POSTE 1 : Logistics Officer – NOA
The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. How can you make a difference?
The Logistics Officer reports to the Supply and Logistics Manager. This function provides technical and operational support to the Country Office (CO) through the office Supply function. The Logistics activities include planning, contracting management, customs clearance, warehousing, in country transport and distribution, as well as monitoring of supplies. The incumbent supports management collaboration with programmes in defining logistics function interventions to meet programmatic needs and achieve results for children, and provides technical and advisory support to governments, national systems, and partners on logistics service delivery.
Summary of key functions/accountabilities
Supervision of the logistics team
- Assist in determining priorities/targets and performance measurements and monitoring work progress to ensure that results are achieved according to schedule and performance standards.
- Supervise and coach team members, ensure timely performance management of staff. In collaboration with Country office supply section team, program section, Regional Office and the global supply community, ensure knowledge sharing and learning is prioritized in order to continuously build capacity of individuals and the team.
- In consultation with supervisor, ensure establishment and maintenance of operational capacity to handle CO logistics activities, including contracting of third-party services (e.g. customs clearance, warehousing, transport, distribution).
Logistics service delivery and emergency response
- Participate in the planning, implementation, monitoring, and evaluation of the logistics service delivery, including establishment of performance indicators, and assessment of fit for purpose of products and services.
- Monitor and review supply spend, and draft delivery strategies based on category management in order to focus on strategic, essential distribution that contribute to results for emergency operation.
- Support the establishment of long-term agreements (LTAs) where relevant. Maintain highest level of integrity, ethical standards and accountability in the procurement of goods, contracting of services and construction work.
- Monitor progress of offshore and/or regional procurement and take action to ensure timely customs clearance of supplies entering the country. Maintain appropriate warehousing, inventory management and in-country transport in support of the country programme implementation. Keep stakeholders/partners informed on the progress. Implement appropriate vendor management practices e.g. supply performance reviews.
- Analyze supply dashboards, implementation rates of key performance indicators and supply information/data from various systems and conduct root cause analysis of supply chain bottlenecks and challenges, with a view to drive improvements and ensure efficient and effective supply chains for children.
- Participate in the development of an emergency logistics strategy based on risk assessment analysis and Programme assumptions. Ensure an emergency logistics preparedness action plan for the CO is established in line with Core Commitments for Children in Humanitarian Action (CCC) and implemented (establishment of relevant LTAs and frame agreements for emergency response, prepositioning of stock, and training of staff in the country office).
- Build strong working relations with Regional supply & logistics unit team, to align with global and regional approaches and initiatives in logistics delivery.
Collaboration with programme and implementing partners
- In collaboration with supervisor, develop close collaboration with programme sections through involvement in programme design, planning, and preparation for implementation of supply components as well as monitoring and evaluation. Establish accountability framework with programmes, for delivery of results for children.
- Participate in events/meetings that build partnerships and collaborative relations with Government, UN organizations and bilateral counterparts in logistics activities including harmonized and collaborative procurement
Technical and advisory support to government/national systems
- Provide input to promoting of logistics service strengthening and change management initiatives with governments and partners, to ensure efficient and effective logistics service for children.
- Provide input to capacity development initiatives in the area of logistics service for children, in close collaboration with supervisor and programme colleagues. Support logistics service components of health systems strengthening as might be relevant in the country context.
- Prepare relevant logistics reports to facilitate advisory support to Governments/national systems in defining and determining supply solutions for children, such as use of procurement services; local market development; private sector engagement.
Innovation, products and markets
- Support initiatives for promote critical thinking, innovative approaches, and good practices on logistics service management within the organization as well as with externals to ensure effective and efficient logistics service chains for children.
- Further to analysis of logistics function transaction related the country office logistics function, support initiatives to ensure local market development where relevant.
To be qualified as a champion for every Child, you must….
- Have a university degree (Bachelor) is required in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, or related social science field
- Have a minimum of one year of relevant experience, at the national and international levels, in supply, logistics, procurement, contracting, administration. finances and/or other directly related technical fields is required. Understanding of development and humanitarian work. Emergencies experience an advantage. Health supply chain management experience an advantage.
- Be fluent in French and good working knowledge in English. Knowledge of a local language is an asset.

UNICEF provides financial and technical support to Cameroon across seven areas to fully realize the rights of women and children. PURPOSE OF POST
Provide top-quality leadership in the UNICEF construction unit to support the Government to increase the availability of child-friendly, safe, accessible, innovative, and green learning environments.
MAIN DUTIES/RESPONSIBILITIES
Under the direct supervision of the Chief of Education and the technical support of Chief WASH and Supply/Logistic Specialist based in Yaoundé, the incumbent will:
Manage the construction unit, monitor and deliver results
- Provides budget analysis on the construction intervention of the AWP and reports every week to the Education Specialist in charge of Output 1 and the chief of section. Anticipates risks and challenges, and transparently seeks solutions.
- Prepares tenders for construction companies and quality control supervising entities (Engineering Consultancy Firms)
- Conducts the technical evaluation of tendering process and supports the Supply section for the financial evaluation according to of tendering process.
- Liaises and coordinate with Supply to ensure accurate monitoring of tendering process and submission of construction-related files to CRC and LPA request to CPH.
- Prepares and monitor contract formalities and payment calendar of the fees of construction companies, and quality assurance supervision entities.
- Conducts weekly remote meetings with field offices to monitor results, identify problems in advance, and solve bottlenecks.
- Conducts weekly meetings with contractors to monitor progress
- Conducts quarterly field visits to monitor that construction works are progressing and leading to results for children
Innovate, Network, and build partnerships
- Identifies strategies for promoting localization in the construction to build local capacities and foster educational opportunities for adolescent boys and girls, including those with disabilities.
- Builds and sustains effective close working partnerships with relevant government counterparts, national construction companies, quality assurance supervision entities and reinforces cooperation to achieve a more sustainable approach for construction in Cameroon.
Build Capacities and create knowledge
- Applies/introduces innovative approaches and good practice (i.e. green) in construction to build the capacity of government counterparts, national construction companies, quality assurance supervision entities to improve the quality of the construction implementation programme.
- Contributes to the development and implementation of Technical Guides and Manuals to ensure optimum maintenance of the UNICEF constructed infrastructure.
- Contributes to donor reports, RAM, and visibility products.
IMPACT OF RESULTS
The ability of the Construction Specialist to provide support to the Chief of Education, successfully plan, manage and oversee the effective and efficient management of construction activities for UNICEF Programme/Operations, and directly impact on programmatic goals and results for children. This in turn contributes to maintaining/enhancing the credibility of UNICEF as an effective and responsible manager of funds entrusted to the organization and to furthering UNICEF’s image as a competent organization for delivering cost-effective and sustainable programme results for children.
To qualify as an advocate for every child you will have
- Advanced degree in civil engineering, construction engineering/architecture, or 5 years relevant working experience
- Minimum 5 years of progressively responsible relevant experience in the field of education infrastructures with either the UN and/or NGO. Experience in an emergency setting is strongly preferred.
- Resourcefulness, flexibility, and the ability to prioritize substantial amounts of work while under pressure.
- Good analytical, facilitation, communication, and presentation skills.
- Politically and culturally sensitive, aware of gender issues, with qualities of patience, tact, and diplomacy
- Fluency in French and English (spoken and written). Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an assets.
