La mission de l’UNOPS consiste à aider les personnes démunies en renforçant la capacité des Nations Unies, des gouvernements et de ses autres partenaires à mener leurs activités en matière d’infrastructures, d’achats et de gestion de projets de manière durable et efficace.

Poste 1 : Associé.e aux Ressources Humaines

Le Conseil de sécurité donne mandat à la MINUSCA, par le biais de la résolution 2605 (2021), de fournir une assistance technique en vue de l’opérationnalisation et du fonctionnement du Tribunal pénal spécial (TPS) pour la RCA, en partenariat avec d’autres partenaires internationaux, l’équipe de pays des Nations Unies et les autorités centrafricaines. Cette assistance technique concerne divers domaines, notamment la conduite d’enquêtes, la collecte et le stockage de preuves, le recrutement et la sélection du personnel, la gestion des tribunaux, la mise en place d’un système d’aide juridique et la protection des victimes et des témoins.

Sous la supervision directe de l’Analyste aux ressources humaines, et la supervision globale du Chef.fe de Projet, l’associé.e aux ressources humaines a la responsabilité d’apporter le soutien nécessaire aux initiatives des ressources humaines pour le recrutement, la gestion des talents, l’apprentissage, et le développement organisationnel, ainsi que de prodiguer des conseils et bonnes pratiques dans la gestion des ressources humaines.

La République démocratique du Congo

Basé à Kinshasa en République Démocratique du Congo (RDC) depuis 1991, le Bureau Multipays Démocratique Congo (CDMCO) de l’UNOPS couvre onze pays: Angola, Burundi, Cameroun, République Centrafricaine, Comores, Gabon, Guinée Equatoriale, République Démocratique du le Congo, la République du Congo, Madagascar et le Rwanda. Le bureau multipays est opérationnel dans neuf des onze pays à ce jour;

Le Bureau multipays a noué de solides relations de travail avec des partenaires internationaux et des donateurs, des agences des Nations Unies, y compris des missions des Nations Unies, et des gouvernements centrafricains. Il fournit un appui technique et un renforcement des capacités dans les domaines du développement national stratégique, y compris le développement d’infrastructures durables dans les secteurs de la santé, de l’éducation, des travaux publics, de la gouvernance et de l’administration publique, ainsi que dans les achats durables, la gestion de projets, la gestion de fonds et les services de conseil sectoriel les domaines de la paix et de la sécurité, de la préservation et de la protection de l’environnement, de la revitalisation des programmes / projets, entre autres.

Functional Responsibilities

L’associé.e aux ressources humaines doit servir de liaison directe aux clients tant internes qu’externes, rendre les informations relatives aux ressources humaines à la portée des clients de l’UNOPS, tout en résolvant les questions de règles et procédures.

1. La mise en œuvre des procédures et stratégies des Ressources Humaines, se focalise sur l’accomplissement des résultats suivants :

la conformité totale aux procédures, règles et règlements des ressources humaines, principes et stratégies de l’UNOPS ;
la contribution aux procédures opérationnelles des structures standards internes (SOPs) dans la gestion des ressources humaines en consultation avec le superviseur direct ;
fournir des informations au personnel sur les stratégies, les règles et règlements.
2. Apporter un appui au recrutement et à la gestion de talents, se concentrant sur l’accomplissement des résultats suivants :
l’Initiation, le traitement, la surveillance, la révision et le suivi des actions relatives à l’administration des activités de l’Unité des ressources humaines tels que : recrutement, mise en place, séparation, promotion, évaluation de performances, révision de classification de services, l’apprentissage tout en assurant une sincère application des règlements et procédures ;
apporter assistance dans l’identification et la proposition de mécanismes de sensibilisation;
donner un appui administratif et logistique aux procédures générales de recrutement.
3. Assurer l’appui administratif efficace à l’équipe des ressources humaines et au personnel de l’UNOPS, tout en se concentrant sur l’accomplissement des résultats suivants :
appuyer administrativement l’Analyste aux ressources humaines, faire la liaison entre l’unité de ressources humaines et les clients internes ou externes ;
soutenir les ressources humaines dans l’élaboration des rapports ;
appuyer l’Analyste aux ressources humaines dans la gestion, la mise en pratique et la surveillance des multiples initiatives des ressources humaines ;
en relation avec les finances, assurer le suivi régulier des requêtes de paiement de salaire, primes de risque et autres avantages du personnel ;
création et gestion efficace de tous les bons de commandes relatifs au paiement de salaire, primes de risque et autres avantages du personnel local et international;
assurer le traitement des salaires en cas de besoin ;
pour toute nouvelle recrue, vérifier et certifier l’existence du fournisseur dans OneUNOPS et procéder à sa création conformément aux normes établies ;
conseiller le personnel sur les procédures administratives, les règles et pratiques.
proactivité dans la coordination et l’exécution du travail ;
conseiller le superviseur sur le statut des demandes en cours de traitement et le délai imparti;
conseiller aux bureaux décentralisés des renseignements généraux et particuliers sur les avantages et allocutions liés aux différents types de contrats ;
liaison cohérente avec le Siège et les ressources humaines d’autres agences des Nations Unies pour l’échange d’information ;
classement (électronique et en dur) et maintenance.des dossiers de référence. Maintenance et certification des données administratives, enregistrement de toutes les données d’évaluation de performance dans le système électronique ;
classement et maintenance de base de données exigeant l’organisation et la préparation des rapports et documents ;
administration des contrats ICA dans OneUNOPS.

4. Fournir la gestion au projet/soutien au projet sur les initiatives des ressources humaines, tout en se basant sur l’accomplissement des résultats suivants :
les projets ad hoc sur les stratégies et les initiatives des ressources humaines, ex : l’enquête du personnel, l’appui des ressources humaines pour enchérir les projets. Etc ;
gestion des données du personnel, le reportage et le développement du système dans le site intranet de ressources humaines etc ;
intervenir dans le draft des procédures et règlements.
5. Contribuer au développement et à la formation du personnel, tout en se basant sur l’accomplissement des résultats suivants :
aider dans l’organisation et la direction des séminaires et ateliers de formation, fournir la logistique et soutien administratif aux formateurs ;
formation occasionnelle par des missions sur terrain.
6. Faciliter l’assimilation et transmission de connaissances
participation dans les formations organisées par les opérations ou les projets sur le personnel à propos des ressources humaines ;
contribuer à la connaissance des réseaux de communication et communautés de pratique.

Education

Un diplôme d’études secondaires (BAC) est exigé
Un diplôme universitaire en Ressources Humaines, Sciences Sociales, Lettres, Administration, Finances, Gestion des entreprises ou autre diplôme pertinent serait un avantage

Experience

Avoir six (6) ans d’expérience, au niveau national, dans le domaine des ressources humaines, avec des responsabilités graduelles pour les candidats ayant un diplôme de fin d’études secondaires (BAC) est exigé;
Un minimum de deux (2) ans d’expérience pertinente dans le domaine ou expériences connexes pour les candidats ayant un diplôme universitaire.
Expérience dans une agence des Nations Unies est un atout considérable pour ce poste ;
Expérience dans l’utilisation des ordinateurs et du logiciel Google sheet et des systèmes de gestion sur Internet est un atout;
Une bonne maîtrise d’un ERP est un atout.

Poste 2 : Project Management Support – Senior Associate

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners.  It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients.  The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

 

United Nations Mine Action Service (UNMAS) DRC

The Democratic Republic of Congo (DRC) has suffered nearly two decades of turmoil, particularly in the eastern provinces. The use of landmines was a feature during the conflict and Explosive Remnants of War from the fighting remain a hazard.

UNMAS established its presence in the DRC in 2002 to provide support to the Peacekeeping Mission (MONUSCO) and to conduct humanitarian mine action. It continues to work with all actors involved in mine action, and weapons and ammunition management and safety issues.

KOICA Project Information:

UNMAS DRC recently received funding from the Korean International Cooperation Agency (KOICA) to implement a two years project starting in June 2022 in the provinces of North Kivu, South Kivu, Ituri and Tanganyika with the following objectives:

1) Effectively implement UN Sustainable Development Goal 16 on sustained peace, justice, strong institutions and effective and inclusive governance through the development of a sustainable national capacity in explosive hazard management.
2) Effectively implement UN Sustainable Development Goal 17 on strengthening the means of implementation and revitalize the global partnership for sustainable development through increasing the National Mine Action Authority (CCLAM) capacity to coordinate Mine Action activities and therefore encouraging the return of displaced people, opening freedom of movement in a post-conflict society, decreasing fear and threat of the ‘frozen violence’ of landmines and other ERW and Goal 17.

Outcome 1:DRC security sector and/or national NGOs responds appropriately to EOD tasks
Output 1.1: National NGO personnel trained to conduct explosive ordnance disposal.
Output 1.2: Land is released for productive use.
Output 1.3: CCLAM has increased capacity to coordinate Mine Action activities in the DRC.


Under the overall guidance of the Support Services Manager (SSM) and in close collaboration with the National Support Services Officer (NSSO), the Project Management Support – Senior Associate (PMSSA) will contribute to ensuring that the project activities are in compliance and up to date, and that reporting requirements to stakeholders are in line with defined project objectives. The PMSSA will be responsible for monitoring specific administrative and financial transactions. Specific responsibilities and duties include, but are not limited to:

 

  • Provide substantive coordination and monitoring on the overall aspects of project operations related to finance, human resources, procurement and logistics, among others.
  • In consultation with the Support Services Manager, provide support on all matters relating to financial management and administration in compliance with established procedures, SOPs and the UNOPS Financial Regulations and Rules (FRR).
  • Ensure accuracy, consistency and applicability of supporting documents (project document, budget, awards, contract validity, No Objection Letters as required, among others).
  • Prepare payment requests and necessary supporting documents (financial forecasts and/or Project Delivery Reports) for submission in accordance with project agreements.
  • Collaborate with the Entebbe Support Office (ESO) to provide support in maintaining the operational budget according to UNOPS financial management systems and ensure completeness of required supporting documents.
  • Work closely with the Support Services team and liaise with ESO under the guidance of the Support Services Manager for project-related administrative and operational matters such as payments, contract management, recruitment of personnel, procurement of goods and services and assets management.
  • Ensure all business processes are backed up by required supporting documents and maintain an effective records system.
  • Provide support to receive, review and process recruitment requests, certification of payments and other forms of requisitions from the project office, project team or through designated recipients.
  • Raise requisitions for procurement and facilitate requests for issuance of contracts and/or amendments on documents.
  • Support the effective delivery and implementation of procurement services in coordination with the Support Services Manager and the National Support Services Officer and ensure that administration of logistics and assets management are in compliance with established rules and regulations.

Poste 3 : Procurement Analyst

In order to support the growth of its activities, the UNOPS Multi country Office in Democratic Republic of Congo is looking for Procurement Analysts, based in Kinshasa.


Located in Kinshasa, DRC, the UNOPS Multi country Office in Central Africa (UNOPS CDMCO) covers eleven countries, including DRC. The office has developed strong working relations with the international partners, UN agencies including UN Missions and Governments across Central Africa over the years. It provides technical support and capacity building in strategic development areas including infrastructure rehabilitation and development across health, education, public works, governance/public administration sectors; procurement, project management, amongst others.

 


Under the guidance and direct supervision of the Procurement Specialist who reports to the Head of Support Services, the Procurement Analyst is responsible for effective delivery and implementation of strategic and effective procurement services, for a select group of technically complex goods, services and works, within the specific geographical area and/or project. These services reflect best practices in international public procurement, compliance with UNOPS Financial Rules and Regulations and procurement policy, rules, regulations and procedure, ensuring appropriate risk management and obtaining the best value for money. 
He/she analyzes and interprets the respective rules and regulations and provides solutions to a wide spectrum of complex issues related to procurement.Maintaining the highest degree of personal and professional ethics, the Procurement Analyst promotes a collaborative, client-focused, quality and results-oriented approach in the Business Unit.

The Procurement Analyst works in close collaboration with the Support Services, Programme and project teams in the relevant geographical area or business unit, UNOPS HQs colleagues and Government officials, to successfully deliver procurement services.

1. In close cooperation with the Project Managers, under the guidance of a technical supervisor, and reporting to the management on central issues related to procurement activities, implements operational strategies and manages procurement, contract, and sourcing transactions, actions and processes for goods, services, and works, focusing on achievement of the following results:

  • Full compliance of assigned procurement activities with UNOPS rules, regulations, policies and strategies; internal controls and client orientation.
  • Implementation of the different steps of the procurement processes, including Pre-Purchasing: Strategy and Planning, Requirements Definition, Sourcing; Purchasing: Solicitation, Management of Submissions, Evaluation, Review and Award; Post Purchasing: Contract finalization and issuance, Logistics, and Contract Management.
  • Implementation of strategic procurement for projects assigned in the Business Unit.
  • Research undertaken and data provided for Business Unit’s supply market intelligence and analysis.

2. Manages and guides procurement processes for a select group of technically complex goods, services within a given geographical area and/or Business Unit, focusing on achievement of the following results:

  • Sustainability embedded along the procurement process.
  • Timely and duly prepared procurement plans for projects and monitoring of their implementation.
  • Establishment of Long Term Agreements (LTAs) and/or service contracts and other instruments, when necessary, either through standard or emergency procurement procedures in compliance with the Procurement Policy.
  • Implementation of proper monitoring and control of procurement processes including organization of shoppings, RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNOPS rules and regulation.
  • Awards recommended based on UNOPS procurement rules and procedures.
  • Management of procurement contract, analysis of contract performance against agreed benchmarks and pre-established reporting mechanisms.
  • Advice, remedial actions, or solutions to Programme Managers on procurement issues related to the procurement process and project cycle.

3. Implements sourcing strategy and e-procurement tools focusing on achievement of the following results:

  • Development and management of the rosters of suppliers.
  • Utilization of-sourcing module in accordance with UNOPS Procurement Groups’ goals and standards in this area.

4. Knowledge Building and Knowledge Sharing

  • Organize, facilitate and/or deliver training and learning initiatives for Business Unit personnel on Procurement-related topics.
  • Contribute to Procurement knowledge networks and communities of practice by providing collaborative synthesis of lessons learnt and dissemination of best practices in procurement.
  • Collect feedback, ideas, and internal knowledge about processes and best practices and utilize productively.

5.Team Management

  • Facilitate the engagement and provision of high quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development.
  • Provide oversight, ensuring compliance by team members with existing policies and best practices.

Education:
 

  • Advanced Degree (Master) or equivalent preferably in Procurement and/or Supply Chain Management, Commerce, Business Administration, Public Administration, Finance, Economics or related field is required,
  • A first-level university degree (Bachelor) in combination with four (4) years’ experience at the national or international level in Procurement and/or Supply Chain Management, Commerce, Business Administration, Public Administration, Finance, Economics or related field may be accepted in lieu of the advanced university degree.
  • Chartered Institute of Supply and Management (CIPS) or similar international Certification is a distinct advantage.


Experience:

 

  • A minimum of two (2) years’ professional experience in procurement management is required for candidates with a Master Degree.
  • A minimum of four (4) years’ professional experience in procurement management is required for candidates with a Bachelor Degree.
  • Experience in working with a range of stakeholders in developing and developed countries is an asset.
  • Some experience in UN system organizations, preferably in a developing country, is desirable.
  • Experience in the usage of computers and Google Suite (Gmail, Google Docs, Sheets and Slides) is desirable.
  • Experience with management of operations in remote locations is an asset.

  • Full working knowledge of French and English is required.
