The Role
We are looking for Humanitarian Support Personnel – Partnership and Local Humanitarian Leadership to provide strategic guidance and practical support to Oxfam’s partnerships and LHL work-at country, regional and global levels. The role aims to, together with Oxfam teams and partners, contribute to improved quality of humanitarian programming (including the impact of partnerships) and increased Strength, Voice and Space of local actors in leading humanitarian action.
What we are looking for
Our next Humanitarian Support Personnel – Partnership and Local Humanitarian Leadership will require;
- Knowledge of and demonstrated commitment to Oxfam’s values, mission and work including feminist approach to humanitarian responses and Oxfam’s partnership principles
- Knowledge and understanding of global justice, social change, women’s rights and gender equality and commitment to delivering humanitarian work through feminist principles.
- Excellent understanding of, and experience with, brokering, developing and managing (humanitarian) partnerships with and among CSOs, government or private institutions, federations, networks and platforms, including in insecure and unpredictable environments
- Excellent and demonstrable people, collaboration and networking skills
- Effective communication internally and externally towards government and NGOs, donors, journalists, and internally towards superiors, program managers, technical experts and business support specialists
- Experience of facilitating learning processes (formal or informal) through various methodologies (e.g. coaching, mentoring);
- Demonstrable experience in developing and delivering successful capacity strengthening strategies and coaching teams, including the ability to effectively advise and support field staff and partners, using methods such as mentoring, coaching, shadowing, demonstration, accompaniment, training, written advice, verbal advice, research and development.
- Experience of working on local humanitarian leadership and of facilitating more formal groups such as local/national civil society organisations’ leadership in humanitarian response as well as facilitating less formal groups’ s leadership such as community groups (from the affected community);
- Highly developed analytical and strategic planning skills;
- Proven influencing and negotiating skills with internal and external audiences;
- Excellent planning, coordination and prioritisation skills;
- Excellent command of written and spoken English;
- Sound knowledge and ability to apply NGO/Red Cross Code of Conduct, the People in Aid Code, SPHERE, Oxfam International procedures and other regulatory codes.

Location
HSPs are globally roving and work away from their home base continuously to a particular location, from a few weeks up to six months’ duration per assignment. HSPs are typically deployed to country programmes up to nine months a year (pro rata for part-time posts). When not deployed (or on annual leave) HSPs may be assigned project / proactive work, the location in which the HSP undertakes this work will be determined by legal and cost implications.
