to optimize UNICEF contribution to the triple nexus response in line with the new CCCs. The incumbent is responsible to support UNICEF response by ensuring the monitoring and analysis of the humanitarian situation and the assessment of the needs of the most vulnerable children. It would promote and facilitate close collaboration with UNICEF partners, as well as the monitoring of UNICEF interventions in the area, and help promote an integrated approach to UNICEF programs.

The Emergency Specialist ensures humanitarian coordination and follow-up of UNICEF actions in the field. Given the worsening humanitarian situation, UNICEF wants to ensure a regular monitoring of the situation in the field, and recommend coordinated response, especially in the Nord, Est, Centre-Est, Centre-Nord, Sahel and Boucle de Mouhoun regions, which are the priority regions for 2021 for the  Humanitarian Response Plan and the Humanitarian Action for Children. He/ she would ensure the representation of UNICEF in humanitarian coordination meetings and collaborate in capacity building efforts on humanitarian principles and CCC, internally and of partners. .

How can you make a difference?

Under the supervision of the Chief of field operations / emergency, the Emergency Specialist NO3 is responsible of the following tasks.

Summary of key functions/accountabilities:

  1. Adopts adequate emergency preparedness measures through the development and updating of country contingency plans and regular update of the Emergency Preparedness Platform, to ensure effective preparedness and response to specific emergencies
  2. Participates in the formulation of contingency and action plans in preparation and response to emergencies, monitors compliance of all sectors with the plans, including financial resources
  3. Provides technical advice related to emergency preparedness and response. Provides technical advice to the country office in the implementation of emergency preparedness and response, in line with the CCCs
  4. Ensures the implementation of the 3RC strategy, and ensures that UNICEF proactively participates in the rapid response mechanisms in place
  5. Collaborates with the Information Management Specialist in the development and maintenance of country/regional information and ensure the flow of information and communication crucial for the planning and implementation of emergency preparedness and response management.
  6. Establishes and maintains a wide network of humanitarian contacts, including national and international partners, other sister agencies, government technical officials, and any other as required and relevant
  7. Identifies implementing/operational partners and establishes implementing arrangements
  8. Plans, organizes and facilitates capacity building exercises for the office’s staff and for partners on emergencies preparedness and response
  9. Coordinates the preparation and follow up and facilitates the bi-monthly meetings of the emergency task force
  10. In case of an emergency, collaborates and supports field offices and sections to ensure a timely and efficient analysis of vulnerabilities and implementation of integrated and multi-sectoral response in line with the CCC, and in coordination with other humanitarian actors, within the context of the existing coordination mechanism
  11. Develops, in coordination with field offices, the annual supply plan and monitors its implementation, in line with the HAC
  12. Carries out regular field visits in support to field offices or in regions without UNICEF field presence
  13. Collaborates with the emergency unit, the field offices and sections, in the development and monitoring of partnerships with government and civil society organizations, making sure that they are in line with UNICEF CSO procedures
  14. Contributes to the generation of evidence and content for key strategic and donor documents
  15. Collaborates with the unit, field offices and sections to the implementation of the humanitarian performance monitoring tools and of the end-user monitoring plan
  16. Represents UNICEF in key coordination for a as required and keeps management informed
  17. Ensures that disaster prevention, mitigation, preparedness and response strategies are mainstreamed in the country office’s workplans. Prepares sectoral input for the country programme key planning documents, and contributes towards the preparation of the Situation Analysis and the Country Programme Document

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s) in one of the following fields: social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines.
    • A Bachelor degree combined with an additional two (2) years of relevant professional experience may be accepted in lieu of an advanced university degree
  • A minimum of five (5) years of relevant professional experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration
  • Specialized training/experience in emergency response management highly desirable.
  • Fluency in French and good knowledge of English is required. Knowledge of another official UN language and local language is an asset.

  • Contribute to the implementation of the work plan for assigned area, to ensure timely and cost effective delivery of results, in accordance with UNICEF’s partnership and advocacy and communication strategy.
  • Build and maintain UNICEF’s partnerships and advocacy and communication, by supporting the development and implementation of standards and guidance for UNICEF partnerships; formulation of work plans and strategies.

1. Background & Justification
In Niger, more than half of the population is under the age of 19 and it is an opportune time to engage with youth to accelerate positive development: to focus on the promise they hold for the future and harness their energy for change; learn from their perspectives on development; invest in them as emerging leaders; and focus on their potential as agents of economic, political and socio-cultural growth. Over the past few years, UNICEF has shown success in implementing youth engagement programs and is now looking for a talent to scale up and coordinate those activities The aim of Niger Country Office is work with public and private partners as well as communities to ensure that every young person between the ages of 10 and 24 is educated, learning, trained or have some form of employment by 2030. UNICEF Niger will work with different platforms of young people to give them a voice, identify opportunities, unlock investments and give all them the means to play a positive role in their society
2. Purpose
Under the supervision of the Chief Education, the Education Officer (Generation Unlimited-Skilling) assists in planning, implementing, monitoring and evaluating of UNICEF’s youth empowerment strategy in Niger to make their learning, skills, participation and engagement capacities reinforced.

3. Key functions, accountabilities and related duties/tasks
1. Engage with public, private, and civil society partners at regional, and local levels to provide adolescents and young people with opportunities for learning, participation, civic engagement, and employability.
2. Work with youth networks, mobile network operators and incubators to develop sustainable youth-engaging digital contents (bots, polls, live chats and campaigns) for intergenerational dialogue around learning skills, participation and civic engagement.
3. Involve youth, community, and faith-based organizations, including building their capacity and supporting efforts to integrate youth platforms (including Report) and other youth engagement programs to strengthen student and community participation as well as social accountability
4. Support the scale up of youth engagement programs (including Ureport), ensuring that results are fed back to policymakers and encourage the integration of innovation in skills building programme using digital and SMS engagement tools (including U-Report and Rapid Pro) to inform decision making processes around learning, skills, participation, and engagement.
5. Identify partners (NGOs, vendor) to develop and implement a sustainability for GenU programme around skilling and explore collaboration with regional and global organizations to support experience sharing among young people in the Sahel and beyond
6. Support the documentation of lessons learnt and good practices on the innovation initiatives related to Generation Unlimited (including reporting and human-interest stories and case studies)
7. Ensure visibility of Generation Unlimited activities internally (national and international) by coordinating the production of multimedia materials with communication colleagues and support the development of proposals and donor reporting.

4. Qualifications
A. Education
An advanced University Degree (Masters) in education science, psychology, sociology, communication, international development or another relevant field. A university degree in relevant field with 2 additional years of relevant experience may be accepted in lieu of a Master degree.
B. Work experience and knowledge
• At least 2 years of proven work experience at national and international levels in a youth engagement, adolescent participation and skills development, communication and innovation. Work experience with marginalized adolescent and youth is an advantage
• Strong interpersonal, communication, presentation, writing, critical thinking and analytical skills. Good understanding of innovation, youth engagement, data management (including Rapid Pro and U-Report) and the overall global development context and the impact of these factors on education and vice-versa;
• Some knowledge of the fundamentals of working in various media formats – print, audio, video, web etc. Computer systems, including internet navigation, office applications, and specifically, interactive digital media and platforms
• Good understanding of Global human rights issues, specifically relating to adolescent and youth, gender, education and skills for all, and current UNICEF position and approaches.
• Some knowledge of global developments in education and skills for all, international engagement strategies, including the application of the equity lens and human rights perspectives to programming.
• Some ability to support knowledge management: translation of analytical findings and evidence into development programmes and policy discussions around equity and learning with partners, including government, development partners, CSOs and academia in relevant areas.
• Some understanding of gender and inequity issues in relation to education and development and the application of gender / equity analysis to policy and planning in education.
C. Languages
Fluency in French and proficiency in English is required. Knowledge of another official UN language or a local language is an asset. Excellent written and verbal communication skills required.
