Management Sciences for Health (MSH) is seeking a Monitoring, Evaluation, and Learning (MEL) Associate to support a new covid related Intermediary Result under the Integrated Health Systems Activity (IHSA). IHSA is a five-year USAID-funded program which started in July 2021 and focuses on building local capacities to drive reductions in maternal, infant, child, and adolescent girls’ morbidity and mortality.  It builds the capacities of local government, health sector officials, and community members to ensure the availability, uptake, quality, relevance, sustainability, and resourcing of health services.  The program also supports and reinforces management and governance systems with proven approaches tailored to meet local needs and contextual realities.

This coming year, IHSA will implement new covid related activities under IR6: “Increased capacity of health system and communities to prevent and control COVID-19”. The MEL Associate will work to ensure data collection, quality, and reporting of all IR6 indicators in 4 Departments and help build the capacity of Ministry of Health (MOH) data management officers at the central level to use health data to drive improved quality of high-impact services. He/she will support project activities to develop MOH monitoring and evaluation (M&E) capabilities, including health management information systems and use of data for effective decision-making.  With the project team and stakeholder groups, the MEL Associate will plan for and conduct monitoring activities and ensure accurate and timely reporting.

The length of the position is up to September 2022 and the position reports to the M&E director and works closely with the Covid-19 coordinator. The MEL Associate position will be based in the main project office, in Cotonou.

  • The MEL Associate is responsible for the implementation of a Monitoring, Evaluation, and Learning (MEL) plan to monitor progress, assess impact, evaluate effectiveness, and disseminate results of IR6 project activities.  
  • In collaboration with Covid-19 coordinator and the epidemiologists, and under the supervision of the M&E Director, the MEL Associate will have primary responsibility for identifying M&E needs, designing, and maintaining data collection systems, and ensuring that all necessary information, from both routine reporting as well as from ad hoc data collection efforts and special studies, are collected and analyzed.
  • The MEL Associate conducts all appropriate analyses (including the use of complimentary data sets and secondary analysis, where appropriate) and will assist the teams to fully document activities and accomplishments in the form of reports, publications, and presentations.
  • In collaboration with Covid-19 coordinators and the epidemiologists, and under the supervision of the M&E Director, the MEL Associate will implement systems for monitoring progress towards targets and performance goals in the MEL and work plans.
  • The MEL Associate will also provide technical assistance to the MOH along identified needs to strengthen the epidemic surveillance data management systems.
  • In addition, he/she will be responsible for building M&E capacity at peripheral levels through training and support for staff and counterparts to strengthen epidemic surveillance and data management systems.

Specific Responsibilities:

Routine M&E 40%

  • Support the development of a sound monitoring system for new IR6 indicators. This includes developing additional tools and guidelines as required.
  • Maintain data collection systems, ensuring that all necessary information from routine reporting is collected and analyzed for use in guiding internal project planning and informing external partners about project activities and accomplishments.
  • Support the development and implementation of appropriate plans to monitor progress, evaluate outcomes, and disseminate achievements.
  • Contribute to the PIRS and PMP revision when appropriate.
  • With cooperation from MSH technical advisors, design and conduct appropriate analyses, including the review of available secondary research.
  • In close collaboration with implementing managers, document and disseminate activities and accomplishments of different interventions in the form of reports, publications, and oral presentations.
  • Ensure data quality through established routine data quality assessment protocol (DQAs).
  • Work closely with covid-19 coordinator and epidemiologists and provide orientation on the report and use of COVID-19 indicators data.

Capacity building 20%

  • Provide technical support to strengthen capacity of departments, zones, communes and applicable lower levels and improve quality and accuracy of data feeding the epidemic surveillance data management systems.

Reporting 40%

  • Perform data analysis, produce tables and graphics for monthly and quarterly reports in a timely manner.
  • Contribute to written narrative descriptions to accompany reports and assess the program status.
  • Submit monthly and quarterly data and reports to project Headquarters and designated online platform.

QUALIFICATIONS AND EXPERIENCE :

  • Degree in public health, demography, statistics, social sciences or related field of study.
  • Minimum 3 years of experience in the field of research, monitoring, and evaluation, preferably in health programs.
  • Demonstrated knowledge and familiarity with a range of approaches applied in research and monitoring and evaluation.
  • Experience designing and facilitating training and workshops to build capacity among people from diverse backgrounds and in different settings.
  • Experience in data quality assurance and data reporting.
  • Strong analytical and quantitative expertise and ability to communicate technical information clearly and effectively to technical and non-technical colleagues.
  • Preference for experience with USAID funded projects.
  • Experience with COVID-19 related activities is a plus.
  • Solid competence in MS Excel, Word, PowerPoint and Access.
  • Experience with data management programs (SAS, SPSS, STATA, DHIS).
  • Excellent communication skills both written and oral. Fluency in French is a condition required and English is highly desirable.
  • Excellent interpersonal skills and demonstrated ability to interact professionally.
