Mission

GENERAL OBJECTIVE OF THE PREVENTION & TRAINING MANAGER

  • The candidate is in charge of the design and implementation of the awareness and training strategy on responsible behaviour for patients, partners and MSF staff. This strategy should be on a long term, sustainable and adaptable, which will include a transversal approach (including all department/services), with a clear focus to target the more vulnerable in MSF environment. This strategy should be followed by comprehensive and clear monitoring tools.
  • The candidate is in charge of the follow-up and implementation of the recommendations in terms of responsible behaviour following field visits.
  • The candidate is responsible for deploying accurate tools to prevent and detect abuse and inappropriate behaviour.
  • The candidate supervises and manages the Flying Behaviour Responsible Officers.
  • The candidate deploys the behaviour training path in MSF CH missions, in Dakar and offer support to other offices.
  • The candidate is in charge to build a network at regional level.
  • The candidate is in charge of the briefings of new staff in MSF CH (HQ).
  • The candidate is the technical referent for behaviour focal points and behaviour promoters in MSF CH missions.
  • The candidate will propose and build new trainings and messages in the area of behaviour, regarding her/his experience and feedbacks of the 2 flying officers. It should include Diversity and Inclusion topics and case management training.
  • The candidate will propose and build new trainings and messages
  • The candidate proposes advice to possible victim of abuse or inappropriate behaviour and the reporting line available.
  • The candidate oversees the deployment of the new Whistle-blowing platform and its specific channels, opens specific elixir ticket if necessary and is the contact person from the field when the access to the platform is denied.
  • The candidate is in charge of the annual reporting for the behaviour part.

MAIN FUNCTIONS AND RESPONSIBILITY OF THE PREVENTION MANAGER

Prevention and behavioural trainings

  • The candidate ensures the sustainability of responsible behaviour awareness and behavioural training.
  • The candidate plans the implementation of the awareness raising and training strategy, considering the priorities of the organization.
  • The candidate ensures the integration of prevention and behavioural training activities within the different departments at headquarters and in the field.
  • The candidate ensures the organization and administrative management of behavioural trainings on OCG missions.
  • The candidate ensures the integration, follow-up and support of the Flying officers under his/her responsibility.
  • The candidate coordinates and organizes the deployment of the Flying officers’ missions in the field.
  • The candidate maintains and leads an internal and external network about behaviour and its challenges.
  • The candidate under the supervision of the ABU coordinator, participates in the drafting of policies and specific themes related to behaviour.
  • The candidate organizes internal debates on behavioural issues (executive and associative debates).
  • The candidate creates and implements monitoring tools on the prevention strategy.
  • The candidate updates the ABU training database.
  • The candidate creates in collaboration with the departments concerned, a prevention and detection strategy for abuse on patients adapted to the different mission contexts.

Implementation and follow-up of training tools

  • The candidate establishes an annual calendar of responsible behaviour awareness training sessions for missions and headquarters.
  • The candidate organizes and facilitates awareness sessions at headquarter and in the field.
  • The candidate ensures that the existing reporting mechanism is known by all MSF staff, consultants, and contractors at headquarter.
  • The candidate follows up on training conducted in the field, participants, and facilitators.
  • The candidate feeds, creates and updates training and awareness/ detection tools for the field and headquarter.
  • The candidate shares updates of awareness messages with Learning & Development Unit and in particular the Induction Project.
  • The candidate follows up on the recommendations made by the flying team at the end of field visits.
  • The candidate participates in the drafting of the various ABU reports.
  • The candidate ensures the support and technical reference of the behaviour promoters and focal points based in the field.
  • The candidate ensures that all MSF staff receive the necessary information on behaviour through various actions such as briefings.
  • The candidate creates and implements qualitative and quantitative deployment monitoring and prevention tools.

Expériences / Formation

Academic Background:

Bachelor level degree or equivalent in a relevant field (e.g. human rights, human resources, health and development, ethics, protection of victims of abuse).

2 years of field experience in humanitarian

Fluency in English and French. Other MSF misison languages are an asset.

Proven experience in the design and implementation of educational tools for adults.

Salaire

GROSS MONTHLY SALARY : 1 371 534 XOF – 1 763 401 XOF (Salary determined on the basis of recognized equivalent experience and the internal salary scale)

Work Location: Flex contract : 50% field, 50% in headquarter in Dakar (Senegal)

Contractual status : Open-ended contract
