COUNTRY SUMMARY

Mercy Corps has been working in Mali since 2013 supporting Malian women and men – including young women and men – to cope with food insecurity and conflict-induced shocks and stresses, restore peace and stability, and address humanitarian and development structural challenges. Throughout our work, Mercy Corps seeks to support strong, inclusive, and resilient communities by i.) providing conflict-sensitive humanitarian assistance, ii.) addressing the root causes of conflict through improved and holistic conflict prevention and management mechanisms and iii.) promoting sustainable economic development through market systems strengthening and employment opportunities for women and young women and men. Mercy Corps’ work addresses issues related to natural resource management and climate change adaptation within Mali and across the borders with neighboring Central Sahel countries, Niger, and Burkina Faso. With a current portfolio of approximately 30 M USD funded by FCDO, USAID/BHA, Sweden, the European Union, and private foundations, over the past 18 months Mercy Corps reached over 100,000 persons in Mopti, Segou, Koulikouro, Kayes, Sikasso, Koutiala.

General Position Summary

This position will be primarily responsible for identifying and leading development of new initiatives, donor pre-positioning, including leading design and lead writing concept notes and proposals, and

willoversee and guide the Program Performance & Quality (PAQ) department indeveloping and ensuring that Mercy Corps is compliant with the Mercy Corps Global Program and Quality SOPs and develop same SOPs for the country level systems to ensure development of consistent standards organization-wide.The position willworkclosely withthe Director of Programs Implementation, Country Director, Finance & Compliance Manager,Operations Manager & HR Specialist andin close coordination with the MC HQ Technical Support Unit (TSU) and the global and regional PAQ Teams.

 

The Program Development & Quality Director plays a key role in helping build an environment of evidence-based programming, decision making and adaptive management at all levels, while at the same time providing support to create a culture of training, coaching, and integrating effective tools and techniques to improve program quality. Furthermore s/he is responsible for supporting the PAQ team to develop program quality tools and processes, effective monitoring, evaluation and learning (MEL) processes, supporting all efforts to manage and share information and learnings across programming, ensuring reflection on research and assessments and incorporation into current and future program design; promoting a culture of quality program management, ensuring cross-program collaboration and technical rigor; leading on gender, diversity and social inclusion approaches across the portfolio; coordination of key functions such as timely and quality program reporting (internal and external);  application of best practices across the program portfolio, including community accountability mechanisms, and communication towards internal and external audiences. The Director of Program Development & Quality must be highly motivated, self-driven and able to support Mercy Corps Mali portfolio. The Director of Program Implementation is part of the Senior Management Team (SMT) with supervisory and managerial responsibilities.

 

ESSENTIAL JOB RESPONSIBILITIES

 

STRATEGY & PLANNING

●        Identify opportunities for strategic growth and portfolio expansion through new business development and present to the SMT.

●        Represent Mercy Corps in cultivating relationships with key donors and partner organizations in terms of New Initiatives and Grant reporting.

●        Support the development/updating of the Country Strategies by leading the development and integration of data analytics derived from programs among all portfolios, ensuring the Mali mission is driven by an evidence-based strategy.

●        Informed by the agency’s vision 2030 and Mercy Corps Mali’s strategic priorities, lead the design and integration of a PaQ strategy.

 

NEW INITIATIVE DEVELOPMENT

  • Lead on the development of concept notes and funding proposals (including budgets).
  • Ensure proposals are developed in coordination and consultation with Director of Programs Implementation, Country Director, Finance & Compliance Manager, Program Managers, Operations and HR teams and that necessary support is adequately budgeted.
  • Ensure the PaQ team effectively contributes to proposal development processes, ensuring the incorporation of lessons learned and technical excellence to program design
  • Work closely with Regional Program Teams in MC Support Offices in Edinburgh, Netherlands, and Portland to keep donor, grant and information tracking databases up to date with most current proposals, concept notes, partnership agreements and reports.
  • Support in ensuring that proposals are written based on donors’ requirement for format and contents.

PROGRAM PERFORMANCE & Quality

  • Lead on the roll-out of the program management policy 2.0 in-country and work with the Director of Field Implementation to ensure adherence to the standards.
  • Provide support to program teams at key moments including program start-up, kick-off meetings, inception meeting check-ins, quality audits and spot checks, and end of program transition meetings.
  • Lead in establishing or promoting adherence to systems, policies and approaches necessary to ensure and demonstrate the quality of programs through oversight of the MEL, Research and Learning, Reporting, CARM, GEDSI and other technical support functions.
  • Create and maintain systems to ensure efficient and transparent capture of program data for management decision-making and timely and informative internal and external reporting.
  • Provide technical oversight and support to Program Managers/Directors and focal points to develop program filing and archiving systems and to ensure programs’ documentation is filed, in compliance with PM@MC, donors’ regulations and good practice.
  • Build capacity of program teams with information, tools, and resources to improve performance and reach objectives, and review programmatic tools (implementation and follow-up of PAC processes, development and/or revision of SOPs, etc.).

 

Monitoring, Evaluation, Research, LEARNING & Communication

●        Support the design of a country-wide Monitoring, Learning and Evaluation system supporting managers and their teams to establish real time information that can steer program implementation and maximize Mercy Corps’ ability to analyze and represent impact at a program and portfolio level to donors, government, colleague agencies, and communities themselves

●        Ensure effective collaboration between MEL staff, technical advisors, and thematic specialists in the development of sector log frames, indicators, implementation plans, and monitoring and evaluation frameworks and related tools

●        Contribute to the understanding and application of new DM&E approaches to emerging themes like resilience, systems thinking, and complex humanitarian crises.

●        Promote and monitor adherence to Mercy Corps’ standards, including the use of standardized indicators, Monitoring and Evaluation (M&E), program and adaptive management approaches, and country-level learning and strategic objectives.

●        Support Programs managers/directors and the MEL Manager in the development of an adaptive management culture at country-level, providing training and guidance in adaptive management techniques and decision-making.

●        Ensure high quality evaluations are conducted to demonstrate outcomes and impact and accountability mechanisms are in place for all projects with a focus on knowledge management.

●        Lead the development of processes to support the program implementation team in capturing and integrating cross-program learning and ensure that lessons learned are used to inform adaptation of activities, future program design and thought leadership.

●        Support systems to ensure regular collection of impact stories and evidence from the implementation teams on a regular basis.

●        Ensure the development and implementation of a program research and learning agenda to build evidence and support the production of robust thought leadership and advocacy efforts.

●        Oversee the design and implementation of a country communications strategy that efficiently lends a voice to Mercy Corps Mali with regards to internal & external audiences.

 

GRANTS MANAGEMENT AND REPORTING

●        Support and mainstream donor compliance along all phases of program life cycle management.

●        Ensure that all reports (both internal and external) are timely, of high-quality, and responsive to donor requirements in collaboration with a variety of teams. HQ Desks, Technical Support Units, Program Directors/Managers/Leads, Director of Programs Implementation and Country Director.

●        Facilitate trainings for program and operations staff on proposal development, report writing, grant management and information management.

 

TEAM MANAGEMENT

●        Develop the capacity of the team, deepen understanding of their roles, and assist with career development.

●        Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

●        Promote accountability, communicate expectations, and provide constructive feedback via regular performance reviews

●        Maintain effective and positive internal communication with Mercy Corps staff in all field offices, this includes ensuring open and harmonious communication all the different

●        Lead efforts in sharing best practices with other NGOs working in Mali.

●        Represent Mercy Corps in cultivating relationships with key donors and partner organizations in terms of New Initiatives and Grant reporting.

KNOWLEDGE AND EXPERIENCE

●        Bachelor’s degree required. Masters or equivalent in a field related to Humanitarian, International Development, Social Sciences or relevant fields is preferred.

●        Demonstrated experience in lead writing of high value proposals is required.

●        Extensive experience with Program Quality, monitoring and evaluation, information management, and other learning efforts and technical areas in at least some of MC Mali focus areas

●        Significant experience implementing M&E Systems particularly remote monitoring, mobile data collection platforms and managing evaluations.

●        Demonstrated experience contributing to livelihoods, cash transfer and market systems proposals development with major donors including USG (USAID BHA/OFDA/FFP), FCDO/DFID, EU, ECHO or UN OCHA.

●        Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently is required.

●        Skilled at delivering and facilitating training and capacity building interventions, e.g., coaching, mentorship.

●        High level of self-awareness and self-development with the maturity to deal with constructive feedback and adapt engagement approaches to different audiences

●        Analytical, problem solver, with strong experience and understanding of project cycle management and coordination.

●        Experience of conducting research, drafting, and presenting reports to varied audiences.

●        Strong mastery of the Microsoft office suit is mandatory, use and appetite for learning to use relevant software and technology tools is appreciated.

●        Willingness and ability to travel frequently to Mercy Corps project sites and field locations, including traveling to insecure environments, is required.

●        Advanced written and spoken English, and strong knowledge of French is appreciated.

LIVING /ENVIRONMENTAL CONDITIONS:

The position is accompanied and based in Bamako with at least 30% travel to program areas, security permitting. The position is eligible for individual housing, R&R and education benefits. While the city has been mostly secure, attacks against foreigners in 2016 in some public places underscore the fluidity of the situation and may require expatriate staff to adhere to security policies, such as restrictions on movement. Bamako is served by an international airport with daily flights to European and African destinations. Restaurants and shopping options are available all over the town, with reasonable access to most consumer goods. Health care services exist and are developing rapidly. However, for more serious conditions, medevac to Dakar, Senegal or Europe may be required. Bamako hosts several international schools – American, French, Turkish, etc. Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/STA to a field posting. The Mercy Corps Finance Department is responsible for all financial functions in CAR, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.

General Position Summary

Working in the CAR program under the direction of the Finance and Compliance Manager, the Deputy Finance Manager is responsible for all aspects of financial management of the country program, ensuring compliance with Mercy Corps internal policies and procedures as well as donor regulations.

Essential Responsibilities

FINANCE & COMPLIANCE MANAGEMENT

·   Oversee and manage daily country-wide accounting and finance functions including the timely recording of transactions, cash management, banking, receivables, and payables.

·   Run monthly close out entries in Navigator and close the month end accounting cycle.

·   Review payroll files and upload staff time sheets and payroll data in Navigator

·   Provide monthly standard accounting submissions to Mercy Corps Headquarters, including general ledger files, account reconciliations, expenditures by fund number/project, required sub grantee reporting, as well as other financial information in a timely and accurate manner.

·   Coordinate with project/program managers to get monthly projections and prepare CFP/BTR and send to HQ.

·     Provide monthly management reports to Program Managers, including expenditures by fund number/project and other financial information, in a timely and accurate manner

·   Effectively stay abreast of donor policies, procedures, rules and regulations; compile and update applicable local policies; and train Mercy Corps program and partner staff in these policies.

·   Work with the Program Managers to draft the budget proposal and assist Finance Manager in developing the budgets.

·   Review and Update Budget Vs Actual reports and work with the Program Managers and Finance & Compliance Manager for budget revision.

·   Report on field offices weaknesses during field trips and propose improvements plans to tackle identified issues

·   Ensure compliance with Mercy Corps’ procurement policies and procedures for all goods and services.

·   Assist Finance and Compliance Manager in local and donor Audit.

Knowledge and Experience

·   Two to four years of progressive financial management, experience is required.

·   Masters or equivalent in accounting or finance management is required.

·   Two years’ experience in grants management as well as an understanding of donor regulations is required (AFD, BHA, FH, USAID, EU, WFP)

·   International NGO experience is preferred.

·   Good experience and knowledge in using Navigator and Citrix (accounting software)

·   Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.

·   Advanced computer skills in MS Office programs, particularly Excel

Success Factors

The ability to interact effectively with international and national personnel both in a managerial as well as training capacity is required. An ability to support programmatic objectives with timely and meaningful financial information is essential. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. An impeccable professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential. The Deputy Finance Manager must be willing to travel regularly to Mercy Corps field offices and project sites.

Living Conditions / Environmental Conditions

The position will be based in Bangui, CAR and is unaccompanied and qualifies for hardship allowance.  Accommodation is shared with colleagues with freedom of movement beyond the home and office. ·       Rendre compte des faiblesses des bureaux extérieurs lors des visites sur le terrain et proposer des plans d’amélioration pour s’attaquer aux problèmes identifiés

·       Assurer la conformité aux politiques et procédures d’approvisionnement de Mercy Corps pour tous les biens et services.

·       Assister le responsable des finances et de la conformité dans l’audit local et des donateurs.

·       Agir en tant que responsable des finances et de la conformité en cas d’absence de ce dernier

·   Rédiger et/ou examiner la portée des travaux pour embaucher et gérer tout consultant technique, y compris l’examen de l’efficacité technique et le budget contractuel.

·    Identifier avec le gestionnaire financier les besoins de renforcement des capacités du ministère

·       Former les employés en suivant le plan élaboré avec le gestionnaire des finances

·      Aider les membres de l’équipe avec des informations, des outils et des ressources pour améliorer les performances et atteindre les objectifs.

·     Promouvoir la responsabilisation, communiquer les attentes et fournir une rétroaction constructive de façon informelle et formelle au moyen de rapports individuels réguliers et d’évaluations du rendement.

·    Créer et maintenir un environnement de travail de respect mutuel où les membres de l’équipe s’efforcent d’atteindre l’excellence.

·   Embaucher, orienter et diriger les membres de l’équipe au besoin.

Travaille directement avec : les officiers des finances du siège, tous les Gestionnaires de projets / programmes du bureau pays; Tout le personnel des opérations et le personnel des finances nationales.

Connaissances et expérience

·      Deux à quatre ans de gestion comptable ou financière progressive, une expérience est requise.

·      Une Maîtrise / Master ou équivalent en comptabilité ou en gestion financière est requis.

·     Deux ans d’expérience dans la gestion des subventions ainsi qu’une compréhension de la réglementation des donateurs sont nécessaires (AFD, BHA, FH, USAID, UE, PAM)

·    L’expérience des ONG internationales est préférable.

·    Bonne expérience et connaissance de l’utilisation de  Navigator et Citrix (logiciel de comptabilité)

·    Solides compétences et expérience en comptabilité, y compris la gestion du grand livre, des écritures de journal, de la paie, des comptes créditeurs et du bilan.

·     Compétences informatiques avancées dans les programmes MS Office, en particulier Excel

·     Expérience antérieure en gestion et solides compétences organisationnelles

·    Excellentes compétences orales et écrites en anglais et en Français

Facteurs de succès

La capacité d’interagir efficacement avec le personnel international et national, tant dans le cadre d’une capacité de gestion que de formation, est requise. Il est essentiel de pouvoir soutenir les objectifs programmatiques avec des informations financières opportunes et significatives. Une capacité démontrée à effectuer plusieurs tâches à la fois, à respecter les délais et à traiter l’information à l’appui de l’évolution des activités du programme est nécessaire. Une norme professionnelle irréprochable en matière d’éthique financière et d’approvisionnement, ainsi que la volonté et la capacité de faire respecter les politiques et procédures de Mercy Corps et des donateurs sont essentielles. L’adjoint au responsable des finances doit être disposé à se rendre régulièrement dans les bureaux extérieurs et les sites de projet de Mercy Corps.

Conditions de vie / Conditions environnementales

Le poste sera basé à Bangui, CAR et n’est pas accompagné et est admissible à l’allocation de sujétion.  Une accommodation est partagée avec des collègues avec une liberté de mouvement au-delà de la maison et du bureau. Le personnel a un bon accès aux services essentiels, tels que les soins médicaux, l’électricité, l’eau, etc. Ce poste nécessitera des déplacements à des bureaux externes.

Les membres de l’équipe de Mercy Corps représentent l’agence pendant et en dehors des heures de travail lorsqu’ils sont déployés sur le terrain ou lors d’une visite à une publication sur le terrain.
