POSTE 1
Regional Technical Support
General objective of the post
As the primary focal point in his/her area of specialization, applying his expertise into field projects and providing strategical technical support to coordination and field teams in the countries in his/her region (Mali, Niger, Nigeria, Burkina Faso). according to MSF policies, guidelines and procedures in order to support the broader operational objectives of the missions.
Main responsibilities and tasks
- At the request of the coordination teams and based on the terms of reference established by its Logistics Coordinators, conducting assessments in the countries of his/her region (Mali, Niger, Nigeria, Burkina Faso).
- Proactively developing and proposing overall field visit schedules and suggesting any relevant changes based on operational needs
- Liaising with the Technical Advisor in HQ, contributing in defining and improving the policies related to her/his area of specialization (WATSAN) by providing feedback based on his/her experiences. Providing recommendations for program as well as broader operational objectives, its implementation or improvement, according to MSF policies, guidelines and procedures
- Providing technical support to the Logistics Coordinators in her/his geographic area, when necessary, with help from the Technical Advisor located in the HQ
- Monitoring the implementation of the ensuing technical projects related to his/her area of expertise for the countries of his/her region and conducting on at least an annual basis, an analysis of the project components related to her/his speciality
- Developing network and knowledge of local actors in his/her geographical area, related to his/her area of expertise (institutions, training centres, suppliers etc., as relevant)
- At the request of the training managers, contributing to the definition of training content generally related to his/her area of expertise and facilitating the sessions
- Implementing all new policies, procedures, deployment of equipment, etc. regarding his/her area of expertise in the countries of his/her region
- Drafting visit reports and annual activity reports
- When requested, participating in emergency operations in her/his geographic area.
Specific activities, tasks and responsibilities
The WATSAN regional technical referent will be flying between the missions of Sahel and West Africa portfolio (Mali, Niger, Nigeria, Burkina Faso) in order to give first line support in the following area. He/she will base 60 to 70% in the field (shared between the missions) and 30% in Dakar from where s/he will be following up the open and agreed dossiers and on the other hand to help in searching for the opportunities we may have in Dakar and the region on regards to Watsan. He will get technical support from the Watsan unit in HQ.
Direct field support via routine visits and remote follow-up
- Support the missions in developing field assessments, project proposals and/or work plans, when Watsan activities are integrated in medical hummanitarian interventions.
- Follow up with mission logs and/or watsan, the implementation of both minimum Watsan standards and monitoring indicators (including reporting procedures) to the context to ensure that MSF’s Watsan standards are reached and protocols are maintained in all medical structures supported by MSF
- Support in Watsan staff coaching to ensure that the skill levels of the team is appropriate. S/he will serve as mentor and providing guidance to first mission Watsan Managers in the application of Watsan activities and tools
- Assess the needs and provide trainings to field teams. When pertinent, elaborate adapted training tools.
- Supports the development and revision of common tools, protocols and guidelines in coordination with HQ technical advisor
Refection in developing adapted strategy as per sahel context
- Contribute to defining wash components within the Missions in the portfolio.
- Supporting in the development and planning of Watsan emergency strategies and resources planning for Sahel and Lake Chad contexts
- Explore the potentialities in term of WHS (innovations, collaborations, …) in Dakar and other locations in the region
- Compiling and analyzing statistical and monitoring data of Watsan activities of the portfolio missions and guide the team accordingly.
- Promote and contribute to the capitalization Wash programs in the region.
- Think on innovative ways of working and supporting the teams that bridge remove working in this security challenged areas.
- Promote exchange of expiriences between the regional projects/missions and beyond
Water provision
As the Sahel region faces a growing insecurity and environmental crisis, the issue of sustainable access to water is a growing source of tensions between communities and a cause of morbidity and mortality in the communities. It is obvious, that if water access is jeopardized, it can have knock-on effects for health. In almost all the different explo missions’ reports, it appears the need of water. Clear proposal of action is usually missing. The WATSAN regional technical referent will support in:
- Support the mission in developing/improving tools required to assess water need
- Contribute in the assessments, analyses and proposals
- Technical support for water provision
- Support in developing water provision lobby tool and follow up, in case of need

POSTE 2
Operational cell2 -based health Advisor
Objective of the post
The overall objective of the TESACO Support is to assist the Health Advisor in the completion of specific delegated tasks as described below in order to maximize, from a medical perspective, the quality and adjustment of the projects managed by the Cell through technical follow-up and support.
This position is to support the portfolio of Operational Cell 2 (CO2) which currently includes the Sahelian missions of Mali, Niger and Nigeria, and pharmacy support to Operational Cell 3 (CO3)
S/he is part of the Operational Cell, reports hierarchically and functionally to the TESACO2 who will provide him/her with guidance, supervision and development of professional competences.
S/he supports the TESACO in being globally acquainted and up-to-date with the projects.
Main responsibilities and tasks
The functions of the TESACO Support include:
Technical medical support to the missions
- Verify the compliance of data entry/importation calendar in the missions, such HMIS or other ad hoc platforms (emergencies), both in terms of timeliness and completeness.
- Liaise with mission focal person for HMIS to make sure all updates and training needs are met at field level, and support in ensuring that new staff arriving in the projects are acquainted with the programme. S/he will also follow up on the technical support needed by the missions from HMIS team in HQ.
- Contribute to the monitoring of medical activities and make certain that periodic technical and operational reports are produced (quarterly reports, mid-year review, annual report, typology, etc).
- Help clarifying punctual technical medical doubts/issues upon request by the TESACO and with the support of the Medical Department if necessary.
- Ensure the dissemination and implementation of recommended measures or new protocols/tools advised by the Technical Referents.
- Partake in the revision of needs and make sure that the medico-technical materials and bibliography requested by the projects (in addition to the information periodically distributed by the Medical Department) are duly delivered.
- Guarantee the implementation and promote the use of Telemedicine in the field.
- Support the Cell and the missions in the implementation of strategic topics (dossiers, innovation, etc.), upon request by the TESACO.
- Based on needs, and upon request of TESACO, field direct support will be planned
Procurement, monitoring and management of medical supplies
- Make sure that the choice of medical supplies is adapted to the various projects, and that they are adequate and their need justified.
- Follow up on monthly reports sent by mission pharmacists and reviewed by Medical Stock Management
- Referent (MSM Ref.), and reinforce the implementation of recommendations for improved management of supplies.
- Take part in the regular med-supply review of the Key Performance Indicators (KPI) related to medical stocks and orders, and follow up improvement actions proposed.
- Guarantee the compliance of agreed schedule and calendar of pharmacy management: inventories, reports and orders.
- Collaborate with the Supply Unit and Technical Referents in the elaboration of medical orders, ensuring – and supporting upon request – an adequate revision of consumptions and quantities, being acquainted of alerts and big deviations without proper justification. S/he will conduct an oversight of main items and pre-identified sentinel products.
- Enforce the respect to MSF policies concerning local purchases and external donations.
- Partake, together with the TESACOs, in the Annual Medical Budget production and its revision, based on stock composition and needs.
- Ensure adequate management and follow-up of pharmacy incidents together with missions and referents: cold chain rupture, expired/damaged, defective batches, etc.
General medical reference documents (National staff health policy – NSHP –, Expat health & MedEvac, EPP, Welcome to the mission…):
- Ensure compliance of the revision schedule of core medical documents according to the Annual Plan.
- Support the MedCo in establishing timeframe and collaboration patterns for the effective review of the documents.
- Provide orientation for the elaboration/revision of those, based on the advice of Technical Referents and the various reference documents such as Operations Manual, National staff Intersectional remuneration & benefit policy (“Common Frame”), EPP template, Medical Toolkits, Referents visits’ reports, etc.
Other tasks and responsibilities
- Participate in regular meetings of the Operational Cell and any other upon request by the TESACO.
- Collaborate in the briefings and debriefings of medical (and specific non-medical) professionals assigned to the missions in her/his Cells’ portfolios.
- Punctually support emergent, transversal and common tasks for both Cells, upon request and approval of TESACO.
- Contribute to the revision of PIF or private donors reports as per need.
- Take part in the medical on-call system of HQ.
- Perform any other task as related and required.
To note that validation and accountability of all these tasks lays on the TESACO.
Unexpected situations or emergencies could require specific occasional support that will be validated by the concerned TESACO upon evaluation of its impact on on-going regular tasks and activities.
Selection criteria
Education and experience
- Qualified Medical Doctor or Nurse with experience in pharmacy management
- Field experience with MSF at Coordination level is desirable
- Previous experience in emergency interventions would be an asset
- English and French compulsory; fluency in Spanish and/or Portuguese is highly recommended
- Basic computer skills: Word, Excel, Outlook, Internet
- Knowledge of pharmacy tools (Isystock), International Medical Order procedures and medical data software (HMIS) is a must
