shared understanding for effective donor contracts and related risk management procedures.
  • Provide credible, up-to date strategic donor intelligence through regular research and trends analysis to generate information that enables Plan International effectively engage with funding opportunities at global, regional and country level donors.
  • Ensure that donor contracts are managed in line with stated conditions and requirements for effective donor compliance. (Reporting is a component of donor compliance).
  • Following each proposal development process, develop a process/activity that not only captures the success and challenges, but assures that they are incorporated into future programming.
  • Work with program staff to develop effective targeted marketing materials including flyers, presentations, banners, capacity statement etc.
  • Ensure that grant policies and procedures, as described in the Field Operations Book (Grants Section), are complied with,
  • Lead FAD negotiations to ensure appropriate implementation & reporting will be done. (match, reporting requirements, project timeframe),
  • Improvement of systems, procedures and problem solving on administrative issues related to program with Administration/Accounting,
  • Ensure coaching, supervision and development of Grants Administrator,
  • Support the PIAA and all grant funded staff.

Partnership, Donors and Key Stakeholders Relationship Management

  • Support effective engagement with government, non-government, partner organizations and UN coordination mechanisms to further Plan International’s fundraising objectives. Manage effective working relationships with National Offices and take an active part in resource mobilization activities
  • Establish and manage effective working relationships with bilateral and multilateral organizations at country level
  • Support field staff to ensure that grants are implemented and reported on in line with the contractual agreement

Child Protection and Children Safeguarding and Gender Equality

  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Technical expertise, skills and knowledge

  • University degree in Economics, Business Management or similar subject
  • Proven success in a comparable fundraising role in the humanitarian sector
  • Strong leadership, team-building and motivational skills
  • Proficient in computer skills and use of relevant software and other applications, e.g. word processing, spreadsheet, database, internet
  • Fluent written and spoken English and French.
  • Ability to understand and review financial reports
  • Experience in training delivery, skills development and provision of in-house capacity building support
  • Programmatic expertise on any of the following themes: Early Childhood and Development and education; Sexual and Reproductive Health Rights and the elimination of gender based violence, particularly FGM, child marriage and child pregnancy, Youth employment and entrepreneurship, food security with a focus on young women, Humanitarian/Emergency Response- saving lives, Education in Emergency, Child Protection in Emergency, Gender Based Violence in Emergency, vulnerable livelihoods
  • Experience of developing successful proposals and/or tender bids to the EU, ECHO, USAID, OFDA, DFID, the Global Fund and the UN as well as other institutional donors including but not limited to GAC, SIDA, DANIDA, GIZ, BMZ, GFFO, DGD, and NORAD.
  • Experience of developing successful proposals to private donors – trusts and foundations, high net worth individuals and/or corporates
  • Excellent interpersonal, communication and negotiation skills to work effectively in a multi-cultural environment, often at a distance
  • Ability to prioritise own workload and work with minimal supervision Ability to lead complex proposal development teams

The post holder works on a typical office environment based at Country Office with frequent travel inside Plan Mali PIIAs including emergency areas and outside Mali.
