L’UNOWAS aide à la mise en œuvre de la Stratégie Intégrée des Nations Unies pour le Sahel (SINUS), approuvée en juin 2013 par le Conseil de sécurité.
This position is located within the Mission Support Division of UNOWAS. The Air Operations Assistant reports to CAVO (Chief Aviation Officer).
Responsibilities
Within delegated authority, the Air Operations Assistant will carry out the following duties:
•Coordinates and plans air transportation activities in accordance with the Standard Operating Procedures (SOPs), UN directives, Department of Peacekeeping Operations
(DPKO) Aviation Manual, ICAO standards and recommended practices, IATA rules and procedures and the host country’s Aeronautical Information Publications (AIPs);
•Provides inputs to the management for the efficient, effective and safe use of the UN air assets;
• Determination of Aircraft Specifications, Coordinate Procurement Processes (ITBs), manage Aircraft Contracts /Letter of Assist ( LOA);
•Participate in the co-development of UNOWAS/CNMC Aviation Operational Requirements, Assessment of Aircraft Cost / Budget Estimates;
• Monitors technical and safety performance of aviation assets;
• Monitors aircraft utilization and compiles statistical data;
•Monitors and evaluates compliance with the Department of Field Support (DFS) Aviation Safety Programme and corrects aviation safety deficiencies;
•Co-ordinates distribution of aviation safety documents to concerned personnel within the Mission;
•Assists in conducting inspections of aircraft, aircrews and ground handling service providers to ensure compliance with the provisions of the long-term aircraft charter agreements, Letters of Assist (LOAs), ground handling contracts; and properly certified in accordance with the Annex 8 to the Chicago Convention;
•Produces aircraft performance, carrier assessment and contract completion reports;
•Liaises with relevant aviation authorities for the coordination of flight clearances;
•Documents flying hours reported through the Aircraft Use Reports (AURs) and produces the Monthly Aviation Report (MAR);
•Certify Contractual Expenditures, process and verify air carriers claims and invoices,
•Assists in the development and implementation of the Mission Aviation SOPs;
•Creating/developing and managing electronic application/database reports, visualizations, and dashboards.
•Diagnosing and troubleshooting all aviation application/databases errors.
•Maintain, monitor, and continually improve aviation systems and applications
•Train and provide technical assistance and support to stakeholders for proper access to electronic systems and applications.
Ground transport responsibilities:
•Provides inputs for statistical report on transport fleet utilization and composition.
•Participates in the technical evaluations of bids received from vendors through the Procurement Section.
•Ensures the constant availability of vehicles for temporary assignment in support of one off and emergency tasks as directed by the Chief of Unit, Transport.
•Ensures the routine transportation requirements are identified within the area of responsibility.
•Analyses transportation requests and supervises route planning and reconnaissance.
•Ensures maximum utilization and effective use of vehicle and driver resources.
•Monitors monthly mileage and fuel consumption reports for UN-owned vehicles and confirms the return of the individually assigned vehicles upon departure of staff from the service.
•Monitors contractual performance of vendors and verifies financial invoices.
•Participates in the development of the Transport Unit’s Standard Operating Procedures.
•Performs other related duties as required

Education
High School Diploma or equivalent is required. Technical or vocational certificate in Air Transportation, Aviation Safety Management, Air Traffic Control, Flight Dispatch or graduation from equivalent military establishment is required.
Work Experience
At least 8 years of progressively responsible experience in aviation.
At least 4 years in an occupation directly related to air transport operations, air traffic control/air navigation services, airport terminal operations, or aviation electronic applications is required.

Demonstrated experience in databases design/development and management is required.

Experience in the use of ICAO standards and recommended practices is desirable.
Adequate years of experience in motor vehicle transport operations and/or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and French is required
