Project Overview and Role:

NPI EXPAND Overview
The New Partnerships Initiative (NPI) Expanding Health Partnerships—NPI EXPAND Project—is a global five-year (2019-2024) U.S. Agency for International Development (USAID) funded project that supports locally-driven efforts to increase the availability and utilization of high-quality health and education services. NPI EXPAND invests in new and underutilized local partners (NUPs) and strengthens their capacity to strategize, plan, and implement programs with USAID funds. Enhanced participation of capable local organizations to increase demand for and to deliver high-quality, high impact services will enable governments to meet crucial goals equitably and sustainably. NPI EXPAND will also catalyse opportunities to scale up innovative interventions by strengthening the capacity of NUPs with varying levels of capabilities and exposure to USAID.

Overview of the project in Mali
NPI Expand Mali’s mission is to increase child survival in Koulikoro and Kayes. The activity is designed to build on previous and ongoing investments by the Health Bureau, as well as to complement ongoing activities in the two regions. NPI EXPAND Mali’s objective is to realize and develop the following specific results in the regions of Koulikoro and Kayes:

1. Strengthen the organizational capacity of 5 local organizations to successfully become a direct recipient of USAID within 2 years and manage child survival activities.
2. Improve access to, demand for and use of quality maternal, newborn and child services, including COVID-19 and other infectious disease prevention, detection, and mitigation measures:
a. Maintain/expand these services safely – protecting healthcare workers and communities from COVID-19 while preventing, detecting, and responding to epidemic prone diseases including COVID-19;
b. Sustainably improve local referral system for early use of emergency services by mothers and children under five; and
c. Build clinical skills of facility-based providers in charge of mother and child health.
3. Increase community actors’ mobilization for promotion of preventive and promotional health.
4. Increase community participation in supporting local health system in delivery of essential mother and child health services including immunization, ANC, PNC, FP.

Position Description
The Capacity Development and Sustainability Manager  will oversee the organizational development of NPI EXPAND implementing partners in Mali. The Capacity Development and Sustainability Manager  will be responsible for the implementation of NPI EXPAND’s capacity development strategy in the country including the management, monitoring, and coordination of the capacity strengthening activities of the local organizations targeted for capacity development. The support will comprise implementation of NPI EXPAND’s capacity develop strategy, which includes the facilitation of capacity assessments, development of partner capacity strengthening plans, design and implementation of capacity development strategies and interventions, and monitoring of progress against indicators and milestones.
Specifically, the Capacity Development and Sustainability Manager will be responsible for the following:
– Manage the capacity strengthening assistance to the consortium of five NGOs or implementing partners, to successfully become a direct recipient of USAID within 2 years in areas such as MCH, FP, RH, WASH, Governance, Financial Management, Procurement, Gender Integration.
– Design, adapt, and facilitate technical and organizational capacity assessments and support partner organizations to create and drive capacity strengthening and performance improvement plans.
– Support development, adaptation and implementation of effective, innovative capacity strengthening approaches, e-learning tools, and methodologies.
– Contribute expertise and innovative approaches; bring leading-edge thinking, methodologies and approaches to training, learning and capacity development initiatives.
– Work with content experts, consultants, and other local resources to develop high-quality training curricula and other tools for individual and institutional capacity strengthening approaches including coaching, peer learning, virtual learning, process co-creation, learning exchanges, networking and collaboration.  Organize training events for staff from multiple organizations as needed.
– Interact with internal and external resources and other experts to bring new and innovative ideas into the project’s capacity development approaches.
– Ensure capacity development approaches lead to performance change; troubleshoot and advise or guide, when necessary, on adaptations to ensure project delivery goals are met with high-quality and in a timely manner.
– Ensure the development or finalization of high-quality, standard capacity development materials for use and adaptation across the project and other development partners.
– Monitor capacity development activities, and report on progress against various NPI EXPAND indicators on capacity and performance of the local partners.
– Manage, implement, and document project activities through writing project reports, reporting results achieved, case studies, and success stories, and present outcomes and lessons learned through participation in meetings, and exchange platforms with other capacity development actors.
– Ensure the activities meet high standards for performance and integrity that comply with applicable USAID regulations and Palladium and NPI EXPAND policies.
– Contribute to the development of annual work plans, activities, and project reporting.
– Attend and contribute to relevant working groups, meetings, and workshops.

Qualifications:
– A Bachelor’s degree (or its international equivalent) in international development, program management, social science or other relevant field from an accredited university. Masters Preferred.
– Has experience in providing capacity development technical assistance to non-governmental organizations, preferably in the health sector.
– Has experience conducting participatory organizational assessments of local non-profit organizations, preferably using capacity assessment tools developed for USAID programs such as the Organizational Capacity Assessment Tool (OCA) and Organizational Performance Index (OPI).
– Proven understanding of whole systems thinking, adult learning principles including adult learning, learning styles theory, participatory methods, instructional design, as well as strong training, facilitation, coaching and/or mentorship skills. Knowledge of learning and related topics.
– Strong planning, organization, critical and strategic thinking and problem-solving skills
– Exceptional communication (verbal and written) and presentation skills with a dynamic, engaging facilitation style
– Excellent process facilitation skills.
– Excellent report writing skills.
– Fluency in speaking and writing in French and English.
– Proficiency in Microsoft Office tools including Word, Excel and PowerPoint
– Ability to travel may be required for some assignments
