As an organization supported entirely by voluntary contributions, UNICEF relies more than ever on the engagement and support of all stakeholders, including religious communities.  Indeed, many faiths issue a formal appeal to their members to aid those in need. Practicing Muslims whose wealth exceeds a certain limit are required to pay Zakat on an annual basis. This is the equivalent of 2.5% (or 1/40) of their accumulated wealth.  The global Zakat market is estimated to be somewhere between $550 and $600 billion. Nearly one-third of the total Muslim population in the world can be found in Africa

How can you make a difference?

UNICEF WCARO’s objectives are to:

  1. Understand the potential and specific opportunities of Islamic Giving partnership giving across the region, the benefits and challenges
  2. Secure buy-in / support from key stakeholders and COs on this way of mobilizing funds internationally and locally
  3. Set up the structures for launching an integrated Islamic Giving campaign in 2023
  4. Develop a comprehensive understand the external environment with recommendations and ways forward for introducing Islamic Giving in WCAR

The post-holder will:

  • Conduct a mapping analysis into the potential of Islamic Giving across WCAR. This will include but will not be limited to;
    • Identifying the most suitable WCAR CO programmes to be compliant and gaining support from relevant teams
    • U
    • Propose and recommend campaign messaging and branding that would resonate to the region
    • Map out and recommend the resources required, the project team required and the budget required to launch a campaign for Ramadan 2023
  • Provide overall strategic guidance and advice on Islamic Giving principles, so that UNICEF WCARO can provide a mechanism for people of the Islamic faith to entrust their Zakat to the organization, so that we can implement projects and programmes on their behalf in WCA COs in an authentic and respectful manner.
  • Introduce and engage respected Islamic Scholars among the WCA community on UNICEF’s Zakat initiatives and projects
  • Educate, explain and consult with target WCA COs to gain their support and buy-in to be involved in this potential pilot initiative, securing engagement from key WCAR priority markets for future Islamic Giving initiatives
  • Work with PFP, COs, WCARO Advisor of Social Protection and Emergency, WCARO Senior Advisor of Partnerships, WCARO Deputy Regional Director, WCARO Comms and select national committees

Help identify, and if possible, introducing additional key prospects for WCARO, with the goal to raise additional income from major donors and/or faith-based organizations.

Administrative Requirements

This assignment will be home-based with one mission possible to the region travel with respect to country specific Covid19 protocols and other health emergencies. The consultant will use own computer and the relevant software to complete the assignment. The consultant will be responsible for internet and communication costs of remote collection of information from stakeholders.

2.Financial proposal including a breakdown of their all-inclusive fees (including professional fees, travel, living cost and other costs.

The technical proposition can be done in French or English.

To qualify as an advocate for every child you will have…

Bachelor’s degree in Social Science, International Studies or of a similar degree

Knowledge/Expertise/Skills required:

  • 8 years or more demonstrated experience in advising organizations and individuals in fundraising, philanthropy, faith-based giving, and in financial services.
  • Demonstrated knowledge and expertise in Islamic Giving or Philanthropy, especially Sharia law. .
  • Knowledge of UNICEF or the UN system approaches to partnerships with the private sector is preferable.
  • Network of Muslim individuals, entities, Islamic scholars and associations is a plus
  • Outstanding communication and presentation skills, and ability to communicate with different stakeholders in a multi-cultural context

Language

  • Fluency in English is required, and understand of Arabic and French is a bonus

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contract
