Proposal Summary:

MSI is preparing to bid on the anticipated five-year Monitoring, Reporting, and Capacity Strengthening Contract for the Sahel (MRCS) under the USAID Evaluation, Monitoring and Learning Services – (EVALME II) Indefinite Delivery Indefinite Quantity (IDIQ).This mechanism will advance commitment to program effectiveness across all sectors, and to make informed strategic and management decisions including providing TPM in predominantly insecure areas and provide outputs and outcomes verification, conduct evaluations/studies/assessments, support RISE stakeholders to have functioning M&E working groups at country level and capacity strengthening specifically in monitoring and evaluation (M&E) of appropriate offices/structures of the Governments of Niger and Burkina Faso (GoN and GoBF), as well as sub-national state institutions, local civil society organizations, community-based organizations, and implementing partners. This award will mainly support the Sahel Technical Office (SRTO), Sahel Program Office (SRPO), Niger Mission, the Burkina Faso Country Office, and BHA Resilience Food Security Activities (RFSAs) in Niger and Burkina Faso, and provide limited assistance to Mauritania, Chad, Cape Verde, Guinea-Bissau, and The Gambia.

Position Summary:

The Director of Third Party Monitoring will lead third party monitoring (TPM) activities of the project. They will assist with instrument design, enumerator training, database maintenance, data analysis and report writing. The position will be based in Ouagadougou, Burkina Faso.

Responsibilities:

  • Lead design and delivery of third-party monitoring efforts in Burkina Faso and Niger.
  • Design data collection instruments.
  • Recruit and train subject matter experts who will conduct third party monitoring site visits.
  • Coordinate site visit protocols and logistics with USAID implementing partners.
  • Analyze data and write site visit reports.
  • Oversee TPM Manager in Niger and TPM Associate in Burkina Faso.

 

Qualifications:

  • Master’s degree from accredited college or university in social sciences/economics/monitoring and evaluation/development/statistics/project management.
  • A minimum of ten(10) years of monitoring and evaluation and/or data collection related work experience.
  • Experience designing data collection instruments.
  • Experience analyzing data and writing reports.
  • Management experience.
  • Demonstrated leadership, versatility and integrity.
  • Professional level oral and written skills in English, and proficient oral and written skills in French required.
